We offer the following comments: GENERAL INFORM A TION 1. The project site is currently located within current City of Carmel Corporate Limits. The following jurisdictions will apply. 2. Jurisdictions: G Street and Right of Way (Meeting House Road and Rhettsbury Street) - City of Carmel. III Water Mains - Indianapolis Water Company service area. .. Sanitary Sewers - Clay Township Regional Waste District service area III Storm Sewer - City of Carmel (the onsite storm sewers are assumed to be a private system). G Legal Drains - Hamilton County Surveyor's Office 3. Board of Public Works and Safety Approval ReqLiirements: · Commercial Curb Cut. Does not appear to be applicable, as access to the site will be by way ofa street that the Department of Engineering assumes to be a private street. III Temporary Construction Entrance. Same requirements as for the Coinrnercial Curb Cut. lil Dedication of Right-of-Way (if applicable). · Any permanent improvement to be installed within dedicated right of way. · Consent to Encroach Agreements for any permanent improvement to be installed within dedicated easements and/or dedicated right of way. A schedule for Board of Public Works and Safety meeting dates and agenda deadlines has previously been submitted for your use and will not be resubmitted with this review. Please use the Engineering Department deadlines for submissions to the Board if applicable. Any submission to the Board requires priorfinal approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals and completion of review by the Technical Advisory Committee. All written requests to be piace on the Board's agenda must include the appropriate Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA. 4. TAC ReviewlDrawings submitted for approval: We request that all 'comments and conunent letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. All Carmel Utility issues must also be resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum ofthree sets (ma:li;imum of five sets) of approved drawings after aI] issues have been resolved. The drawings will be stamped approved and signed by the City Engineer. Our Construction Manager will receive one set and one set will be maintained in the Department of Engineering. If more than the minimum tluee sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the tluee required sets. S. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated easements and/or right of way will require a Consent to Encroach Agreement between the OwnerlDeveloper and the City ofCarrnel. This Agreement requires Board of Public Works and Safety approval. 6. The following were provided previously and will not be resubmitted with this review unless requested: · Commercial Project Approval Procedures. . Permit Data, Contacts, etc. · Commercial Permitting Procedures. BONDING REOUffiEMENTS 7. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees If the sidewalk along Rhettsbury Street will be built as part of this project, please provide a performance guarantee. for the sidewalk. Street Cut/Right of Way Permit and Bonding Requirements Any work in dedicated right of way of Meeting House Road or Rhettsbury Street will require a Right of Way Permit and a License and Permit Bond. The.bond amount will be determined by the number of instances of work in the right of way (curb cut, storm sewer work, etc.) @ $2,000.00 per instance. Open pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. It appears that a permit and bond will be required for this project in regard to the water service line cOJ:ll1ection and the sidewalk installation. PROJECT COMMENTS-CONSTRUCTION PLANS 8. On Sheet CIOO, it appears that Baldwin is spelled incorrectly. 9. Please remove existing light poles and existing trees from all sheets. 10. Sheet C801, sidewalkdetail- please change "ALL TRANSVERSE JOINTS SHALL BE TOOLED OR SA WED TO ';4" OF THE WALK THlCKNESS" to "ALL TRANSVERSE JOINTS SHALL BE TOOLED OR SA WED TO Y4 OF THE WALK THICKNESS." (I" in this case). 11. This development will be subject to the Stormwater Management Ordinance adopted February 6, 2006 by the City of Carmel. 12. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to accommodate this policy. The language of this policy must be added to a specification sheet on the plans. These comments represent the Department of Engineering's initial review of the construction plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings. All bonds and performance guarantees (if required) must be posted prior to Engineering Department approval. Also, Board of Public Works and Safety approval and any other governing agency approvals (if required) must be obtained prior to Engineering Department approval. Comments from the City's consultant related to the drainage review will be forwarded to your office when the review is complete. Please confirm that plans and drainage calculations were submitted to Crossroad Engineers for the T AC meeting. ~ The Department of Engineering reserves the right to provide additional comments based on subsequent reviews.
