Comments and concerns are as follow: 1. Add the Docket Number for the Secondary Plat (06050019 SP) 2. Identify corner lot and subdivision comer monumentation either through notation, or with symbols and legend. 3. The 50 foot right of way of Homestretch Drive, Copperfield Drive, and Lost Springs Road must be labeled on every sheet showing these roads. 4. Along the western border (sheets 5 and 6) what is the area to the ease ofthe Drainage Easement? I assume it is the Landscape Easement. If so, please label accordingly. 5. Remove lIDused legend items (currently "S., D., U. & W.E." and "L.S.E." are unused). I know this site has landscape easements - please label them. 6. Delete the "extra" curve table row that is on the tops of sheets 2 and 3 7. Include a statement of Right of Way Dedication. 8. Update the Board of Public Works signature block by adding signature lines for the following members: J ames Brainard, Mayor Mary Ann Burke, Member Lori Watson, Member Diana Cordray, Clerk/Treasurer Once all required changes have been made and comments addressed, please produce a Mylar copy (with owner's signature) for signature by this Department. Two paper copies of the plat must be filed with the Mylar prior to recording. A digital version, three paper copies, and a Mylar of the recorded plat must be submitted following recordation. This project falls within the incorporated area and MS4 jurisdiction of the City of Carmel. 2. This proposed project DOES NOT fall in a Carmel Watershed Protection Area.. 3,' This proposed project falls in the J.W. Brendle Regulated Drain Watershed. This watershed has an allowable release :rate of 0.24 efs per acre. 4. Please address all comments from the June 8, 2006 Crossroad Engineers before plan approval is requested. HeSO will not need to see revised plans but will need to see a copy of the approval letter from Crossroad Engineers before plans will be approved. If the comment letter requires changes to the drainage: calculations, please submit 1 final copy of the drainage calculation to this office for the regulated drain file. 5. Tbe secondary-plat does not call out Block C & D as Drainage Easements or show easements covering the regulated drains within these common area. Please revise the secondary plat to cover these regulated drains with a minimum of 15t easement in both directions of the center line of pipe or preferably grant the entire Common Area Block as a D.E. Dear Mr. Sharp: The City has received your comment letter and drawings dated May 23, 2006 based upon the City review of May 5, 2006. The comments from the City review have been satisfactorily addressed with the following exceptions: COMMENTS - CONSTRUCTION PLANS 14. In the title, this development is referred to as Section 2, but elsewhere it is referred to as Phase 2. Please change the numbering convention wherever it appears in the plans to Section 1 and Section 2 rather than Phase I and Phase 2. Please revise the numbering convention as requested. On the cover sheet, the name should be "Saddlebrook at Shelborne, Section 2 and wherever Phase 1 and Phase 2 appear in the plans, they should be revised correspondingly to Section 1 and Section 2. This would make this set of plans consistent with the previously approved set, which was approved as Section 1. 19. The Department requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that all required submittals for primary plat, secondary plat, and construction drawings be made. The digital files must be submitted to the Department of Engineering prior to approval of the construction plans. 20. The City has adopted a new paving policy. Please revise any notes, specifications, and details to acconunodate this policy. The language of this policy must be added to a specification sheet on the plans. We did not find the paving policy within a specification sheet on tbe plans. Please identify the sheet number where tbat appears. 21. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to accommodate this policy. The language of this policy must be added to a specification sheet on the plans. This project is subject to the Carmel Stormwater Management Ordinance, which was adopted February 6, 2006. Based on additional review, the City provides additional comment: 1. The eight sets will then be sent to the Hamilton County Surveyor's Office for approval and signatures. Three approved sets are to be returned to the City of Carmel. "'Storm sewer bonding wiJI be under the jurisdiction ofthe Hamilton County Surveyor's Office. They may also require bonding for Monuments & Markers. If that is the case, we will not require duplicate bonding. Sanitary sewers are under the jurisdiction of the Clay Township Regional Waste District. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials and types of male rials, etc. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% ofthe Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's Checks, Certified Checks or Official Checks. Please reference the enclosures for more detailed explanation of our procedures. AVAILABILITY AND CONNECTION FEES 10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to the start of construction activities. Availability Fees are based upon total platted acreage for the development at the current rate of$1,01O.00 per acre (Water Availability Fee). Based upon the overall indicated acreage, the following Water Availability Fees would apply: 60.21OAcres @ $1.OJO.OO/Acre = $60,812.00 Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees are paid when the infrastructure has been complete, satisfactory test results obtained and the subdivision has been released for permits. Water Connection Fees are paid on a per-lot basis. . If an IrrigatIon system, swimming pool or clubhouse is planned/or this development, or any futu.re section of the development. additional Water Connection Fees will be assessed based upon the recommendation o/the Dlrecto1' o/Carmel Utilities. 11. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted for review to this office. We will share Crossroad's comments as they are received. When construction plans are submitted for T.A.C. review for this development, please provide 2-sets of plans and calculations to allow us to send the extra set to Crossroad and save some time in the review process. COMMENTS - CONSTRUCTION PLANS A seven-page Plan Certification Form has been enclosed. This form was created with the desire and intent to streamline the plan review process. We request that you please complete this form and return it to the Department of Engineering as soon as possible. Additional comments will be provided by the Department of Engineering after the Certification Form is returned. Please treat each item on the form as a requirement of the Department of Engineering. Providing a "no" or "N/A" response to any of the items does not relieve the Developer of the responsibility of meeting the requirements of the Department of Engineering. The Department of Engineering will make the final determination as to the acceptability of any "no" or "N/A" responses. 12. It appears as though the proposed plans for Section 2 are nearly identical to the previously approved plans for Section t. Would you please point out IUlY differences or discrepancies. 13. Please darken the shading to the level that it is on the plans for Saddlebrook at Shelborne, Section L 14. Please provide drainage calculations to this office and to our drainage review consultant. 16. It is apparent that some off-site easements will be necessary to install the slUlitary sewer. These easements must be secured prior to the Department of Engineering approving the drawings. 17. All lots adjacent to side yard easements should be wide enough to accommodate the IUlticipated house model and any planned driveways such that there is no encroachment in the easements. 18. All paving within the existing and proposed City right-of-way shall conform to the requirements of the Department ofEilgineering. Please add a note to the drawings that the Contractor shall contact the Department of Engineering to schedule a pre-construction meeting to review the Department's construction requirements, staffnotificationrequirements, required inspections for certain stages of the work IUld to review the authority of the Department as it relates to work within the existing and proposed City right-of- way. 19. Please provide detention volume for the fully developed Thoroughfare Plan right-of-way for Shelborne Road. 20. On sanitary sewer plan/profile sheets, add a note that there are to be no manholes in the pavement, curbs, or sidewalks. 21. On the water distribution plan, add a note that there are to be no manholes or water valves in the pavement, curbs, or sidewalks. 22.
