3. Docket No. 07080004 ADLS Amend: Smart Car
The applicant seeks approval for exterior building remodel and site changes. The site is located
at 4000 E 96lh St. and is zoned B-3/Business. Filed by Mark Tworek of MCG, LLC
The applicant seeks committee approval for an exterior remodeling for a new Smart Car dealership.
Along with the proposed fa~ade changes, which the department is in support of, are signage proposals. Of
the signage proposed, the main building sign, the directional sign on Lake Shore Drive, and the Service
sign are all in compliance with the Sign Ordinance. The secondary building wall sign, directional sign on
96th 51. and the monument sign meet the size requirements of the Sign Ordinance; however, will require
variances for number of signs and 3 signs facing the right-of-way.
The main building sign, "C Smart" is 28 sq. ft., the directional sign is 13.6 sq. ft. and the Service sign is 2
sq. ft. and considered incidental. These signs are all supported by the Department.
Of the signs requiring variances, the Department is only 111 support of the monument sign. The secondary
building sign, Smart Center Indianapolis, is 14.54 sq. ft. in area. The Department would prefer the
petitioner to not have thiS sign. In addition, if the committee were to approve the sign (pending BZA
variance approval as well), the Department believes the sign should read Carmel, not Indianapolis.
In addition to signage, other site changes include new landscaping, parking lot pole lighting, a car display
area, and building fac;ade changes.
The Engineering Department prefers the committee approve this petition with a condition that the
petitioner continue to work on construction plan approval from the Engineering Dept. Also, the
Engineering Dept requests that the southwest curb cut be eliminated, in order to improve traffic tlow
onsite and improve the site's interaction with 96th Street.
However, if the entrance were to remain as proposed, the Department would prefer that the monument
sign and directory sign be combined. The prefened location would be at the entrance and not within the
street right-of-way. The maximum sign area would be 60 sq. ft. and a maximum height of 6 ft.
The City Forester, Scott Brewer, is satisfied with the landscape plan.
Note: This item only requires final approval by this committee.
The Department of Community Services recommends the Special Studies Committee
approve the request after all comments and concerns have been addressed.
