We offer the following comments: GEI\'ERAL INFOR1\1:A TION 1. The project site is located within current City of Carmel Corporate Limits. The following jurisdictions will apply. 2. Jurisdictions: . Streetand Right of Way - City of Carmel D Water-Indianapolis Water Company Service Area (!We) · Sanitary Sewer-Clay Township Regional Waste District (CTRWD) o . Storm Sewer - Hamilton County (primary), City of Carmel (Secondary). 3. Board of Public Works and Safety Approval Requirements: e Commercial Curb Cut. When appropriate, Board approval for the curb cuts should be requested. Please pro'0~e 811.2 x 11 exhibits of the.curb cuts and include all dimensional . . data including throat width, overall width at the 'street, radii, etc. '..Show all existing and opposing curb cuts and the alignment between existing and proposed. · Consent to Encroach Agreements for any permanent improvement to be installed within dedicated right of way and/or dedicated easements. o Dedication of right of way if applicable. Any submissioll to the Board requires prior final approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals and completion of review by the Technical Advisory Committee. All written requests to be place 011 the Board's agenda mllst include tlie appropriate Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA. 4. Water and Sanitary Sewer Availability (acreage) and Connection Fees · Current Water and Sanitary Sewer Availability Fees Not required by the City but may be required by the CTRWD or the IWe. o Current Water and Sanitary Sewer Connection Fees Not required by the City but may be required by the CTRWD or the fWe. 5. Kilmer May 18, 2004 Page 2 of3 We request that all comments and comment letters generated by this oftke be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of three sets of approved drawings after all issues have been resolved and the construction drawings have been approved. The drawings will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one set which is to be maintained on the construction site at all times. Our Construction Manager will recei ve one set and one set will be maintained in the Department of Engineering. Ifmore than the minimum three sets are requested to be approved; the additional sets (maximum total of two additional) must be submitted with the three required sets. 6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way and/or dedicated easements will require a Consent to Encroach Agreement between the Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works and Safety approval. 7. I am including copies of the following with this correspondence: · Commercial Project Approval Procedures. · Permit Data, Contacts, etc. · Commercial Permitting Procedures. I will send a copy of our Commercial Irrigation System Requirements upon request. BONDING REQUIREMENTS 8. The following bonding requirements may apply to this project: Performance Guarantees It does not appear Performance and Maintenance Guarantees will be required. PROJECT COMMENTS 9. Sheet L3.0 1 Grading and Drainage Details o Where is detail 6 referenced? · For details 4, 5, and 6 will the riprap impede flow and cause water to pond in the areas of these installations during peak flow condition (since capacity of outlet is restricted) and . cause water to spill over in other places on the site during the longer rain events? (mainly to the southern end of the paved ditch to the south). D Why is there no riprap in detail 3? 10. Sheet 14.01 Layout and Materials Plan · Please show construction limits on this sheet and all appropriate sheets. Or, is the bubble the construction limits? II. Sheet L4.03 Layout and Materials Plan · The proposed pipe has to stay within the legal drain easement, or the easement has to be redescribed. III Please shade back all existing items; it all looks proposed. · Why is the whole area north of the proposed pipe clouded? \Vhat is being done in this area? Does this have any impact on the detention? Is the area clouded utilized for detention volume? 12. Please provide plans on 24" x 36" sheets. 13. Please remove the. landscape plan (sheets L6.00 and L6.03) from plan submitted to the Department of Engineering for approval. The Department of Engineering does not approve the landscape plan. .-.. If you have not already done so, please provide a set of plans and drainage calculations to Greg I1ko at Crossroad Engineers, PC for the drainage review. These comments represent the Department of Engineering's initial review of the construction plans for this project. We request that all responses to our conunents be provided iri writing. Failure to provide \vritten responses may result in the delay of the review process. It is critical that our office be made aware of all modifications made on the plans being resubmitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised.plans including all revisions. Please notify us of any changes and specifically state arty changes, including changes resulting from Plan Commission, BZA or other committee meetings. All bonds and performance guarantees must be posted prior to Engineering Department approval of construction plans. Also, Board of Public Works and Safety approvals and any other governing agency approvals (if required) must be obtained prior to Engineering Department approvaL The Department reserves the right to provide additional comments based on subsequent reviews and on the grading and drainage system upon receipt of drainage calculations and more detailed construction drawings that provide grading elevations, pipe sizing and invert elevations. These comments may affect the drainage system and lot and street layout presented on the primary plat. My comments are as follows: 1. Please change the species of crabapple (Melus) to a native tall growing shade tree such as Bur oak (Quercus macrocarpa) or swamp white oak (Quercus bicofor) and place them around the foot of the slope rather than across the top of the mound (same number of trees). 2. The native grass mix should be specified, and planted according to specific recommendations for that seed mix. If a native prairie grass mix is chosen, then it would lower maintenance costs because of reduced mowing. It would also provide far better storm water infiltration. Currently the overflow water is pooling in the right of way area creating a swamp like condition. The intent of the revised grading is to create a rip rap swale to channel the lake overflow water into the meridian inlet structure eliminating the standingwater in- the area, and to create a berm similar to the berms on other properties along meridian. Please advise if we need to submit these drawings for technical review. The proposed project falls in the incorporated area of the City of Cannel. 2. The proposed projeetDOES NOT fall in $ Carmel Wellhead Protection Zone, 3. The proposed project falls in the W.R. Fertig Regulated Drain Watershed. _ 4. The swale area between the pond outlet and the U.S. 31 culvert is a Hamilton COWlty Regulated Drain. Approval will need to be granted by Hamilton County Surveyor's Office prior to any' work commencing within the Regulated Drain Easement. 5. HCSO will require an approved permit fromlNDOT,for work in the Right of Way, be provided to us before we will approve any work on this regulated drain. 6. HCSO will not approve the design as presented because it moves the channel outside of the ,granted regulated drain easement, The channel must be realigned back to the center oCthe easement. The HCSO has concerns the proposed "rip rap cobble" may be sized too small and it could move under heavy velocities. If this rip rap moves, it will end up in the culvert, which oould:further back up the water of the hospital site. The HCSO typically required rip rap sized in the 7" to 9.' range, If a non rip rap alternative 'WQl,Ild be iX)nsidered~ I would suggest using North Amerioan Green's C3S0 - Pe:tmanent TurfRejnforcing Mat or similar. Thi5 would provide the needed erosion and stabilization protectfon, while allowing the grass to fill in and hide the channel. The concrete swaIe 'Would still be ne.eded to move the water on the flatter slope but ifit was llsed in conjWlction with the C-350, the overall appearance ma.y be :more appealing. 8. It appears there is some discrepancy in the details on sheet L3.01. DetailS shows. 6" of rip-rap ove.r the conerete swale. Details 4 and 6 show the invert: of the concrete. swale matching the invert of the pipe. It could be assumed that the rip- rap is 6" above the invert of the pipe, which we will not approve. Please modify which ever detail is incorrect. 9. No landscape planting will be permitted Dr allowed within the existing regulated drainage easements pCI' Ind.iana Code 36-9-27-33(d).
