411. Docket No. 94-02 PP; Lakeside Park Su bdivision (Primary Plat)
The applicant seeks approval to plat a 215-10t residential subdivision on 154.8::1: acres.
The site is located on the southwest corner of West 141 sl Street and Towne Road. The
site is zoned S-l (Very Low Intensity Residential).
The petitioner also seeks approval ofthe following Subdivision Waivers:

The applicant is proposing a 215-10t subdivision. Please see the informational packet provided by
the applicant to view the layout of the lots and the areas provided as open space.
As the commission may recall a subdivision request was filed last winter on this same property.
It was named The Hamptons. That request was ultimately withdrawn. The current proposed
plan reflects the same connectivity provided in the previous plan with more significant changes
to minor residential streets. Specifically, the main north/south roadway serving the subdivision
stubs to ultimately provide for the cOlmection of 131 st Street with 14151 Street in the future. The

roadway completes the segment between the proposed Lakes at Hayden Run and 141 Street.
The Commission has seen this connection in the approved Lakes and Ridge at Hayden Run
Subdivisions. The Thoroughfare Plan supports these cOilllections. This segment would
ultimately be one portion of a roadway that will connect new developing areas between 126th
Street and 146th Street to the north. ill addition, this subdivision also provides for a portion ofthe
east extension of 136th Street between Towne Road and Shelbome Road.
The applicant has provided a summary of the comprehensive traffic impact analysis prepared for
the proposed developments in the area submitted earlier this year. This study will provide a
guide in detel111ining the appropriate location for future roadway improvements.
Once again, in an effort to ensure that new developments are complying with all applicable
standards, the Department has evaluated the Subdivision Control Ordinance (SCO) as it relates to
road improvements and confonnance with the Thoroughfare Plan. Specifically, it has been
determined that streets along the perimeter of proposed subdivisions shall comply with the
minimum specifications contained within the sea and Thoroughfare Plan. This applicant will
submit a commitment addressing this requirement. The commitment will be in a similar format
to the ones prepared for other subdivisions approved in the area including the Lakes and Ridge at
Hayden Run subdivisions. The Department has not yet received a copy of the commitment we
expect to receive from the developer a.ddressing these matters. We will be able to provide
additional input at the COllll11ittee meeting.
The applicant has submitted a landscape plan for the subdivision. Review of the plan was
conducted recently and the developer should make changes and additions where applicable.
Once completed and reviewed by Scott Brewer, the Urban Forester, the plans should be included

in the packets for review by the Subdivision Committee at their September 3rd meeting. The
Depaliment does not see any difficulty with the development complying with the landscape
requirements. However, the buffer yard required plantings numbers need to be identified
exclusive issue is the placement of materials within the open space and other perimeter areas of
the subdivision and median islands to meet the required standards.
The applicant has requested consideration of one Subdivision Waiver regarding a reduction in the
minimum street radius.
Based on the resolution of the above-mentioned items at the Committee level, the Department is
in support of the request for Primary Plat approval as well as the requested subdivision waiver.
The Department recommends that this item be forwarded to the Subdivision Committee on
September 31'd for further discussion.
