I recommend the Board approve Sanitary Sewer Availability.for this development, which will be located at the
southeast comer of the intersection of Pennsylvania. Street and West 131" (Main) Street:
ALEXANDRIA OF CARMEL
SanitarySewer: 89.3 E.D.U.s per Sanitary Sewer Ordinance S58. Not to exceed an average daily flow of 26,790.0.
gallons per day.
This development is in the service area of the Indianapolis Water Company.

324 total apartment units @ 82.7 gallons/day/unit + 300 gallons/day/E.D.U. = 89.3 E.D.U.S

Construction or development of this project must begin within twelve (12) months or said approval expires and the

REQUEST FOR APPROVAL FROM THE BOARD OF PUBLIC WORKS S.
SAFETY FOR ALEXANDRIA OF CARMEL. ADDITIONAL SANITARY SEWER
APPROVAL, SANITARY SEWER EASEMENTS, GRANT OF RIGHTS-OF-WAY,
AND CURB CUT APPROVALS.
Dear Mr. Hill,
Please allow this letter to serve as our request for Edward Rose Development
Company, LLC and their proposed apartment project, Alexandria of Carmel, to be
placed on the agenda for the Board of Public Works & Safety meeting on March 2,
2005. The 324 apartment units of this project received approval for sanitary sewer
availability on December 1, 2004. This request is for sanitary sewer approval for the
other elements of this project that will require sanitary sewer service. These include
a maintenance building, a swimming pool and a clubhouse for the swimming pool.
The swimming pool will be 1,500 square feet and has an estimated sewer usage of
2.4 EDU. This estimate is based The City of Carmel's average user factor which is
1.6 EDU/ 1000 square feet for a swimming pool. We have estimated usage for the
clubhouse and the maintenance building to be 310 gallons per day for each facility
or 1 EDU for each facility. The total request amount for sewer availability for the pool
and the clubhouse and the maintenance building is 4.4 EDU.
Additionally, the attached Dedication & Deed of Public Rights-Of-Way with
associated exhibits is being submitted as well. We have attempted to include all'of
the planned areas for Public Right-Of-Way dedication. We understand that the City
of Carmel has plans for a traffic roundabout at the intersection of Pennsylvania.
Street and Main Street. If additional public Right-Of-Way is required in the future,
then a separate request will be made at that time.

Three separate easement exhibits are included for sanitary sewers that are
proposed for this project. These easements cover the proposed sanitary sewers that
have been shown on the Construction Plans that have been submitted previously
with the incorporated comments received from TAC reviews.
Curb Cuts are being requested as shown on the attached exhibits for curb cut
locations. We are currently revising many of the curb cuts with respect to the
specific geometry; however the locations of the curb cuts are not proposed to
change substantially. The revisions that are being made are being worked out

Dear Board Members:
I recommend the Board approve sewer availability for a proposed pool, clubhouse and maintenance building, located
within the Alexandria of Carmel multi-family development located at the southeast comer of the intersection of
Pennsvlvania Street and West 131" Street as follows:
ALEXANDRIA OF CARMEL POOL, CLUBHOUSE AND MAINTENANCE BUILDING
Sewer: 4.4 E.D.U.'s as per Sewer Ordinance S-58, not to exceed an average daily flow of 1320_,0, gallons.
This project is located in the Indianapolis Water Company service area.
Pool
Pools are covered in our Sewer and Water Ordinance Equivalent User Tables. The usage is calculated at 1.6
E.D.U.'s per 1,000 square feet of total surface water area. The Alexandria pool will have a total of 1,500 square feet
of water surface area. Thus: 1.5 x 1.6 E.D.U.'s per 1,000 square feet = 2.4 E.D.U.'s.
Clubhouse and Maintenance Buildine
Paul 1. Cripe, the engineer for this project, has estimated usage for the clubhouse and the maintenance building at
310 gallons per day for each or a total of 2.0 additional E.D.U.'s.
Additional Sanitarv Server Connection Fees: , .
Sanitary Sewer: 4.4 E.D.U.'s @ S 795.00/E.D.U. = S 3,498.00
These usages and calculations have been reviewed and approved by John Duffy, Carmel Utilities Manager.

Dear Board Members:
I recommend the Board re-approve Sanitary Sewer Availability for the Alexandria of Carmel apmu ent development
at West 131" Street and Pennsylvania Street. The Engineer, Paul I Cripe, has certified that the basis for the original
request and calculations has not changed The previous approvals were contingent upon construction or
development commencing within twelve months. The construction/development of the project has not commenced
as of this date,
Alexandria of Carmel
o Apartments - Sanitary Sewer Availability approved by the Board on December 1, 2004. The Availability of
89.3 EDUs was based upon a total of 324 apartment units.
o Swimming Pool/Clubhouse/Maintenance Building - Sanitary Sewer Availability approved by the Board on
March 2, 2005. The Availability of 4.4 EDUs was based upon our Ordinance for pools and on calculations
provided by Paul I Cripe for the Clubhouse and Maintenance Building.
These usages and calculations were previously reviewed and approved by John Duffy, Carmel Utilities.
Construction or development of this project must begin within twelve (12) months or said approval expires and the
developer or builder must reapply to the Board.

The building & Sewer Shall be pvc sewer pipe meeting ASTM specifications 3034 SDR 35 of latest revision; or vitrified day pipe, meeting
ASTM specifications C-700 for extra strength clay pipe of latest revision unless other materials are hereby permitted in writing. The sewer
shall be installed in accordance with ASTM 2321 for pvc pipe and the Uniform plumbing Code for the State of Indiana. All installations shall be
in strict compliance with pertinent City of Carmel ordinances. Back Water check valves shall he installed in accordance with City Code Section
9-122(a). and sections p3008.1 and .2 of the International Residential Code. All building sewers shall be 6" diameter.
All installations shall be "open trench" inspected and approved by the Carmel Sewer Department before any backiilling is done. Non-
compliance may result in digging up the sewer installation and.tor denial of future sewer permits and/or denial of water connections.
No footing or foundation drains or other sources of ground water or storm water shall be permitted to enter the public sewer.
Sewer inspection- should he requested at (317)'71-2648 one to four hours in advance.
No inspections or installations will he made on Saturday or Sunday or holidays unless arrangements arc made at (cast 24 hours in advance. All
plumbers or contractors installing sewer (or water) lines shall have a plumbers bond pasted with the CITY ENGINEER'S OFI7ICE. If any street
must he cut a sennrate street. cur nemit. shall he obtained.
