Docket No. 07050013 PP: Forestal Estates Minor Subdivision The applicant seeks primary plat approval for 3 lots 00 2.33 acres. The applicant also seeks the following subdivision waiver request: Docket No. 07050019 SW SCO Chapter 6.03.19 Access to Collector Roads The site is located at the northeast comer of 141 st St. and Ditch Rd. and is zoned S- llResidence. Filed by Stacey Fouts of DeBoy Land Development Services, Inc. The petitioner seeks primary plat approval for 3 lots on 2.33 acres. This proposed subdivision is located at the northeast comer of 141 st St. and Ditch Rd. and is zoned S-llResidence. It complies with all of the S-l zoning ordinance requirements. Justnorth and east of this parcel is the already-platted and built subdivision of Kings borough. Please refer to the info packet for further detail. The petitioner has stated that lots one and two will shared access off of 141 Sl Street, and lot 3 will have a drive off of Ditch Rd. However, the petitioner also seeks subdivision waiver approval from the subdivision control ordinance, SCD Chapter 6.03.19, for access to Collector Roads. Because this is a small 3-lot minor subdivision, there is not any room to set the lots back 200 feet from the collector roads. It may be possible to provide a frontage road or alley; tbe petitioner will have to show that this option was explored. DOCS concerns/comments: 1. The petitioner should present the Commission with architectural commitments & photo examples. 2. The petitioner is still working with the City Forester, Scott Brewer, on the landscape plan aod tree preservation plan. On 07/26/07, the City Forester stated that Mr. DeBoy told him in a phone call, about another matter, that he would get him a revised set of plans for Forrestal Estates, but he never did. 3. Engineering Dep't comments: This project currently has some significant issues causing the Engineering Dept to not provide support for approval. The project does not have a defined dr.ainage outfall and will surface discharge to a system that mayor may nothave accommodated the runoff from this site. An off-site pipe extension may be necessary. The Department cannot support the waiver for the Access to Collector Roads. The Department would favor the construction of a cul-de-sac with an access point as far to the e'ast on 141st Street as possible. The City could not guarantee full access to this street in the future as the existing median is extended to the east for the first anticipated full access at Cheswick Boulevard. There is not ATP 10-ft aspha.lt path indicated along the frontages. The Department will request widening, milling and resurfacing from the limits of the roundabout proj eet to the eastern property line. The right-of-way at the northeast corner of the intersection of 141 st Sheet and Ditch Road does not satisfy the City's requirements. The Department would expect a commitment equal to the cost of construction of the thoroughfare plan improvements across each frontage. Most of these items have a significant impact on the land plan and costs that the petitioner has likely not anticipated. 4. Show how the site, driveways, and roundabout all interact. The Department of Community Services recommends that the Subdivision Committee fonvard this project to the full Plan Commission meeting on August 21 after all comments and concerns have been addressed.
