Please provide drainage calculations to the Carmel Department of Engineering. 3. The commcnts from the Department of Engineering review have been satisfactorily addressed with the following exceptions: 4. Comment on previous review: "The improvements indicated on Sheet C200 for what appears to be walkway improvements on the north side of the future Building No.:5 and for all ofthe utility work noted on Sheet CSOO represents work in the right-of-way that typically requires a right-of- way pennit, $2,000 bonds for each instance of work in the right-of-way or a Performance Guarantee for the full amount oftbe work in the right-of-way as well as Board of Public Works and Safety Approval for any open pavement cuts. The Department understands that this project includes City participation, however, the Department requests that the Developer obtains the fomlal approvals or provide confimlation of any wai vcrs of these approvals. At a minimum, the Department would expect the repair of any open pavement cuts in the right-of-way to be in accordance \vith the attached detail." We understand that the work on the \vest side of the building is not \vithin the right-of-way. Our comment pertained to the work on the north side. 7. Conllnent on previous review: 'The submitted plans must bear the stamp of a Professional Engineer or a Registered Land Surveyor." It is a requirement that the plans bear the stamp of a Professional Engineer or Registered Land Surveyor. These comments represent the Department of Engineering's third review of the construction plans for this project. \Ve request that all responses to our comments be provided in writing. B 1 0- More detail is needed. Sec C- More detail is needed concerning the post construction water quality practices or BMPs. Two areas are critical for this first phase of construction- dewatering and tracking. Both need to be covered in greater detail. A detail is needed of the lru<.:k wash area. What <.:riteria will be used to evaluate tracking. What additional practices will be employed to keep the roads free from tracking. The contractor needs to be prepared to stone (or provide some all weather surface) the haul road from where the truck is filled to hard pavement if necessary to minimize tracking. We offer the following comments: GENERAL INFORMATION 1. The project site is within current City of Carmel Corporate Limits. The following jurisdictions will apply to this project. 2. Jurisdictions: G Street and Right of Way- City ofCarmellCity Center Drive, City Center Drive and Rangeline Road G Water, Sanitary Sewer - Cannel Utilities G Storm Sewer - City of Carmel 3. Board of Public Works and Safety Approval Requirements: G Commercial Curb Cut - If applicable, please provide an exhibit that shows the location of the curb cut(s); appropriate dimensions including drive width, overall width at the street, radii, etc.; and location of existing opposing curb cuts if applicable. This exhibit should be 8 Y2 x II or of a size that can be reduced to 8 Y:, x 11such as 8 Y2 x 14 or II x 17. G Temporary Construction Entrance- Same requirements as the Commercial Curb Cut if applicable. G Right of Way Dedication G Water and Sanitary Sewer Availability . Consent to Encroach Agreements for any permanent improvement to be installed within dedicated right of way and/or dedicated easements. This includes any proposed irrigation systems. Water and Sanitary Sewer Availability (acreage) and Connection Fees Please contact Carmel Utilities regarding this issue and determination of the applicable fees. The Department is unable to calculate the fees without more infom1ation. 5. TAC Review/Drawings submitted for approval: We request tbat all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. The design engineer must certify all drawings submitted for final approval. T~is office will require a minimum of five-sets of approved drawings after all issues have been resolved. The drawings will be stamped as approved and signed by the City Engineer and by the Director of Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the construction:site at all times. If more than the minimum five-sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the five required sets. 6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way and/or dedicated easements will require a. Consent to Encroach Agreement between the Owner/Developer and the City of Cannel. This Agreement requires Board of Public Works and Safety approval. 7. Carmel Utilities does not subscribe to "Holey Moley" and should bc contacted directly for all water main and sanitary sewer main locations. 8. Cannel Utilities will provide separate review and comments for all water and sanitary sewer issues. 9. I am including copies of the following with this correspondence: . Upon initial review, it appears the following bonding requirements may apply to this project Right of Way Permit and Bonding Requirements Any work in dedicated right of way City Center Drive and/or Rangeline Road will require a Right of Way Permit and a License and Permit Bond. The bond amount will be determined by the number of instances of work in the right of way (curb cut, storm sewer work, etc.) @ $2,000.00 per instance. Open pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. PROJECT COMMENTS 11. The Department requires more detailed constroction drawings and information to review the project for conformance with the City aJ.1d Department standards. The Department would expect to provide comments related to this project. 12. Drainage calculations must be provided to this office and plans and drainage calculations must be_ submitted to Crossroads Engineers. A storm water detention facility must be provided. 13. The Department recommends that anyon-site/private construction be constructed to the applicable City standards. This is not a requirement for drawing approval. These standards include, but are not limited to: o Sub-surface drain under the curbing on each side of the roadway meets the Department's standard detail. o Thc plan should accommodate a future 50-foot right-of-way to include the street and any sidewalks and the pavement width should be a minimum of 30 feet back curb to back curb, o Locate any sanitary or stann manholes (except inlets) and valve boxes outside of street pavement, sidewalks or curbing a)ld add a note to this effect. o Installation of water mains, water service laterals, sanitary mains and sanitary service laterals conform to the Department's backfill and cover standards. o The pavement section is constmcted to COlIform to the local street pavement section per the Department's standard. o The sidewalk and curbing are installed to the Department's standard details. o Installation of storm sewers under private streets conform Department's pipe material, backfill and cover standards. o The pavement be installed with a nomml CIO\vn with inlets on each side. 14. As it relates to the submitted Site Plan: .. Please provide a legend for the shading and the colors and what they represent. o What does the double line curving west of the buildings along Rangeline Road represent? o Please label the Manon Trail and indicate and label the existing easementJright-of-way. Mr. Robert R Olson April 19,2005 Page 3 of3 e All proposed improvements within the existing and future right-of-way must comply with the City and Department standards and details (curbs, sidewalks, pavement section, sub-surface drains, etc.) .. Please indicate the existing right-of-way on City Center Drive and Rangeline Road. If the existing right-of-\vay is less than that prescribed in the City's 20-year Thoroughfare Plan, additional right- of-way must be dedicated. 15. As it relates to the proposed access points to the City's Streets: .. W ill the proposed access off of 3rd A venue S\V for the Performing Arts Center be right-in/right- out? Is there a full access median cut presently? .. The access off of City Center Drive is extremely wide. Is it possible to lessen the opening 'and restrict the access to the existing median opening and extend the frontage road and associated planting strip farther to the west? The internal access would still not be ideal in relation to the offset from City Center Drive but would improve the proposed access from a safety standpoint. . Is the fIrst proposed access on southbound Rangeline Road absolutely necessary? This access represents a public safety issue as traffic attempting to merge onto Rangeline Road has little or no sight distance for traffic entering the property. . Will the proposed main access into the development off of Rangeline be onyl from the southbound direction? Can traffic traveling northbound on Rangeline gain access to the development? Is this desired? As with the [lISt access point mentioned above, this access point represents a public safety issue for traffic exiting the site from the frontage road and traffic entering the site from southbound Rangeline Road. \Ve reserve the right to provide additional review and comments upon receipt of detailed construction drawings and drainage calculations. The above cormnents are based upon the Engineering Department's initial review. Please provide our office with a follow up letter regarding this review and revised plans, indicating all revisions. A second review will focus only on detailed construction plans. It is critical that our office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review. This proposed project falls within the jurisdiction of the City of Cannel. 2. The proposed project DOES NOT fall in a Carmel Well Head Protection Zone. 3. The proposed project falls within the W.R. Fertig (J. W. Hawkins) Regulated Drain Watersbed. 4. The W.R. Fertig Regulated Drain has an allowable release rate of 0.24 (lfs per acre. 5, This proposed site also contains the J.W. Hawkins regulated drain and associated easement. 6. The HCSO is currently working with CSO and Woolpert to get the required amount of storm water detention and to appropriately deal with the J.W. Board of Public Works and Safety Approval Requirements: 411 Commercial Curb Cut- Please provide exhibits that show the location of the curb cut(s); appropriate dimensions including drive width, ovemll width at the street, radii, etc.; and location of existing opposing curb cuts if applicable. This exhibit should be 8 !t2 x II or of a size that can be reduced to 8 !t2 x 1 I such as 8 !t2 x 14 or II x 17. . Temporary Construction Entrance- Same requirements as the Commercial Curb Cut if applicable. 411 Right of Way Dedication if applicable. 411 Water and Sanitary Sewer Availability. Reference Item #11 below. . Consent to Encroach Agreements for any permanent improvement to be installed within dedicated right of way and/or dedicated easements. This includes any proposed irrigation systems. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior final approval by the Cannel Clay Plan Commission and/or the Board of Zoning Appeals and completion of review by the Technical Advisory Committee. All written requests to be place on the Board's agenda must include the appropriate Docket Numbers and the date (OT dates) of approval by the Plan Commission and/or BZA. 4. TAC ReviewlDrawings submitted for approval: We request that all comments and comment letters genemted by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. The design engineer must certify all drawings submitted for fmal approval. This office will require a minimum offive-sets of approved drawings after all issues have been resolved. The Developer/Owner will receive one-set which is to be maintained on the construction site at all times. If more than the minimum five-sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the five required sets. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way and/or dedicated easements will require a Consent to Encroach Agreement between the Owner/Developer and the City of Cannel. This Agreement requires Board of Public Works and Safety approval. 6. Carmel Utilities subscribes to "Holey Moley". Contact Carmel Utilities directly for all water main and sanitary sewer main locations and location requests. 7. Carmel Utilities will provide separate review and comments for all water and sanitary sewer issues. 8. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculation submitted to this office for review. We will share Crossroad's comments. as they are received. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees/Engineers Estimates To be determined. Right of Way Permit and Bonding Requirements Any work in dedicated right of way of City Center Drive and/or Rangeline Road will require a Right of Way Permit and a License and Permit Bond. The bond amount will be detennined by the number of instances of work in the right of way (curb cut, storm sewer work, etc.) @ $2,000.00 per instance. Open pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. Please contact Amanda Foley, Engineering Department Storm Water Administrator, for erosion control requirements. AVAILABILITY AND CONNECTION FEES 11. Water and Sanitary Sewer Availability (acreage) and Connection Fees Current Availability and Connection Fees are: Water - Availability $l,OlO.OOIAcre Connection $1,31O.00IEDU Sanitary Sewer - Availability $1,365.00/Acre Connection $ 795.00/EDU If irrigation systems and/or commercial swimming pools are planned for this development, additional Water and Sanitary Sewer Connection Fees may be assessed. Fees are subject to possible future revisions. Please contact Carmel Utilities regarding these issues. PROJECT COMMENTS A seven-page Plan Certification Form has been enclosed. This form was created with the desire and intent to streamline the plan review process. We request that you please complete this form and return it to the Department of Engineering as soon as possible. Additional comments will be provided by the Department of Engineering after the Certification Form is returned. Please treat each item on the form as a requirement of the Department of Engineering. Providing a "no" or "N/A" response to any of the items does not relieve the Developer of the responsibility of meeting the requirements of the Department of Engineering. The Department of Engineering wiII make the fmal detennination as to the acceptability of any "no" or uN/A" responses. 12. Please contact Crossroad Engineers to obtain drainage review checklist for consideration in developing secondary plat and that design effort. The Department would expect the secondary plat and construction drawings submitted to confonn to the requirements of the checklist. 13. If off-site easements will be necessary to install the utilities, these easements must be secured prior to the Department of Engineering approving the drawings. ]4. Please provide ADA ramps where the entrance crosses the asphalt path and at all interior street intersections. ] 5. The Department requires that the construction drawings be developed in accordance with the City of Cannel digital submission standards and that all required submittals for primary plat, secondary plat, and construction drawings be made. The digital files must be submitted to the Department of Engineering prior to approval of the construction plans. 16. The City has adopted a new paving policy. Please revise any notes, specifications, and details to accommodate this policy. The language of these policies must be added to a specification sheet on the plans. 17. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to accommodate this policy. The language of these policies must be added to a specification sheet on the plans. 18. This project is subject to the Cannel Stonnwater Management Ordinance, which was adopted February 6, 2006. 19. These comments represent the Department of Engineering's initial review of the conceptual plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. It is critical that this office be made aware of all modification made on the plans being resubmitted, particularly ifany such changes are considered "new" or faU outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. All bonds and performance guarantees must be posted prior to Engineering Department approval of construction plans. Board of Public Works and Safety approvals and any other governing agency approvals (if required) must be obtained prior to Engineering Department approval. All perfonnance. guarantees must be posted prior to submission of secondary plats (if applicable) for Board of Public Works and Safety approval. The Deparnnent reserves the right to provide additional review and comments upon receipt of detailed construction drawings and drainage calculations and to provide additional comments based upon subsequent reviews and on the grading and drainage system upon receipt of drainage calculations and more detailed construction drawings that provide grading elevations, pipe sizing and invert elevations.
