Dear Mr. Snelling:
The City has received your development-plans submitted for review at the July 18,2007 Technical
. Advisory Committee meeting. We offer the foUowing comments:
GENERAL INFORMATION
1. These comments represent the Department of Engineering's first review of the development
plans for this project. We reserve the right to provide additional review comments as
detailed construction drawing are developed for this project.
2. We request that all responses to our comments be provided in writing and be accompanied by
a drawing reflecting the requested revisions. Failure to provide written responses may result
in the delay of the review process.
3. It is critical that this office be made aware of all modifications made on the plans being re-
submitted. particularly if any such changes are considered "new" or fall outside of our
previous reviews. Please provide revised plans including all revisions. Please notifY us of
any changes and specifically state any changes, including changes resulting from Plan
Commission. BZA or other committee meetings.
4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage
calculations submitted to this office for review. If you have not already done so, please
provide a set of drainage plans and calculations to their office for review. We will share
Crossroad's comments as they are received.
5. Final drawings will Dot be approved for construction until:
a. All Engineering Department and Utility Department and Hamilton County Surveyor
issues have been resolved.
b. All bonds and performance guarantees are posted.
c. All Board of PubUc Works and Safety approvals and any other governing agency
approvals (ifrequired) are Dbtained.
d. All off-site easements necessary to install utilities to serve the development are secured.
e. Fees have been paid.
f. Digital file submissions have been made.
6. The Department reserves the right to provide additional comments based upon subsequent
reviews.
7. An approved Storm Water Management Permit is required prior to commencing any earth
disturbing activity.
8. An approved right-of-way permit is required prior to commencing any work in the public

(including sections with no access). This shall apply to the Old Meridian Street and
Pennsylvania Street frontages. Typically, developers provide a commitment equal to the
value to construct these improvements for deposit into the City's non-reverting thoroughfare
fund. Credit is typically given towards this commitment for construction of the
improvements prescribed by the 20-Year Thoroughfare Plan (in this case, the path on
Pennsylvania Street) and any milling and resurfacing of the perimeter streets. The fact that
the City recently made improvements to the adjacent roadway does not relieve the developer
from this responsibility.
11. The Department requires that the construction drawings be developed in accordance with the
City of Carmel digital submission standards and that all required submittals for primary plat,
secondary plat, and construction draw,ings be made. The digital files must be submitted to
the Department of Engineering prior to the approval of the construction plans. Please contact
the City GIS Department for the requirements.
12. Jurisdictions:
a. The project site is located within current City of Carmel Corporate Limits.
b. Streets and Right of Way - City of Carmel (Old Meridian Street, Pennsylvania Street)
c. Water - City of Carmel Utilities
d. Sanitary Sewers - City of Carmel Utilities
e. Stann SewerslDrainage - City of Carmel.
f. Legal Drains -Hamilton County Surveyor's Office.
13. Drawings submitted for approval:
a. The design engineer must certity all drawings submitted for final approval.
b. This office will require a minimum of 5-sets of drawings for approval after all issues
have been resolved. The drawings will be stamped as approved and signed by the City
Engineer and by Carmel Utilities. The Owner will receive I-set which must be
maintained on the construction site at all times. If additional approved sets are desired,
we will approve a maximum of2-additional sets. However, the additional sets must be
submitted with the required minimum 5-sets.
14. Cannel Utilities will provide separate reviews of this project for water and sanitary sewer
issues. Please assure that copies of all drawings are sent to:

17. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to
the Board.

18. Any submission to the Board requires prior approval by tbe Carmel Clay Plan
Commission and/or the Board of' Zoning Appeals (if applicable) and completion of
review by the Technical Advisory Committee. All written requests to be placed on tbe
Board's agenda must inelude tbe appropriate Docket Number and tbe date (or dates) of
approval by the Plan Commission and/or the Board of Zoning Appeals (if applicable).
19. Water and Sewer Availability (BDU) approval from ~e Board is based upon the usage of the
proposed buildings within the development. Reference item #34-37 below for a more
detailed explanation. If an irrigation system is planned for this development, approval for
additional Water Availability (and Sanitary Sewer ifapplicable) must be obtained from the
Board.
20. Commercial Curb Cut Approval- This approval will require a written request from the
developer or the developer's engineer for each curb cut. The request must include 8~ x 11
exhibits of the curb cut or cuts with all pertinent data included such as radii, width, opposing
existing curb cuts, etc.
21. Temporary Construction Entrance approval if the location is at a site other than the location
of the proposed permanent entrance to the development.
22. The installation of any pennanent, privately. owned andlormaintained.improvement (signs,
decorative street signs, walls, streetlights, etc.) or outdoor seating or other areas within
dedicated right of way or dedicated easements requires the execution ofa Consent to
Encroach Agreement between the Owner and the City of Carmel. Such agreements are
executed by the Board of Public Works and Safety. The City Engineer may approve
irrigation system agreements.
23. Secondary Plat ~pproval if applicable. All perfonnance guarantees must be posted prior to
submission of secondary plats for Board of Public Works and Safety approval.
24. Dedication of Right of Way if not platted. Appropriate dedication documents are available
upon request.
25. Open pavement cuts of Old Meridian Street or Pennsylvania Street, while requiring Board
approval, wilt not be supported by this Department.
BONDING REOUIREMENTS
26. Upon initial review, it appears performance guarantees shall be provided for the following:
a. Old Meridian Street & Pennsylvania Street Right of Way Improvements. . This could
include acceleration/deceleration lanes, passing blister, pavement widening, milling,
resurfacing, thermoplastic striping, stone shoulders, curbs, etc.
b. Water Mains
c. Sanitary Sewers
d. Exterior SidewalkslPaths (10' pennsylvania Street asphalt path and 8' concrete path at
the roundabout).
e. Erosion and Sediment Control and Storm Water Quality. Please contact Amanda Foley,
Engineering Department Stormwater Administrator, for details regarding engineer's
estimates/performance guarantee requirements for these items.
27. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for
100% of the cost oflabor and materials to construct the individual improvements, to be
provided by the design engineer. Please provide detailed Engineer's Estimates for each
improvement including quantities, unit costs, pipe sizes and materials, etc.
28. Upon completion and release of individual Perfonnance Guarantees, a three-year
Maintenance Guarantee will be required (see Street Sign comments above). The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets
and Curbs and 10% of the Performance amount foraIl other improvements.
29. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of
Credit.

30. Please reference the enclosures for more detailed explanation of our procedures.
RIGHT OF WAY PERMIT AND BONDING
31. Any work in the dedicated right of way of Old Meridian or Pennsylvania Street will require
an approved Right of Way Permit and a License & Permit Bond.
32. The bond amount is determined by the number of instances of work in the right of way at
$2,000.00 per instance. However, iftbe work is included in the scope of work ofa required
and posted Performance Guarantee, the Performance Guarantee may be used to satisfY the
bond requirements of the Right of Way Permit.
33. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting
and bonding.
AVAILABILITY AND CONNECTION FEES
34. The Availability and Connections Fees are current as of this date but are subject to future
revisions.
35. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to approval and start ofcomtructionactivities. Availability Fees
are based upon total platted acre.age or legal description acreage for the development at the
current rate oUl,OlO.OO per acre for Water Availability and $1,365.00 per acre for Sanitary
Sewers. Based upon the legal description on.the site plan., the preliminary Availability Fees
are: Water- 6.25A@ $1.01O.00/A = $ 6,312.50
Sanitary Sewer - 6.25A @ S1.365.00/A = $8.531.25
Total 6.25A @ $2,375.00/A = $14,843.75
Additionally. as of July 2.2007, a Development Application Review Fee of$300.00 will be
assessed. This is based upon developments with more than one customeuequiring a water
connection. This fee is to be paid with the Availability Fees.
36. Connection Fees are paid with individual buildings after the infrastructure has been
completed, satisfactory test results obtained and the development has been released for
building pennits. Connection Fees are based upon the proposed final use of tile building.
Reference our Utility Equivalent User Contribution Multipliertables. A listing of proposed
building uses will eventually be required to detennine the Water Availability request to the
Board of Public Works and Safety. This request is based upon edus and should not be
confused with Water Availability Fees. which are acreage based.
a. The current Water Connection Fee is $1.396.00* per EDU.
b. The current Sewer Connection Fee is $ 795.00 per EDU.
.Including a Tap Inspection Fee of $86.00IEDU effective July 2, 2007.
37. If an irrigation system is planned for this development, additional Water Availability Fees
and Water Connection Fees (and Sanitary Sewer Availability and Connection Fees if
applicable) will be assessed based upon the size and usage of the system and upon the
recommendations of the Director of Carmel Utilities.
DEVELOPMENT PLAN REVIEW COMMENTS
38. General Comments
a. This project is subject to the City's Storm Water Manangement and Storm Water Quality
Ordinances.
b. The City has adopted a new curbing and paving policy. Please revise any notes.
specifications, and details to accommodate these policies. The language of these policies
must be added to a specification sheet on the fmal construction plans.
c. Please contact Amanda Foley to review storm water quality/treatment requirements.

d. Be advised that the Department of Engineering does not have approval authority of
Landscaping and Lighting. Please do not include these items in future construction plans
submitted for review and/or approval.
39. Thank you for indicating rull width milling and resurfacing of the Pennsylvania Street
frontage. The Department requests full width milling and resurfacing to Carmel Drive and to
the Old Meridian Street limits. The value of the milling and resurfacing may be credited
against the thoroughfare plan commitments. The Department waives this typical request for
the Old Meridian Street frontage.
40. Please indicate the construction entrance at the southernmost curb cut from Pennsylvania
Street.
41. Please confirm with the Department of Community Services that the walk being
constructed/or as built by the City project does not need to be replaced with multi-use path.
42. A 45-foot half right-of-way as measured from the section line is required to comply with the
Thoroughfare Plan.
43. Are any landscaping easements proposed? These cannot overlap with any other easements.
44. The Pennsylvania Street path shall be indicated one foot off the back edge of the 45' halfright-of-
way.
45. Please confirm that detention bas been provided for the full Width, fully developed right-of-way
across the frontage of Pennsylvania Street and Old Meridian St:nietiiiHlccordance with Storm '
Water Technical Standards.
46. Please confirm that the storm water runoff is treated by a minimum of2 BMP's per the Storm
Water Technical Standards.
47. Please indicate the construction ofa left turn lane and deceleration taper within the median on Old
Meridian Street The developer shall be responsible 'for this construction.
48. Are any off-site easements required?
49. Has bicycle parking been provided?
50. The Department assumes more detailed construction 'drawings will be submitted. Please confirm.
51. What is throat width of northernmost Pennsylvania Street access?
52. The Department requests auxiliary lanes on Pennsylvania Street. The Department requests a full
12-foot width continuous right turn lane across the entire.frontage, curbing, and subsurface
drainage. Such work may be credited against the thoroughfare plan commitments. The
Deparbnent desires a continuous crown extended from existing pavement crown and would expect
that curb inlets will be necessary. The Department can review this with your office.
FOR FUTURE CONSTRUCTION DRAWINGS
l. Water main instalIations shall be by boring method.
2. Please add a depressed curb detail.
3. A maintenance of traffic plan shall be provided for all work in the right-of-way.
4. Please include City standard ADA ramp details for ramps in the right-of-way.
5. Please add the following note to the drawings: All paving within the existing and proposed City
right-of-way shall conform to the requirements of the Department of Engineering. Contractor
shall contact the Department of Engineering to schedule a pre~construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work
within the existing and proposed City right-of-way.
6. Anyon-site swales must have a subsurface drain.
7. Depressed curbs are required at each entrance. Please indicate removal of existing curb to nearest
joint past required limits for new apron. Curb shall be sawcut at this joint. Is some portion of
curbing for Old Meridian entrance already depressed?
8. Portions of existing entrances/drives within right-of-way shall be abandoned/removed per City
Code Section 6-227 (h). Please add a note to this affect to the drawings.

9. Is the sanitary sewer in the right-of-way of Pennsylvania Street a public or private sewer?
10. Please ensure there are no frames, castings, etc. from storm, sanitary, or water main structures,
manholes, or valvehoxes in path, walk, aprons, or pavement in the right-of-way.
11. Please add an Asphalt Path Detail that requires 1 inch HMA #11 surface on 2 inches HMA #8
binder on 5 inches #53 stone.
12. Please confirm that left turns are aligned with the existing left turning movements of the existing
entrances.
13. The portions of the proposed entrances within the right-of-way shall be 6-in minimum concrete or
that section required to support the largest vehicle expected to access the site, whichever is greater.
14. Please add the fOllowing note to the construction drawings: "All paving is to be completed within
the same paving season."
15. City backfill and cover standards shall apply for all storm, water, and sanitary main and lateral
installations in the right-of-way.
16. Any stonn pipe in the right-of-way shall be reinforced concrete pipe and City standard trench
detail shall be added to the plans. ~, .J . ,

Pennsylvania Street entrance and for any new ADA ramps on Old Meridian if the ramps installed

pavement.
21. Please add a note to all appropriate sheets that no earth disturbing activity may commence without
an approved storm water management permit.
22. A re-striping plan for Pennsylvania Street shall be provided. The Department has developed a
draft plan. The plan shall include a left turn lane and taper in the existing striped median for the
southernmost entrance. This work may be credited against the thoroughfare plan commitments.
23. Please confmn that the outfall pipe (on which structure 201 will be set) was recently installed with
road project.
24. Please confirm that any downstream/outfall capacity issues have been addressed with the County.
25. The Department is not requesting the developer to replace or modify any existing piping or
roadway culverts along the Pennsylvania Street or Old Meridian Street frontages unless the outfall
pipe was not recently installed by road project.
26. Please indicate all infrastructure installed by recent road project to evaluate any potential conflicts.

Dear Mr. Snelling:
We have reviewed the constrnction plans submitted to the Hamilton County Surveyor's
Office on June 28, 2007 for this project and have the following comments:
1. This proposed project falls within the incorporated area and MS4 jurisdiction of
the City of Cannel.
2. This proposed project DOES NOT fall within a Cannel Wellhead Protection
Zone.
3. This proposed project fall in the W.R. Fretig Regulated Drain Watershed. This
watershed h.as an allowable release rate of 0.24 cfs per acre.
4. Please submit an outlet permit for the direct discharge to the W.R. Fertig
Regulated Drain. The application is available on out website at
httrJJ/www.co, hamiltoll. in.us. go to Dcpartrrletits, Surveyor, and Forms.
5. The HCSO does have a petition of file for the relocation ofthe W.R. Fertig Drain
that is associa.tr;d with the Old Meridian Road project. The new location of the
drain i~ the stornl sewer system that nms down the west side of Old Meridian
from Carmel Drive to the crossing culvert. The relocation in combination vvith
the proposed landscape plan creates concern for. HCSO, because trees are being

proposed right along a very shallow pipe. At this time, I will state the easement
will likely be 15' each direction from the center line of the pipe and. HeSO would
prefer not to see trees in that area.
6. HCSO is still reviewing the drainage calculations and their compliance with all
applicable ordinances. Compliance with all applicable section of'the Hamilton
County Stormwater Technical Standards Manual and the W.K Fertig Drainage
Restriction need to be verified to detennine if any variances from the standards
will be required. I will notify you in the near future.
7. With the outlet permit. please ~ubmjt a final set of construction plans and drainage
calculations.
8. Please note that further comments may be necessary at a later date.
