RE: City of Carmel Water Operations Facility - Project Review #2
The City has received your comment letter and drawings dated January 6, 2006 based upon the City review of
November 3,2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS-CONSTRUCTION PLANS
10. Please remove landscape plao sheets, L 1 Ol-L 103, from the sets of plans submitted for Department of
Engineering approval. The Department of Engineering does not approve the landscape plan.
II. As we discussed, please continue the process of vacating the right-of-way described for the entire property
and rededicating solely the existing right-of-way for the roadway.
12. Thank you for adding the twenty-foot D.U.E. along the right-of-way of the road frontages and for not
overlapping this easement with a landscape easement.
13. Provide a statement and supporting documentation that the drainage was master planned. Please indicate that.
the area to be improved was included in the watershedlbasin delineation of the original project and that the
final "C" value agrees with what was anticipated when master planned.
14. Please verify stub and existing downstream pipe sizing to collect and convey the runoff from this area.
These comments represent the Department of Engineering's second review of the construction plans for this project.
We reque~t that all responses to our comments be provided in ~riting. Failure to provide written re?ponses may result
in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted, particularly if any
such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all
revisions. Please notify us of any changes and specifically state any'changes, including changes resulting fronl Plan.

We have preliminarily reviewed the plans submitted for this project and offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits,

3, Board of Public Works and Safety Requirements:
· Water Availability
]f an irrigation system is planned for this development, additional Board of Public Works and Safety
approval will be required.
· Temporary Construction Entrance (if applicable and iflocated at a location other than planned
permanent entrances) ,
· Please be advised tltat any opell cuts of dedicated streets will require separate Board of Public Works

applicable).
4. T.A.C. RcviewlDrawings subrnitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and be
accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all Engineering Department and Utility Department issues and all Hamilton County
Surveyor issues have been resolved~ The design engineer must certify all drawings submitted for final
approval. Because of the dual jurisd iction between the City of Carmel ~nd the Hamilton County Surveyor,
this office will require a minimum of eight-sels of drawings for approval after all issues have been resolved.
The drawings will be stamped as approved and will be signed by the City Engineer and the Director of
Carmel Utilities, The eight sets will then be sent to the Hamilton County Surveyor for approval and

Signatures Three approved sets are to be returned to the City of Carmel. The Hamilton County Surveyor
\ViII retain roo sets. The Developer, Engineer and Contractor will each receive one set.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or
dedicated easements will require a Consent to Encroach Agreement with the City ofCarrnel 's Board_oj

6. Carmel Utilities should be provided drawings for review of water issues. They will provide a separate review
regarding.these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main
locations.
BONDING REQUiREMENTS
8. The following bonding requirements may apply to this project:
Performance Guarantees
It does not appear Performance and Maintenance Guarantees will be required.
9. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted
to this office. If you have not already done so, please provide a set of plans and drainage calculations to Greg
Ilko at Crossroad Engineers, PC for the drainage review.

elevations, pipe sizing and invert elevations. These comments may affect the drainage system and lot and street layout
presented on the primary plat. .

Clarian North Expansion - The existing sanitary sewer main extension must be dedicated to the District before
sanitary sewer permits may be issued in this area. Sanitary sewer construction plans need to be submitted for
review to the District. The District has not received sewer service plans. A District project application needs to be
completed.
Grandin Hall Section 2 - Outside service area.
College Park Baptist Church Parking Lot Expansion - Plans were received and reviewed. No action needed.
Stratiord Assisted Living at the Village of West Clay - Plans and District application have been received and
reviewed. Comment letter to follow shortly. An IDEM construction permit for sanitary sewer will be needed. All
IDEM submi1tal information should be provided following the District's review and approval of final plans.
Kendal Wood - The plans and application have been received last week. An IDEM construction permit for
sanitary sewer will be needed. All IDEM submittal information should be provided fallowing the District's review
and approval of final plans.
Sanders Plat -- Not received by District. Please submit for review.
Mayflower Storage Condos - Plans have been received and reviewed. Additional information will be requested.

Dear Mr. Zboyovsky:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on November 1, 2005 for this project and have the following comments:
1. The proposed project falls in the incorporated area of the City of Carmel.
2. The proposed project DOES NOT fall in a Carmel Wellhead P,rotection Zone.
3. The proposed project falls in the r.w. Brendel Regulated Drain Watershed.
4. While the majority of the existing storm sewers on this site are regulated drains,
the new proposed stonn sewers wUJ not become regulated drain and will be the
maintenance responsibility of the City of Carmel.
5. All storm sewer issues will be reviewed by Carmel -Engineering and Crossroad
Engineering. The HCSO does have some concerns that is appears the total system
flow is higher then the pipe capacity in the drainage calculations.
6. Please provide HeSO will copies of any revisions to the drainage caleulations or
construction plans.
7. Please submit an outlet pennit to the J.W. Brendel Regulated Drain. This request
will need to be for 2'outlets at Point 1007 and 1009. The application is available
on our websiteat htt:D:IIW\VW.c().hami1tonjn.us~go to Departments. Surveyor. and
Forms. The fees for this outlet pennit are waived beeause this i$ a project being
constructed by another governmental agency.
