Dear Mr. White:
The City has received your comment letter and drawings dated April 6, 2007 based upon the City review of
April 2, 2007.
The comments from the previous City reviews have been satisfactorily addressed with the following
exceptions :
12. Please provide a typical cross.section for Rohrer Road and a separate typical cross-section for the
interior streets. Each cross-section should show features such as the pavement centerline, edge of
pavement, curbs, widening, auxiliary lanes, sidewalks, subsurface drains, and right-of-way lines.
All features must be dimensioned. Tbank you for making tbe revisions on the drawings
submitted for approval. Please revise typo "varies 1.4' - 4.2' widening" to read! "varies 3.4'
- 4.2' widening." Please delete the "Oscar Lane & Jeffery Court typical cross.sedions"
detail and replace with tbe attached PDF.
20. Sheet C2.1/Note 2 should be added next to the right-of-way pavement text in the legend and a
different hatch should be used from the local street hatching. Should also reference Rohrer Road
pavement section on Sheet CIO.O. Tbank you for revising this note. However, this note is still
on Sheet Cl.t. The City requests, again to please revise to read as on Sheet C2.0.
These comments represent the Department of Engineerlng's fifth review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based on subsequent reviews.

Dear Mr. White:
The City has received your revised drawings dated December 15,2006 based upon the City review of May
26,2006. The City did not receive written responses to our previous comments.
The comments from the previous City reviews have been satisfactorily addressed with the following
exceptions:
1. There is not enough information to tell whether or not the geometry at the entrance is correct.
Needed dimensions include the width of the existing Rohrer Road pavement, the distance from the
existing pavement centerline to the existing edge of pavement, the width of the proposed
widening, and the widths of the auxiliary lanes. Please indicate and label the length of the
median island.
2. Please add an Asphalt Path Detail that requires 1 inch HMA # 11 surface on 2 inches HMA #8
binder on 5 inches #53 stone if the proposed multi-use paths will not be concrete. You previously
stated that five-root wide sidewalks would be provided. Six-foot walk is now indicated along
Rohrer Road. Please confirm that DOCS is acceptable to a 6-root walk.
3. The Department will expect mounding or a guardrail adjacent to the pond where the minimum
pond setback from the right-of-way is not provided. Please refer to the Stormwater Technical
Standards Manual.
4. Please formalize any commitments for the thoroughfare plan or other improvements to the Rohrer
Road right-of-way with the Department of Community Servi.ces.
5. Please provide a maintenance of traffic plan.
6. If off-site easements will be necessary to install the utilities, these easements must be secured prior
to the Department ofEngine~ing approving the drawings.
7. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made prior to approval of the construction plans.
8. The City has adopted a new curbing policy. Please revise any notes, specification, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on
the plans.
9. This development will be subject to the drainage ordinance adopted February 6, 2006 by the City
of Cannel.
10. As we have discussed and as indicated on the preliminary plat, the drainage system will discharge
to the manhole at the northeast comer of Rohrer Meadows. As we have discussed, the
construction drawings will need to indicate an overland flow route of the pond overflow. This
overflow may go eaStto the Monon provided that the existing culvert under Rohrer is
appropriately sized and reconstructed ifit is not. If the overland flow path will go to the south, the

entire path must be indicated to an adequate outfall. The flow path must be adequate to convey
the water.
11. Please replace the CONCRETE STRAIGHT CURB DETAIL on Sheet C I 0 with the City of
Carmel standard. Where does this apply? Not indicated in legend on C2.0.
12. Please provide a typical cross-section for Rohrer Road and a separate typical cross-section for the

13. Sheets C4.I, C4.2, C4.3, and C4.4/ Please add a general note that states "WHERE
REFERENCED, GRANULAR BACKFILL SHALL CONFORM TO CITY BACKFILL
MATERIAL AND PLACEMENT REQUIREMENTS."
14. Where does integral walk and curb detail on Sheet CI0.0 apply?
15. Delete 24" curb and gutter detail on Sheet CIO.O.
16. 5'-0" concrete walk shall be City standard detail.
17. Delete subsurface drain detail from Sheet CIO.L
18. Please indicate separate ADA ramps at the intersection of Jeffrey Court and Oscar Lane. The
ramps shall be set back from the intersection and shall direct people perpendicularly to the street.
There shall be a total of six ramps.
19. All ADA ramps shall include 1" ribbing on the ramps.
20. Sheet C2 . I /Note 2 should be added next to the right-of-way pavement text in the legend and a
different hatch should be used from the local street hatching. Should also reference Rohrer Road
pavement section on Sheet CIO.O.
21. Revise sanitary sewer trench and bedding details and plastic pipe trench details to conform to City
backfill policy for the portions of these installations within the right-of-way.
22. Replace RCP trench details with City standard details.
23. Site notes on Sheets C2.2 and C2.3 reference Noblesville.
24. Grading Note 6: "Engineered granular material" shall read ..Engineered granular material meeting
the material and placement requirements of the City."
25. Delete Utility Note 6.
26. Utility Note 12 needs to be revised to require material and placement to conform with City backfill
specifications.
27. Will structures 15 and 16 conflict with future driveways since they are at the property lines?

28. General Note 4: Revise to require backfill materials and placement to conform to City backfill
policy within the right-of-way.
29. Add City backfill and cover policies.
30. Delete "curb" from "concrete curb and walks." Curb must meet curbing policy.

policy.
32. Utilities Note I. Revise Indianapolis Water Company to City of Cannel.
33. Sanitary Sewer Specifications Note 7. Revise to require backfill materials and placement to
conform to City backfill policy.
34. Parking Lot Striping - There are no parking areas on site. Is this necessary?
35. Storm Sewer Specifications Note 2 - ensure this language meets City standards.
36. Storm Sewer Specifications Note 3 - Revise to require backfill materials and placement to
conform to City backfill policy.
37. Storm Sewer Specification Note 4 - ensure these notes agree with details and City standards.
38. Storm Sewer Specification Note 6 - ensure that this meets City cover standards.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Offil;:e on October 4, 2006, for this proje<:t and have the following comments:
1. The proposed project falls in the incorporated area. and MS4 jurisdiction of the
City ofCwmel
2. The proposed project DOES NOT fall in a Cannel Wellhead Protection Zone,
3. The proposed project is surrounded by the Hunters Creek South Drain and the
Hunters Creek Village Drain.
4. The proposed project will be a Hamilton County Regulated Drain Subdivision.
5. Please submit the following procedural items to this office, petition for regulated
drain subdivision, non-enforcement request, outlet permi~ and en.gineer'S estimate
for the reconstruction. Bonds for 120% ofreconstlUction cost will need to be
posted before :final approval on the plans. The applications are available on our

Drainage Permits.

6. In review the as-built drawings (or Rohrer Meadows Section 1B, it appears your
discruu-ge point has an invert elevation of 852.47. I hope that you have a field
verified invert. elevation and that oW" as-built drawings are WI'Qng, or this site will
require some redesign. Some options appear to exist that a site outlet point of
approximately 849.60 could be achieved but it would require some off-site
reconstruction of a regulated drain.
7. Please label pipe: sizes, lengths, and materials on the site utility plan.
8. The HCSTSM requires 50' of separation between the ROWand the TOB of a
detention basin. Since this is not po&sible at this stage of the project design,
please look into one of the other acceptable alternatives like a berm orbol1ards of
some type.
9. The HCSTSM requires IS' easement from the TOB of a detention basin or the
conunon area be d.edicated as easement. If you draw an easement 15' from the
854 contour line. it appears some:: side yard and rear yard easements will be
required on lots 1,2, and maybe 3.
10. The existing culvert under Rohrer Road will need to be addressed because of the
accelJdecaI lanes. I would recommend extending the culvert and utilizing it as the
emergency overflow routing, but it may conflict with the SSD along the road
should~r,
1 J. Please show an emergency spillway from the detention basin. including eross-
section i1.11d spot elevation. Also show the emergency flood routing for the pond
overflow to a loe.ation of positive off-site discharge.
12. The location ofthe Mechanical BMP structure (St!. #2) does not conform to the
requirements. Any mechanical BMP should be located upstream oithe detention
pond, as they are more effective treating the runoff before it get to the pond.

be Stt. #11. but HCSOwill require it to be within 15' of the back ofeurb for
maintenance access.
13. HCSO will require 2' sumps in the following Structures: 6, 14, 17, and 20. These
will need to be a minimwn off48" manhole with steps all the way to the bottom
of the sump structure. Note, if the mechanical BMP is moved to Str. 11, the sump
will not be required in St(. 14, 17, and 20, but will still be required in Str. 6.
14. Th.e site has areas of direct discharge or areas that no drainage improvements are
being installed. ] am assuming this is because of tree preservation areas. FOT tbe
record. these areas could. and probably will, have poor drainage and standing
water issues in the future.
15. Please ineIude all applicable HCSO Standard Details in the construction plans.

Dear Mr. DeBoy:
This letter is in response to your secondary plat application for Village on the Monon. Please make the
tollowing revisions to the submitted plat:
1. Add the Source of Title Instrument Number.
2. Add the Primary Plat Docket Number (06030005 PP) and the Secondary Plat Docket
Number (06080018 SP).
3. Add the phone number of the Subdivider.
4. Identify and label all easements (tree preservation, landscape, drainage, utility, etc.).
There should be easements within the identified common areas as well - to provide
access to the pond perimeter, and also identify the tree preservation/landscape
easements.
5. Please label or remove the series of dashed lines on the south west comer of the plat.
6. Please add concrete monuments at the NE and SE subdivision corners (at the right of
way).
Once all required changes have been made and comments addressed, please produce a Mylar copy (with
owner's signature) tor signature by this Department. Two paper copies of the plat must be filed with the
Mylar prior to recording. A digital version, three paper copies, and a Mylar of the recorded plat must
be submitted following recordation. Our approval of the secondary plat (signature) will be forthcoming
upon revision of the plans according to the items listed above.

The City has received your comment letter and drawings dated August 4. 2006, which were submitted for
the August 16,2006 TAC meeting. The Department previously reviewed drawings that were submitted on
June 26, 2006 and then received this revised set prior to issuance ofthe letter. We assume that the August
4, 2006 submittal was Secondary Plat/Construction Drawings for review; although the title sheet is labeled
"Primary Plat."
The submittal plans are of poor quality and are difficult to read and review. Also, the improvements are not
indicated consistently throughout the differing sheets in the plan set. We request an updated set of plans for
review and comment.

The Engineering Department has received your comment letter and drawings dated September 13,2006
based upon the stormwater quality review comments of August 11, 2006.
These conmlents have been satisfactorily addressed with the following exceptions:
BONDING REQUIREMENTS
1. The following bonding requirements apply to this project:
Performance Guarantees
An Erosion and Sedinient Control Perfonnance GuaTantee is needed f01 this project.
STORMW A TER QUALITY REVIEW COMMENTS-CONSTRUCTION PLANS
The following items of the storm water pollution prevention plan have not been satisfied:

Include a regular street sweeping schedule.
Rear-yard swales and the pond should be stabilized with erosion control blankets and seeded as soon
as they are built. Silt fence should be installed around all of the rear-yard swales before home

Include the calculations for the selection of the Aquaswirl unit.
Change the note in the plans from sheet 7.0 to 10.0.
If the pond is to be lIsed as one of the two required water quality BMPs, refer to the City of Carmel
Stormwater Techncial Standards Manual Chapter 700 for design requirements. Items to consider
include short-circuiting iil the pond, pond depth, and pond plantings.

An O&M manual specifying information regarding maintenance of both of the water quality BMPs
is needed. An owner acknowledgement agreement for the BMPs has been included and sholdd be
completed and submitted with the O&M manual.
We request that all responses to oOr comments be provided in writing. Failure to provide written responses
may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (if required) must be posted priorto Engineering Department
approval. Also, Board of Public Works and Safety approval and any other governing agency approvals (if
required) must be obtained prior to Engineering Department approval.

The following lctter represents comments from the Engineering Department for this project specifically
addressing the areas of storm water quality. We have reviewed the construction drawings submitted for
this project for the September 20, 2006 Technical Advisory Committee meeting and offer the following
conm1ents:

Need better deseriptiQl)s and limitations.
H2. Sequence describing storm watcr quality measure implementation relative to land disturbing
activities
A drawing demonstrating measmes needed during grading and a drawing demonstrating measures
needed after streets and utilities are in and homes are being constructed would be preferable to
"Temporary" and "Permanent" sheets cunently included.
The sequences on C300 and C3Q2 should match.
Change all references of the Hamilton County Soil and Water Conservation District to the City of
Carmel.
The referenced filters and traps are not shown in the plans.
Include building and home construction.
Rear-yard swales and the pond should be stabllized with erosion control blankets and seeded as soon
as they are built. Silt fence should be installed around all of the rear-yard swales before home
construction begins.
All permanent BMPs should be cleaned at the end of construction of homes in the subdivision.

Chapter 700 of the City of Cam1el Stormwater Technical Standards Manual for details. There are
guidelines for certain BMPs to be considered for water quality purposes. If the landscaping is to
serve as a water quality BMF for this project, a detailed explanation of how the plants and design
selected are in excess of that required by Scott Brewer and how these plants and landscape plan
will reduce runoff and enhance post constmction stormwater quality.
