The comments from the City review have been satisfactorily addressed. Please submit all copies necessary
for approval and we will approve the drawings, All bonds and performance guarantees (if required) must
be posted prior to Engineering Department approval. Also, Board of Public Works and Safety approval
and any other governing agency approvals (if required) must be obtained prior to Engineering Department
approval.

RE: Carmel City Center, Phase II American Way South-Project Review #1
Dear Mr. Deichrnann:
We have reviewed the drawings submitted for the August 17, 2005 Technical Advisory Committee
meeting. We offer the following comments:
GENERALINFOR~IATION
1. The project site is within current City of Carmel Corporate Limits. The following jurisdictions will
apply to this project.
2. Jurisdictions:
. Water, Sanitary Sewer - Carmel Utilities
. Storm Sewer - City of Carmel
3. Board of Public Works and Safety Approval Requirements:
. Commercial Curb Cut - If applicable, please provide an exhibit that shows the location of the curb
cut(s); appropriate dimensions including drive width, overall width at the street, radii, etc.; and
location of existing opposing curb cuts if applicable. This exhibit should be 8 Y2 x 11 or of a size
that can be reduced to 8 Yz x Ilsuch as 8 y, x 14 or 11 x 17.
o Temporary Construction Entrance- Same requirements as the Commercial Curb Cut if applicable.
. Right of Way Dedication
. Water and Sanitary Sewer Availability
o Consent to Encroach Agreements for any permanent improvement to be installed .within dedicated
right of way and/or dedicated easements. This includes any proposed irrigation systems. .
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please lls.e the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission
andlor the Board of Zoning Appeals and completion afreview by the Technical Advisory
Committee. All written requests to be place on the Board's agenda mllst include the appropriate
Docket Numbers alld the date (or dates) of approval by the Plan Commission andlor BZA.
4. Water and Sanitary Sewer Availability (acreage) and Connection Fees
Current Availability and Connection Fees are:
Water ~ Availability $1,010.00/ Acre
Connection Sl,310.00fEDU
Sanitary Sewer - Availability $1,365.00/Acre
Connection' $ 795.00fEDU
Please contact Carmel Utilities regarding this issue.
5. TAC ReviewlDnlwings submitted for approval:
We request that all conm1ents and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. The design engineer must certify all drawings

submitted for final approval. This office will require a minimum of five-sets of approved draVi1ngs
after all issues have been resolved, The draViings will be stamped as approved and signed by the City
Engineer and by the Director ofCarrnel Utilities. The Developer/O-wner will receive one set w'hich is
to be maintained on the construction site at all times. Our Public Works Inspector will receive one set,
Carmel Utilities will receive two sets and one set will be maintained in the Department of Engineering.
Ifmore than the minimum five-sets are requested to be approved, the additional sets (maximum total
of hVo additional) must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of
way and/or dedicated easements will require a Consent to Encroach Agreement between the
Ov..nerlDeveloper and the City of Carmel. Tllis Agreement requires Board of Public \V orks and Safety
approvaL
7. Carmel Utilities does not subscribe to "Holey Maley" and should be contacted directly for all water
main and sanitary sewer main locations.
8. Carmel Utilities will provide separate review and comments for all water and sanitary sewer issues.
9. I am including copies of the follo'Wing with this correspondence:

PROJECT COMMENTS
10. It is apparent that no work is being done on or in any City right-of~way.
11. The Department recommends Carmel's standard pavement section of 1.5 inches HMA #11 surface on
2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone.
12. The streets will be private and will be the maintenance responsibility of the property owner or owner
association.
13. Please remove the statement "THESE DOC1Th1ENTS ARE SUBJECT TO PERIODIC REVISIONS
BY ROGER WARD ENGINEERING. THE HOLDER IS RESPONSIBLE FOR VERIFYING THAT
THESE DOCUMENTS ARE THE MOST CURRENT PRIOR TO USE" from the cover sheet.
These comments represent the Department of Engineering's initial review of this project. We request that
all responses to ou~ coriunents be provided in writing. Failure to provide written responses may result in
the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
. changes, includmg changes. resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (ihequired) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based on subsequent reviews and on the
grading and drainage system upon receipt of drainage calculations and more detailed construction drawings
that provide grading elevations, pipe sizing and invert elevations. These comments may affect the drainage
system layout and/or the development plan.

Dear Mr. Deicbmann
We have reviewed the construction plans submitted to the Hamilton County Survcyo:r;s
Office on August 8, 2005, for this project and have the following comments:
1. This proposed project falls within the incorporated area of the City of Cannel.
2. The proposed project DOES NOT faU in a Carmel Well Head Protection Zone.
3. The proposed project falls within the W.R. Fertig - J.W. Hawkins Arm Regulated
Drain Watershoo. This watershed has an allowable release rate of 0.24 cfs per
acre.
4. Please submit an indirect outlet permit to this office for the new impenious area
tbat discharges into the underground detentjon system. The application is
available on our web site at http://www.r;o.hamilton.in.us. go to Departments,
Surveyor. and Fonns.
5. Please provide this office with complete construction plans and drainage
calculations.
6. In the drainage calculations. please make sure to provide proof that the
underground detention system for this area was sized to accommodate the
discharge from this site.

Here are the site plans for the second phase of Carmel City Center. The proposed
improvements consist of the addition of 7 condominium buildings housing 31 units in
total. The total disturbed area is approximately +/- 1.43 acres. This parcel of land in
zoned City Center (C 1). The site is located just southwest of the intersection of
American Way North and 3rd Ave. SW. Please review and comment as needed This
has been submitted for the August 1 th TAC meeting with the Department of Community
Services.
