You can co-locate on the water tower by working with the Utilities Dept, along with going through the legal department and the board of public works (BPW), and with that you can get an improvement location permit from Building and Code services, and be on your way! Attached is an email that I wrote to someone from Marilyn Kleist, Site Acquisition Consultant, Telecom Real Estate Development Services, Fortune Wireless, Inc. regarding this project.
