Mayor Brainard opened the meeting at 6:05.p.m.
Camlel Police Chaplain, George Davis, Pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
There were none.
APPROVAL OF MINUTES:
Councilor Sharp made a motion to approve the Minutes of the September 17,2007 Regular Meeting.
Councilor Seidensticker seconded. There was no Council discussion. Council President Griffiths called
for the question. The Minutes were approved 7-0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
Richard Frost. 507 Stonehedge Drive. Carmel. IN 46032 addressed the COllncil regarding Council cell
phones and the Mayor presiding over the Council meetings.
Henry Winckler, 41 I Jenny Lane, Carmel, IN 46032 recognized Dr. Elizabeth Grossman (recently
deceased - attachment I). Mr. Winckler also addressed the Council regarding recent Council comments.
the Keystone Avenue Fund and the Performing Arts Centerfimding.
Nancy Blondin. 3241 E. 106'" Street, Carmel. IN 46033, addressed the Cot/ncil regarding the portraits of
former Mayors. the proposed water treatment plant on 106'" street, and the recent article regarding
Keystone Avenlle.
Mal'l1in Spigelman. 11816 Hanlard Lane, Carmel. IN 46032, addressed the COllncil regarding the
elected officials salmy ordinance, Ordinance 2-51 0-07(C2-rezone). Keystone Avenue Fund Ordinance,
push polling and the. exterior door handles on the Evan Lurie building.
I COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
Councilor Rattermann addressed the Council on a recommended push polling ordinance.
Councilor Carter addressed Mr. Frost's concern regarding the sound level of the Council meetings.
Councilor Carter also addressed Mr. Spigelman's comments regarding political sign placements.
Councilor Seidensticker addressed Mr. Spigelman's comments regarding push polling.
Councilor Sharp addressed Mr. Spigelman's comment referencing an office holder's family in a political
campaign.
Mayor Brainard addressed Mr. Spigelman's comments regarding push polling.
Clerk-Treasurer Diana L. Cordray recognized the reopening of the Children's Art Gallery and the
accomplishments of Doreen Ficara.
ACTION ON MAYORAL VETOES:
There were none.

CLAIMS:
Councilor Sharp made a motion to approve the Claims in the amount of $2,891 ,866.87. Councilor Glaser
seconded. There was no Council discussion. Council President Griffiths called for the question. Claims
were approved 7 -0.
COMMITTEE REPORTS:
Councilor Kirby reported that the Finance, Administration and Rules Committee had not met.
Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee had not
met. The next meeting will be held on Thursday, October 11,2007 at 5:30 p.m.
Councilor Carter reported that the Parks, Recreation and Arts Committee had not met.
Councilor Glaser reported that the Utilities, Transportation and Public Safety Committee had not met.

in the maternity nursing program at DePauw.University School
I of Nursing, Gteencastle, IN. From 1959-1988 she worked for In-
. diana University School.of Nursing starting on the Bloomington
Campus, eventually moving to the Indianapolis Campus where
she held positions as Assistant Professot, Associate Professor
and Full Professor. She became Dean of the IU School of Nurs-
ing in 1973. In this capacity, she was responsible fat four degree
programs and continuing education. This program offered nurs-
ing instruction on seven campuses with approximately 3200
. students and over 200 faculty, making it the largest School of
'I Nursing in the counrry. She tetired in 1988.
, . Elizabeth attended Hunter College in New York City. wh~re
: I she earned Bachelor's degrees in Zoology, Meteorology. & Bot-
; any in 1~44. Soon afterward. Elizabeth attended Case Western
. Reser;e.University, where she earned a Masters degree in Nurs-
. ing, graduating in 1947. and a second Masters in Nursing Educa-
tion from Indiana University in 1960. Elizabeth was a professor
and chairperson at Indiana University and earned an Obstetri-
cal Associate Practitioner certificate and a doctorate in higher
educotion (Ed.D.) from Indiana Uniwrsiry in 1972. During her
tenure there. she helped create the only doctoral nursing pro-
gram in the state. and the .first clinical nurse specialist program
in Indiana. She also initiated distance-education courses for the
Master's program.
~ Elizabeth also spent much time in service to the community.
f I She taught mother and child classes at the American Red Cross
c and. conducted weekly groups' for pregnant adolescenes at the
( I Indiana Gltls School. ~he was also a founder and boord member

1:. ! boards of the Julian Center and the Littie Red Doo"r Cancer

'1" 2000, Elizabeth received the Sagamore of the Wabash
Award from the State of Indiana. Elizabeth \I'as honored for her
contrib~tions to the field'of medicine, to the Indiana University
School of Nursing and to her communirv. .
. She is considered a pioneer in the movement to bring fathets
into the delivery room.
. Elizabeth was alS? instrume.ntal in bringing the headquaners
of the nauonal nursmg fraternity, S'gma Theta Tau, to Indianap-
ohs. Because of theseachievemenrs, the Indianapolis Star news--
paper named Ehzabeth one of the ten Hoosiers who made the
most difference. in health care in the twentieth century, joining
such famous names as "Doc" Bowen and Eli Lillv.
Elizabeth w~s a loving and devoted mother and grandmother.
She loved people and.was ver)' outgoing. She had the abilit)' to
see into someone's heart without being confused bv the supetfi.
cial. She was a champion for the underdog. You could not have a
berrer and more loyal friend than Elizabeth Grossman.
Elizabeth was preced~d in death by Ludwig Reinle, a Mer.
chant Marme lost at sea m 1944, whom she married in 1943. 5he
then married ThOmas E. Grossman, Sr., a \\'\VII veteran, in
1952, and he passed away in 1986. She is survived bv her son.
Thomas Edward Gtossman, Jr. ~nd her grandson, Thomas Ed-
ward Grossman. III. .
A Mass of Christian Burial wi1l be heldS~turday, September
29 at 11:00 a.m. m St Ehzabeth Seton Cathohc Church, of which
she was a membet. Family and friends are invited to call from
3:00 - 8:00 p.m. Thursda)', September 27 and Ftiday, September
28 at Flanner & Buchanan Funeral Center-Carmel. Burial
