Docket No. 07070038 PP: Patel Estates The applicant seeks primary plat approval for 2 lots on 5.04 acres. The site is located at 13300 Six Points Rd. and is zoned S-I/Residence. Filed by Mukkaish Patai1. The applicant seeks prirnary plat approval to divide one 5 acre parcel into two lots, each being 2.5 acres in size The two lots will share a common driveway. Each lot will utilize well & septic. Proposed building renderings have been submitted. This minor subdivision is exempt from the Open Space Ordinance requ irements. DOCS comments/concerns: 1. The Forestry Depaliment's City Forester, Scott Brewer, stated that a landscape plan is not needed, as long as the existing trees/shrubs are preserved as much as possible. 2. The Engineering Dept is still reviewing the plans, but is fine with the item being sent to Committee for further review or, if the item is approved this evening the Engineering Dept would like a condition that the petitioner will continue to work with the Engineering Dept of gaining approval of the final construction plans. 3 The petitioner should check with the City Engineering Dept to make sure that the location of the asphalt driveway over the easement is acceptable. 4. The petitioner should be prepared to possibly commit to complying with the City's Draft Architectural Guidelines, regarding architecture: (DRAFT) RESIDENTIAL ARCHITECTURAL DESIGN STANDARDS INTENT The intent of these standards is to provide for high-quality, architecturally varied residential development within the City of Carmel. Its provisions require that all dwellings and neighborhoods, whether single-family, two-family, or multifamily, be built to certain minimum standards. STRUCTURE AND DESIGN STANDARDS AND PROVISIONS Buildings shall maintain a consistent architectural style, in both form and trim, throughout. The trim shall be present on all sides oCthe building, as appropriate. Appropriateness shall be defined as utilizing features and forms that are considered typical to the chosen architectural style, and shall be determined by staff review. All building elements are subject to the most current edition o{the Indiana BuiLding Code. A. WINDOWS I. At.least two windows shall be present on each fa<;ade, and each occupied level, as architecturally appropriate. One window shall be permitted on half stories. . 2. All windows, on all sides of the house, shall have trim as architecturally appropriate. B. ENTRYW A YS I. Entryways shall be clearly visible and shall be the dominant feature of the front fa<.,:ade, or the side facade. 2. Porches shall be a minimum of six feet deep, and shall be provided where architecturally appropriate. C. CHIMNEYS I. Chimneys shall extend fully to the ground, and above the eaves, if external. ~ 01 2. Chi rnncys shall be made of masonry or stucco material or panels, or material with a similar, durable appearance. 3. "Shed-style" or bump-out chimneys shall not be permitted D. GARAGES I. Garages shall not be the dominant feature of the front facade 2. If off-set or side-loading (courtyard loading), the fa~ade facing the street shall have alleast one window. 3. The garage, if front-loading, shall comprise no more than 30% of the main front fa~ade. E. ROOFLlNES I. Roofs shall have minimum 12" overhangs, on all sides of the structure, if architecturally appropriate. F. MATERIALS I. If more than one material or color is used, the transition between materials and/or colors shall be logical, i.e. to highlight an architectural feature. If a material sllch as brick or stone is used on the front fa<,;ade but not the side facades, a logical transition with trim, such as quoins, shall be provided. Vinyl siding, if used, shall not be less than 0.048 thickness. Aluminum siding shall not be used. If comfortable, the Commission can vote to suspend the rules and vote on this item tonight. Or, the Plan Commission can forward this item to the October 2 Subdivisi.on Committee meeting for further review.
