Project Narrative
The petitioner proposes to develop 215 lots on 154 acres of land located at the
southwest corner of 141 st Street and Towne Road in Clay Township. The proj ect
has been designed in compliance with the Residential Open Space Ordinance and
the Carmel/Clay Subdivision Regulations.

The open space in the subdivision consists mostly of designed open spaces and
makes up 41.6% or 64.38 acres of the subdivision. A clubhouse and pool are
proposed for one of the open spaces located just west of the Towne Road entrance.

An extensive landscape plan is proposed for the site that includes extensive
perimeter buffering and plantings wi th the open spaces.
A subdivision waiver is requested to allow a smaller radius for a road surrounding
Common Area #16 near the southeast conler of the subdivision. This waiver is
necessary to allow for the design of unique open space.

Clay West Traffic Operations Analysis
Re: Lakeside Park
A&F Engineering prepared a comprehensive Traffic Operations Analysis for eight
parcels ofland that are bounded by Towne Road, Shelbourne Road, 116lh Street and 146th
Street in Carmel, Indiana. This study was finalized in March 2002 and determined the
combined traffic impact that would result from these sites being fully developed in the
near future. In estimating the traffic impact a total of nine area intersections were
considered. These intersections included the following:

. 13151 Street & Shelboume Road . 141 sl Street & Towne Road
. 141 sf Street & Shelboume Road . 1461h Street & Towne Road

The parcel ofland known'as "Lakeside Park" was one of the eight parcels considere"d for
the Clay West analysis. "'Lakeside Park" will be located along Towne Road between
136th Street and 14151 Street and will have access onto Towne Road, 1361h Street and 14151
Street. This parcel was originally analyzed with 192 single-family dwelling units.
However, new information has shown that it is more likely that 215 dwelling units will be
developed on this parcel. This incremental increase will most likely not change any of
the original conclusions or recommendations made in the original study due to the
minimal increase in traffic that the additional units will generate. The recommended
intersection geometries and improvements shown on the following figure were taken
directly form the Clay West Traffic Operations Analysis. These improvements are
necessary to accommodate traffic from "Lakeside Park" as well as the traffic generated
from the other seven developments considered within the study area.
