The comments from the City review have been satisfactorily addressed with the following exceptions; PROJECT COMMENTS-CONSTRUCTION PLANS 9. Please contact Amanda Foley of this office to review storm water quality requirements for this project. 10. As the drainage for this development was previously master-planned, the City's old standards shall apply to this project for the design of the storm sewer and detention facilities. Please contact Crossroad Engineers to obtain a drainage review checklist. The Department will expect the drainage design to conform to the requirements of this checklist. Please continue to work with Crossroad Engineers to satisfactorily address all the requirements of the drainage review. These comments represent the Department of Engineering's second review of the construction plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings. All bonds and performance guarantees (if required) must be posted prior to Engineering Depatttnent approval. Also, Board of Public Works and Safety approval and any other governing agency approvals (if required) must be obtained prior to Engineering Departrnent approval. This project falls within the corporate limits and M54 jurisdiction of the City of Carmel. 2. The proposed project DOES NOT fail in a Carmel Wellhead Protection Zone. 3. The proposed project falls in The Village of West Clay Regulated drain and The Village of West Clay watershed. 4. Storm water detention for the site is provided in the master plan for Village of West Clay. 5. It appears no new regulated drain is being installed with this project and the drainage is being provided as part of the Towne Road Improvement plans. We offer the following comments: GENERAL INFORMATION 1. The project site is currently located within current City of Carmel Corporate Limits. The following jurisdictions will apply. 2. Jurisdictions: • Street and Right of Way -City of Carmel. • Water Mains -Indianapolis Water Company service area. • Sanitary Sewers -Clay Township Regional Waste District service azea • Storm Sewer -City of Carmel (the onsite storm sewers aze assumed to be a private system). • Legal Drains -Hamilton County Surveyor's Office 3. Board of Public Works and Safety Approval Requirements: • Commercial Curb Cut. Board of Public Works and Safety approval will be requred for new curb cuts and modifications to curb cuts. • Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut. • Dedication of Right-of--Way (if applicable). • Any permanent improvement to be installed within dedicated right of way. • Consent to Encroach Agreements for any permanent improvement to be installed within dedicated easements and/or dedicated right of way. A schedule for Boazd of Public Works and Safety meeting dates and agenda deadlines has previously been submitted for your use and will not be resubmitted with this review. Please use the Engineering Department deadlines for submissions to the Board if applicable. Any submission to the Board requires priorJittal approval by [he Carmel Clay Plan Commission and/or the Board ojZoning Appeals and completion ojrevlew by the Technical Advisory Committee. All written requests to be place on the Board's agenda must Include the appropriate Docket Numbers and the dote (or dates) ojapprova! by the Plan Commission and/or BZA. 4. TAC Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. All Carmel Utility issues must also be resolved. The design engineer must certify all drawings submitted for final approval. This office will requee a minimum of three sets (maximum of five sets) of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one-set which is to be maintained on the construction site at all times. Our Construction Manager will receive one set and one set will be maintained in the Department of Engineering. If more than the minimum three sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the three required sets. 5. The following were provided previously and will not be resubmitted with this review unless requested: • Commercial Project Approval Procedures. • Permit Data, Contacts, etc. • Commercial Permitting Procedures. BONDING REQUIREMENTS 7. Individual Performance Guarantees will be required for the following subdivision improvements: • Streets (Base, Binder and Surface). The asphalt surface may not be bonded separately from the stone base and asphalt binder. • Curb & Gutters • Water Mains (Offsite Water Mains may be bonded sepazately, if applicable). • Street Name Signs • Sidewalks/Asphalt Paths within dedicated right of way. Interior (builder's lot) concrete sidewalks and Exterior concrete sidewalks/asphalt paths (Sidewalks/asphalt paths within dedicated right of way and adjacent to common azeas or perimeter roads) may be bonded separately. Storm sewer/storm drainage bonding (including sub surface drains) will be under the jurisdiction of the Hamilton County Surveyor's Office. They also require bonding for Monuments & Markers and for Erosion Control. Sanitary sewers aze under the jurisdiction of the Clay Township Regional Waste District. Please contact Amanda Foley, Engineering Department Storm Water Administrator, for erosion control requirements. The amount of the Performance Guazantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement estimate to the Owner/Develooer. Upon completion and release of individual Performance Guarantees, athree-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's Checks, Certified Checks or Official Checks. Please reference the enclosures for more detailed explanation of our procedures. PROJECT COMMENTS-CONSTRUCTION PLANS 8. Thank you for completing and returning the Plan Certification form. 9. This development will be subject to the Stormwater Management Ordinance adopted Febmary 6, 2006 by the City of Carmel. 10. Please contact Crossroad Engineers to obtain a drainage review checklist. The Department will expect the drainage design to conform to the requirements of this checklist. 11. On Sheet C10Q, the name of the street (Hazelston, Harleston) is spelled two different ways. Please provide the con•ect spelling in all locations. 12. Why is across-section of Pettigu Drive shown on Sheet C801? 13. Please add the note: "THERE SHALL BE NO WATER VALVES OR MANHOLES WITHIN THE PAVEMENT, CURBS, OR SIDEWALKS." 14. Please indicate and label sidewalks and ADA ramps. l5. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to accommodate this policy.
