Docket No. 07050013 PP:Forestal Estates Minor Subdivision The applicant seeks primary plat approval for 3 lots on 2.33 acres. The applicant also seeks the following subdivision waiver request: Docket No. 07050019 SW SCO Chapter 6.03.19 Access to Collector Roads The site is located at the northeast corner of 14 L SI St. and Ditch Rd. and is zoned S- 1/Residence. FiLed by Badger Engineering & Assoc. hlC, (formerly filed by DeBoy Land Development Services, Inc.) The petitioner seeks primary plat approval for 3 lots on 2.33 acres. The overall density is 1.29 units per acre, and since this is a minor subdivision, it is exempt from the Open Space Ordinance requirements. This proposed subdivision is located at the northeast corner of 141'1 St. and Ditch Rd. and is zoned S- l/Residence. It complies with all ofthe S-1 zoning ordinance requirements. Just north and cast of this parcel is the already-platted and built subdivision of Kingsborough. It is proposed that each lot will have their mvn driveway. Additionally, the petitioner seeks subdivision waiver approvalrrom the subdivision control ordinance, sca Chapter 6.03 .19, for access to Collector Roads. Because this is a small 3-lot minor subdivision, there is not any room to set the lots back 200 feet from the collector roads. Please refer to the info packet for further detail. Proposed covenants and restrictions are within the info packet. At the Oct. 2 Subdivis.ion Committee meeting, the committee voted 4-0 to move this item to the full plan commisSIon with a favorable recommendation with the following conditions: 1. that the city forester receives a tree preservation plan by Friday, October 5 (done), 2. that the petitioner revise the covenants to add 2 items: a. No Front Loaded Garages (done) b. Use Metal or Wrought Iron Fence between or around property (done) 3. Create a statement about Lot # L's driveway cut, which will be right in and right out in future (done), and 4. That the petitioner complies with City's Draft Residential Architectural Guidelines. DOCS concerns/comments: 1. The City Forester, Scott Brewer, has approved the landscape plan and tentatively approved the tree preservation plan. An update on the tree preservation plan approval status will be given at the Oct. 16 meeting. 2. Engineering Dep't comments: the Dept is comfortable with approval of the primary plat. 3. The petitioner has verbally committed to complying with the City's Draft Architectural Guidelines, regarding architecture. The Department of Community. Services recommends the Plan Commission approve these items, after all comments and concerns are addressed.
