Per your letter to me dated May 13, 2002, I understand that we lllust file for a Consent to Encroach Agreement because the current parking lot and subsequent plantings encroach upon the 116lh Street and Range- line Road rights of way. I understand we ca1U1ot file for consent until we have received approval by the Plan Commission and/ or the Board of Zarling Appeals, both of which we're currently in the process of ob- taining. In response to your Project Comments items nos. 10, 11, and 12 we of- fer the following: 10. Rangeline Road right-of-way lines have been identified, labeled and dimensioned on all sheets. Please refer to the revised civil engineering construction document set submitted to you under separate cover. 11. Our site is a parcel of a larger development. The various legal descriptions describe the overall parcel as well as the specific proposed site for Old National Bank. 12. Your assmnption is correct: we will not be changing the exist- ing storm sewer structures/pipes and we don't anticipate changing the existing water and sanitary service lines. Please note however our assumption regarding the water / sanitary is based on the premise that we're not physically enlarging the in- terior dimension of the building. Old National has an opportunity to construct a signature building at the high-visibility southern gateway to the Carmel commercial area. I agree with you, the Old National logo is so outstanding it should be the focal point of the architectural concept with the fmal building design and materials selection all complimenting the logo image. A bank building should communicate the very best perceptions of a bank: Solid, trustworthy, convenient and friendly. Old National should have a bank image, not emulate a drive-through pharmacy or fast food structure. As promised, I have reviewed the submission dated May 14, 2002 for several hours this weekend and offer comments the following issues for your consideration: 1) The proposed building (prospective view) has two primary visual design elements that conflict with each other in this application: a) A curved parapet with primary sign/logo. b) An elevated, squared-off entrance element without logo identification. It appears in an effort to preserve the existing entrance location, an unnecessary visual design conflict resulted. 2) The proposed design loses an opportunity to be visually "friendly" with the deeply recessed window-plane (1') which will be in shadow most of the day. Further the colunms give the impression from the street of "bars" or "picket fence" guarding the shadowy interior of the building. Not as inviting as it could be. - u u Page 2, Fax Memorandum, continued. An alternative, respectfully submitted for your consideration: 1) Simplify the design to one (1) significant visual design element - the curved parapet, but enhanced. 2) Move the entrance to the South-East CORNER to integrate the entrance into the primary visual design element, and most importantly, have the entrance UNDER the logo. The entrance will be more dramatic and inviting. 3) The curved parapet material should be brick, with a slight recess for the sign/logo allowing the Ijght spillage from the back lighting to highlight the edge of slight recess in the brick face, giving the sign an upscale "embossed look". The brick should be special ordered to the curve radius giving it a smooth, corporate look. The up-charge for the curved brick I doubt would exceed $5,000.00 and could be a consistent "signature" design element for other locations. V" 4) The top of the window-line OVER the entrance in the curved parapet should be raised considerably to add more vertical glass in the eotrance and make it more inviting. This would also minimize the "bowl haircut" look of an add-on, top- heavy facade. 5) The window-plane should be integrated with the columns 00 the non-parapet areas of the building by recessing-back the top :fa<;:ade to the existing window- plane or building out the windows to be integrated with the columns. The plantings on the east elevation would also have a better chance of surviving 6) The massing ofthe :fa<;:ade over the top of the columns is out ofproportioo with the total height ofthe building. The ratio should be closer to 60/40 with columns 60% of the total height and the fal(ade 40% 00 the NON-P ARPET elevations of the building. The parapet elevation would be the highest vertical element. 7) The materials should be brick, drivit and a complimentary SMOOTH limestone look through "cast" stone or real limestone in the column bases and trim elements. NO aluminul11, even tril11, anywhere. It is a BANK not a drive-up pharmacy as split-face materials and metal trim are now so associated with a pharmacy or fast food outlets. 8) Regarding the lighting plan, please consider lighting standardslheads more in keeping with the upcoming Carmel street design in lieu of cobra-heads. Please also consider QL Induction lamps in lieu of metal halide to cast a more flattering light on your signature building.
