9. Docket No. 61-02 ADLS Amend- Old National Bank - Carmel Banking Center
Petitioner seeks an amendment of the Architectural Design, Lighting, Landscaping &
Signage to Remodel and expand the existing building (Walden Bookstore) into a financial
institution. The site is located at 1430 South Rangeline Road. The site is zoned B-
3/Business.

The applicant is requesting approval to convert the existing Walden Books site into a financial
institution. Please see the infonnational booklet provided by the applicant. It was distributed
last week with the agenda.
The site is zoned B3-Business and requires ADLS and Development Plan approval by the
Commission pursuant to the recent changes in the Ordinance. This is the first site we have seen
under the new amendments. Prior to the Ordinance changes, the site would not have required
ADLS approval and the site changes would have gone to the BZA for special use amendment
approval.
In addition to the ADLS Amendment, the applicant has also submitted a DP Amendment
application that will be on the May 21 sl Plan Commission agenda under Public Hearings. The
Department advised the appJicant that they could file the ADLS Amendment prior to the
development plan amendment. The ADLS amendment will only require approval by the
Committee. The DP Amendment will require approval by the full Plan Commission.
The Department would like the applicant to providc/3ddrcss the following:
1. Samples to display the "true" color of the proposed brick and metal fac;ade elements.
Additional photos of tIle existing retail bui !cling in the center may also be of
assistance to the committee in determining the compatibility of the proposed building.
2. Shoebox style light fixtures are preferred as opposed to those identified in the booklet.
This is desired to cut down on glare. House side shields on the lights adjacent to the
right-of-way are also requested (provide Cllt sheet).
3. Additional landscaping is requested in the landscape island on the north side of the
site. Also trees need to be added along the Range Line and 1 16th sides of the site.
4. The four logo signs/elements proposed at the COl'ners ofthe building, due to their size,
do not require variance approval. Signs of less than three square feet do not require a
permit and are not considered signs (Question on tab 6: How do four three square
foot signs total 17.32 square feet?). However, these elements do need ADLS
approval as a part of the building fayade. We bad advised the applicant that we are
not opposed to the elements if tbey were un! it raised metal. As proposed, they are

individual raised fixtures, backlit with orange and blue neon.
5. A top to the ground sign similar to tIle aluminum cornice would make it more
compatible wi Ih the building. The rendering of the view at night provides a good
representation of the sign type.
Generally the Department feels that the proposed changes are a great improvement and should be
compatible with the sunounding retail center.
The Department recommends that the Special Studies Committee approve the ADLS
application after all comments and concerns have been addressed.
The item only requires approval by the Special Studies Committee.
