Dear Mr. DeBoy:
We have reviewed the.siteconstruction plans submitted for review at the lune 20, 2007 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. These comments represent the Department of Engineering's ~ review of the construction plans
for this project.
2. We request that all responses to our comments be provided in writing and be accompanied by a
drawing reflecting the requested revisions. Failure to provide written responses may result in the
delay oftbe review process.
3. It is critical that this office be made aware of all modifications made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of c>urprevious
reviews. Please notify us of any changes and specifically state any changes, including clumges
resu1tingfrom Plan Commission, BZA or other committee meetings.
4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. !fyou have not already done so. please provide a set of
drainage plans and calculations to their office for review. We will share Crossroad's comments as
they are received.
5. FiDaI drawings will not be approved for construction until:
a. All Engineering Department and Utility Department and Hamilton County Surveyor issues
have been resolved.
b. All bonds and performance guarantees are posted.
c. All Board of Public Works and Safety approvals and any other governing agency approvals (if
required) are obtained.
d. All off-site easements necessary to install utilities to serve.tbe development are secured.
e. Digital tiles have been submitted.
f. Water and Sanitary Sewer availability fees have been paid.
6. The Department reserves tbe right to provide additional comments based upon subsequent
reviews.
7. An approved Storm Water Management Permit is required prior to commencing any earth
disturbing activity.
8. An approved right-of~way penn it is required prior to commencing any work in the public right-of~
way.
9. Ifit will be necessary to relocate existing utilities, the cost for such relocation shall be borne solely
by the Developer. If utility poles must be relocated, they must be relocated to within one foot of
the proposed right-of-way.
10 The Department requires that the construction drnwings be developed in accordance with the City
of Carmel digital submission standards and that aU required submittals for primary plat, secondary
plat, and constnJction drawings be made. The digital files must be submitted to the Department of

a. The project site is located within current City of Carmel Corporate Limits.

12. Drawings submitted for approval:
a. The design engineer must certify all drawings submitted for fmal approval.
b. If dual jurisdiction of the City of Carmel and the Hamilton County Surveyor's Office is
required for this project, a minimum of eight-sets of drawings will be required for approval
after all issues have been resolved. The drawings will be stamped as approved and will be
signed by the City Engineer and Director of Cannel Utilities. The 8-sets are then delivered to
the Hamilton County Surveyor for approval. The Owner will receive three-sets, one of which
is to be maintained on the construction site at all times. The City of Cannel will receive three-
sets and the Hamilton County Surveyor will retain two-sets.
13. Cannel Utilities will provide a separate review ofwatet issues. If you have not already done so,
please provide the construction plans to their office for review:

BOARD OF PUBLIC WORKS AND SAFETY
16. Please use the Engineering Department deadlines for submissions to the Board.
17. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (if applicable) and completion of ll'eview by the
Technical Advisory Committee. All written requests to be.,placed on the Board's agenda
must include the appropriate Docket Number and tbe date (or dates) of approval by the Plan
Commission andlor the Board of Zoning Appeals (if applicable).
18. Water Availability approval from the Board is based upon the total number of single family
residential units. Reference item #35-37 below for a more detailed explanation.
19. If a community swimming pool, community clubhouse or community bathhouse is planned for
this development; additional Water and Sanitary Sewer Availability approval from the Board will
be required.
20. If an entryway irrigation system or other community irrigation systems are planned for this
development, additional Water Availability approval from the Board will be required.
21. Commercial Curb Cut Approval - This approval will be required for any residential driveways to
be located on either 14] II Street or on Ditch Road. If a variance is not obtained for a frontage
place, the Department requests a cul-de-sac be constructed to serve the development rather than a
frontage place. If a proper variance for access is obtained, the Department will only support two

drive cuts. One on Ditch Road at the northern property line and one on 141 It Street at the eastern
property line. One will need to serve two lots, A cut on 141 sl Street may not be provided full
access in the future. Provide a letter to this office requesting BPWS Commercial Curb Cut
approval. Provide an 8 Yz x 11 exWbit or exhibits detailing the requested curb cut(s) with all
appropriate dimensional data including width, radii, auxiliary lane dimensions, existing and
opposing streets or drives, etc..
22. Temporary Construction Entrance approval if the location is at a site other than the location of the
proposed pennanent entrance to the development. Submission requirements are the same as for
commercial curb cut.
23. The installation of any permanent, privately o\Vlled and/or maintained improvement (signs,
decorative street signs, walls, streetlights, etc.) within platted or dedicated right of way or platted
or dedicated easements requires the execution of a Consent to Encroach Agreement between the
Owner and the City of Carmel. The Board of Public Works and Safety executes such agreements.
The City Engineer may approve irrigation system agreements.
24. Secondary Plat approval ifapplicable.
a. All performance guarantees must be posted prior to submission of secondary plats for Board of
Public Works and Safety approval.
25. Dedication of Right of Way if not platted.
26. Are any open pavement cuts of 141 Sf Street or Ditch Road required to provide sanitary, water,
storm, CATV, electric, telephone service to the development or to each lot? Open pavement cuts
must be indicated on the plans and requiTe BPW &S approval.
BONDING REQUIREMENTS
27. There is not enough infonnation on the submitted plans to make an accurate determination of
Performance Guarantee requirements. A typical subdivision would be required to provide
Performance Guarantees for the following:
a. Streets (base, binder and surface must be bonded together)
b. Curb & Gutters
c. Water Mains
d. Street Signs.
e. Storm SewersIDrainage (could be Hamilton COWlty Surveyor jurisdiction)
f. Monuments and Markers (could be Hamilton County Surveyor jurisdiction)
g. Interior Sidewalks (builder's lot right of way sidewalks).
h. Exterior Sidewalks (common area/perimeter road right of way sidewalks/asphalt paths).
i. Right of Way Improvements may be bonded separately. This could include
acceleration/deceleration lanes, passing blister, pavement widening, thennoplastic striping,
stone shoulders, curbs, etc. if applicable.
j. Erosion and Sediment Control and Stonn Water Quality. Please contact Amanda Foley,
Engineering Department Stormwater Administrator, for details regarding engineer's
estimates/performance guarantee requirements for these items.
28. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineer's Estimates for each improvement including
quantities; unit costs, pipe sizes and materials, etc.
29. Upon completion and release of individual Perfonnance Guarantees, a three.year Maintenance
Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the
Performance amount for Streets and Curbs and 10% of the Performance amount for all other
improvements.
30. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of
Credit.
31. Please reference the enclosures for more detailed explanation of our procedures.

RIGHT OF WAY PERMIT AND BONDING
32. Any work in the dedicated right of way of 141 or Street andlor Ditch Road will require an approved
Right of Way Permit and a License & Permit Bond.
33. The bond amountis detennined by the number of instances of work in the right of way at
$2,000.00 per instance. However, if the work is included in the scope of work ofa required and
posted Performance Guarantee, the Performance Guarantee may be used to satisfy the bond
requirements of the Right of Way Permit.
34. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way pennitting and
bonding.
AVAILABILITY AND CONNECTION FEES
35. The Availability and Connections Fees are current as of this date but are subjectto future revisions
and are as follows:
a. Water Availability (acreage) Fee = $1,010.00 per acre plus $300.00 Development Application
Review Fee (effective 712/07).
b. Water Connection Fee = $1,310.00/1.0 EDU + $86.00/1.0 EDD Tap Inspection Fee (effective
712/07) totaling $1,396.00/1.0 EDU.
36. Availability (acreage) Fees must be paid after all other Engineering Department requirements have
been satisfied and prior to approval and start of constroction activities. Availability Fees are based
upon total platted acreage or legal description acreage for the development. Based upon the
indicated acreage on Sheet CI.O, the following Availability Fees would apply:
a. Water- 2.328A @ $1,010.00/A = $2,351.28 + $300.00 = $2,651.28
b. Connection Fees are paid when the infrastructure has been completed, satisfactory test results
obtained and the development has been released for building pennits. Connection Fees are
paid on an individual buildingllot basis. Based on the drawings submitted, there appear to be 3-
residential dwellingsllots.
37. If an entryway irrigation system or other community irrigation system is planned for this
development, additional Water Connection Fees will be assessed based upon the size and usage of
the system and upon the recommendations of the Director of Carmel Utilities.
CONSTRUCTION DRAWING REVIEW COMMENTS
38. General Comments
a. If existing off-site easements are being utilized for the installation of various utilities to serve
the site, please confirm that aU utilities that will serve this site are public utilities and not
service laterals..
b. This project is subject to the Stonnwater Management Ordinance, which was adopted February
6,2006.
c. Please contact Amanda Foley to review storm water quality/treatment requirements.
d. Please add a note to all appropriate sheets that no earth disturbing activity may commence
without an approved storm water management permit.
e. Please include the summary drainage information required by Section 100 of the Stormwater
Technical Standards Manual on the appropriate sheet.
f. Please verity that no drainage and utility easements overlap tree preservation or landscaping
easements.
g. The drawings shall reflect all improvements that were included in the City's reconstruction of
Ditch Road and construction of the roundabout including curbs, sidewalks/asphalt paths,
medians, storm sewer manholes, curb inlets and pipes, and any other buried utilities.
h. The City has adopted a new paving policy. Please revise any notes, specifications, and details
to accommodate this policy. The language of this policy must be added to a specification sheet
on the plans.
i. The City has adopted a new curbing policy. Please revise any notes, specifications, and details
to accommodate this policy. The language of this policy must be added to a specification sheet
on the plans.

j. Please indicate why a variance is being sought for the frontage place requirements and why a
cul-de-sac was not considered.
Ie. The Department will not support the subdivision waiver request and will reconunenda cul-de-
sac to the Plan Commission.
39. Sheet CS
a. This name of this project was spelled Forestal on the T.A.C. agenda and on your transmittal
sheet. It is spelled Forstal on the construction plans. Which is correct?
b. The Department assumes Lot 31 is a typographical error on this and all sheets.
c. Sheet List Table. Sheets C4.0 and C5.0 are not included in the list and were not included with
the submittal. Sheet C3.0, Site Grading and Utility Plan was omitted from the plans submitted
to this office for review.
d. Please remove tree symbols from the proposed site plan.
e. Please identify and label141st Street on the proposed site plan.
40. Sheet Cl.O
a. Identify and label 141 st Street on the proposed site plan.
b. There is a demolition legend but none of the symbols in the legend are indicated on the
drawing.
c. The Department assumes the existing drive to lot 31 will be eliminated. If this drive is to be
eliminated., the portion of the drive in the right-of..way shall be removed in accordance with
Carmel City code section 227(h)(1O). The existing depressed curb shall be removed to the
nearest joint and replaced with City standard chairback curb. If this cut wiII continue to be
utilized, it shall be brought to current City standards per Cannel City code section 227(h).
d. This sheet does not seem to serve any useful purpose.
e. Note 13 shall be added that requires connection of any drain tiles encountered during
development to a positive outfall.
41. Sheet C2.0
a. Again, the Existing Legend and Abbreviations and the Site Legend seem to serve no useful
purpose as none of the symbols are utilized on the sheet.
b. Please separate the Landscape Plan from the Site Plan. Do not submit Landscape Plans with
construction plans submitted to the Engineering Department for review and approval. We do
not have approval authority over landscaping.
c. Identify and label 141 sI Street on the plans.
d. Identify, label and dimension right of way lines.
e. Please add the following note: All paving within the existing and proposed City right-of-way
shall conform to the requirements of the Department of Engineering. Contractor shall contact
the Department of Engineering to schedule a pre~construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections
for certain stages of the work and to review the authority of the Department as it relates to
work within the existing and proposed City right~of~way.
f. The Department understands a variance is being sought from the requirement for a frontage
place. The City requests the construction of a cul-de-sac in lieu of a frontage place to serve the
development located such that access is as far east on 14151 Street as possible if a variance is
not obtained. As the Department expects the 141st Street median to extend to the frrst full
access at Cheswick Boulevard in the future, full access to the cul-de-sac cannot be guaranteed
by the City.
g. Curb return radii of public road approach shall be 40-foot.
h. Compliance with the City's Thoroughfare Plan includes construction of half of the
improvements prescribed by the Thoroughfare Plan across the frontage. Typically, developers
provide the money equal to the value of constructing these improvements to the City for
deposit in the City's non-reverting Thoroughfare Plan fund. This applies to the 141st Street
and Ditch Road frontages.

i. The Department will not require auxiliary lanes as right-of-way is not likely available to the
east. A passing blister is required if adequate right-of-way exists on the south side of 141 Gt
Street
j. The Department requests widening of the 141sc Street frontage such that a 24-foot wide
roadway is provided from a point 160 feet west of east property line to a point 100 feet east of
east property line.
k. Within the widening limits, City standard gravel shoulder shall be installed on each side of
roadway from the end of the curbing of the road project to the eastern limit of widening.
1. Please confirm the existing right-of-way to the parcel to the east to ensure requested widening
and 40' curb radii may be constructed.
m. 10-foot alternative transportation path is required across each frontage.
n. City standard ADA ramps are required where path crosses public street.
o. If the existing right-of-way is less than that prescribed by the thoroughfare plan, additional
right-of-way shaUbe dedicated to comply with the thoroughfare plan.
p. A 45 degree angle right-of-way comer cut shall be provided at the southwest comer. The line
of this right-of-way shall be that line perpendicular to a 120' radius from the intersection of the
existing centerlines of 14 I Sf Street and Ditch Road.
q. The City requests curb from end of road project to the entrance return radii on the north side of
the project.
r. 5' sidewalk is required on each side of the cul-de-sac.
s. The cul-de-sac shall comply with all City standards.
t. The City requests full width milling and resurfacing between the limits of the requested
widening.
42. Sheet C6.0
a. Identify and label 14151 Street on the plans.
b. The temporary construction entrance will require BPWS approval. If a cul-de-sac is installed,
the construction entrance, if moved to cul-de-sac location, will not require Board of Public
Works and Safety approval. If a cul-de-sac is not constructed, the entrance should be moved to
141st Street due to the median on Ditch Road.
c. City ordinances related to protection of and restoration of existing street, walk, path, and curb
shall apply to the construction entrance. Please add a note to this affect to this plan.
d. The City's storm water quality standards shall apply to this project. This shall include, but by
no means be limited to, two BMP's.
43. Grading and Drainage
a. A proper grading and drainage plan shall be provided.
b. Drainage calculations shall be provided.
c. How is the apparent 898 low area at the northeast comer being drained?
d. Where does swale at northeast comer go? What is outfa]l?
e. The Department will evaluate the need for a piped outfall in lieu of the proposed ditch/surface
discharge.
f. Are their any direct runoff areas?
g. Please indicate how perimeter and offsite drainage is being addressed.
h. Rear yard swales require subsurface drains.
i. If a regulated subdivision, is access to pond per standards?
j. All existing road drainage, culverts, and bridges need to be indicated on the plans. The City
may require reconstruction or extension of any existing drainage piping or structures in right-
of-way adjacent to development.
k. How is roadside drainage maintained?
1. Right-of-way drainage and detention of fully developed right-of-way across each frontage
must be provided. Stub piping shall be extended to right-of-way for future connection.
m. Please indicate flood route on and off~site to ultimate receiving system.
n. Please indicate spillway on pond.

o. What is the ultimate drainage outlet? Did downstream system anticipate this concentrated
flow? Is there an adequate outfall?
44. Utility plan
a. Please indicate existing utilities.

a Please include County standard swale detail in liew of the DeBoy Land Development Services
swale section detail.
46. Sheets 9.0, 10.0, and 10. I
a. The Department has comments related to this sheet but will issue as a part of the next review.
b. Based on if the cul-de-sac is constructed or not, there are numerous details that will need to be
added.
47. If a variance is, obtained from the requirements fora frontage place and drive cuts are pursued, the
following standards shall apply:
a. Access shall be indicated on the plans.
b. Per previous comment, the Department will only support two cuts to the BPWS; one on Ditch
as far north as possible and one on 14 I st Street,.as Jar ~ast as .possible. One drive will need to
serve two lots. It must be acknowledged that a full cut will not be provided off of Ditch and it
is not likely that full access will be maintained to 14] st Street cut long term.
c. Each cut will require BPWS approval.
d. The portion of each drive in the right-or.-way shall be constructed of concrete.
e. Existing curb shall be removed to nearest joint for each cut and shall be replaced with City
standard depressed curb. Such work shall be indicated on the drawings.
f. All existing improvements shall be protected and repaired or restored in accordance with City
ordinance.
g. Each apron shall conform to all current City standards (dimensions, thickness, etc.).
h. Drainage shall be maintained in accordance with City standards.

We ha.ve reviewed the oonstruction plans submitted to the Hamilton County Surveyor's
Office on June 14,2007, for this project and have the following comments:
I. The proposed project falls in the incorporated area and MS4 jurisdiction of the
City of Carmel.
2. The proposed prOje<:t DOES NOT fall in a Cannel Wellhead Protection Zone.
3. The proposed project falls in the Osborn & Collins Regulated Drain Watershed
and drain through the Kingsborough Regulated Drain Watershed.
4. Please submit the following procedural items with the revised oonstruction plans
to this oflice,Petition for Regulated Drain. Subdivision, outlet permit to the
Kingsborough Drain, subdivision. non-enforcement agreement, engineer's
estimatt:, and allassoeiated bonds (storm sewers, SSD, and monumentation) for
120% of construction cost. The applications are available on our website at

So It appears that the off-site sanitary sewer work will cross or run parallel to parts of
the Saddle Creek Regulated Drain. Insufficientinformati.on is given in the plans
to make the actual determination, which is why the regulated drain5 should be
shown in the construction plans. Once this is done, either a crossing permit
and/or utility non-enforcement agreement may be required.

6. Hamilton County Ordinance 4-26-99-C(7)a requires each lot to have access to an
adequate outlet for sump pump disc:l:1Jrges. Since this subdivision does not have
curbline SSDthat laterals can be install on. then other options need to be explored
to come up with adequate approval outlet points.
7. Hamilton County Ordinance 4-2(i~99-C(7)e does not allow dry detention basins to
be located on residential lots, which is currently what the construction plans show.
The same section of the ordinance also requires SSD under the dry detention
basin. Based.OD the current design, as variance from this ordinance will be
requinld from the Hamilton County Drainagr; Board.

invert of the existing structw"e that this site will connect into as 892.38. This
appears. to be slightly higher then design assumptions made for this project.
1 L The developer will be responsible for contacting the Property Owner of Lot 89 in
Kingsoorough to negotiate access to the regulated drain. While easement is in
place per the secondary plat, HCSO can not "grant" access permission to the
property.
12. This site does have a private tile across the site, but it is believed the tile does not
extend beyond the limits of the parcel. If1hat is the case, the tile should be
crushed across the site so it does not cause future issues for the property owners.
13. The detention pond outlet will need to be constructed out ofRCP, with a concrete
end section and trash guard. Also, please mo'Ve the tree at least IS' away from the
centerline of the pipe. Please include an appropriate HCSO Standard Details in

I received construction "plans" for this submittal yesterday.
They combine the site and landscaping plans, and the existing conditions and Demo plans.
This does not seem to be acceptable because the information I need does not appear to make
it on to the plans when they are combined.
1. The plan shows a tree (one species) planted about every sixty feet on two sides. This
does not meet the Section 25.04 Perimeter Bufferyards requirement of the ordinance.
Please submit a landscape plan that meets the Section 26.04 requirements, including a
plant schedule, planting notes, a graphic planting details, all easements, and utility
lines, and anything normally required or included in those plans.

The following letter represents comments for this project specifically addressing the area of alternative
transpOJiation. I have reviewed the drawings submitted for the May 16, 2007 Technical Advisory Conmrittee
meeting and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) The Carmel Clay Alternative Transportation Plan requires the construction of 10' asphalt path along
141't St and Ditch Rd. These paths should be located I' from the edge of the right-of-way and should
include ADA compliant ramps at all sidepath and sidewalk crossings.
We request that all responses to our comments be provided in ""Titing. Failure to provide written responses may
result in delay of the review process.
II is critical that this office be made aware of all modification made on the plans being re-submitted, paliicularly if
any such changes are considered "new" or fall outsidc of our previous reviews. Please provide revised plans
indicating all revisions. Please notify us of any changes and specifically state any changes, including changes
resulting from Plan Commission, Special Studies or other committee meetings.
The Department of Community Services reserves the right to provide additional comments based on subsequent
reVIews.
