WEST CARMEL DRIVE RETAIL CENTER
DEVELOPMENT SUMMARY
Thomas English Retail Real Estate, LLC is proposing the development of a new retail building on the
Meijer outlot located northeast of the intersection of 126th Street/Carmel Drive and Pennsylvania Street. (Please
see aerial photo under TAB 2.) The site is approximately 1.73 acres in size and a part of the Meijer Zone in the
Old Meridian Office District zoning classification. it is located north of the Hamilton Crossing retail center, south
and west of the Meijer store and the Meijer Convenience Store and east of the Opus North office development.
The proposed development plan for a multi-tenant retail building is consistent with and supportive of the
comprehensive plan and the Meijer Zone of the Old Meridian District.
The proposed development proposes a retail building area of LO,600 square feet with retail entrances on
the south and west fronting Carmel Drive and Pennsylvania Street. The build ing has been located on the site to
eonfonn to the development standards of the Meijer Zone and to comply with the Meijer site requirements.
(Please see the site plan under TAB 3.) The building has been designed in accordance with the architectural and
development standards for the Old Meridian District-Meijer Zone. However, although the west facade of the
building is not immediately adjacent to an Open Drive or public street, the building has retail entrances on the
west facade to enhance the west facade of the building and to take advantage of the visibility along Pennsylvania
Street. A development standards variance has been filed to allow for this design. (Please see the building
rendering and building elevations under TABS 5 and 6 respectively. Site landscaping has been designed in
accordance with the Old Meridian District slandards. (Please see the landscape plan under TAB 4.) A signage
plan is being proposed, consistent with the Zoning Ordinance, to provide a consistent look with respect to the
signage. A variance is being sought to provide small, simple, name only tenant signage on the north facade to
identify the tenants to the traffic using the main east-west and north-south Open Drives on the Meijer site. (Please
refer to the Signage Plan under TAB 7.) Exterior lighting for the parking areas has been designed to comply with
the lighting requirements of the zoning ordinance. Cut sheets of the proposed fixtures for the parking areas and
the accent lights on the buildings together with the photometric lighting plan are included under TAB 8.

SIGN CRITERIA
(rev. 11-05-07)
AU tenant signs on the building shaLL conform to the provisions and requirements of the Carmel
Zoning Ordinance and to the following standards, unless otherwise specified:
1. All tenant signs shall be internally illuminated, individual channel letters attached
to the glass facades on the south and west using a "raceway."
2. The height of the letters shall not exceed five feet.
3. The length of the signs shall be proportionate to the letter height but shall not
exceed 80% of the storefront length.
4. The color and font of the letters shall not be restricted; however, the letters sha11 not
be composed of more than three co lors. Tenants may increase the number of colors
by petition to and upon the approval of a Committee of the Carmel Plan
Commission pursuant to the Commission's Rules of Procedure.
5. Window signage shall be allowed for all tenants and shall conform to the standards
established for window signs under the Chapter 25 of the Carmel Zoning
Ordinance.
6. The sign area of a tenant sign on the south or west building facade shall be
determined by the following table and is based upon the current Carmel Zoning
Ordinance and the distance of the signs from the building facade to the right of way
of Pennsylvania Street or Carmel Drive/126th Street:
o to 50 Feet of building frontage 51 to 100 feet of building frontage
40 square feet 75 square feet
7. The sign area of the tenant sign on the east building facade shall be limited to 40
square feet. (This sigh is contingent upon the approval of an appropriate variance
by and any additional conditions of the Carmel Board of Zoning Appeals.)
8. Tenant signage on the north building facade shall conform to the following

Landlord shall review the design of all signs and shall approve the colors, size,
location and placement of the letters.

Trees I Columns
The illumination of trees in sidewalks or
courtyards is an excellent application for ttle
6360. Fixtures should always be located out of
the normal pedestrian path to minimize
contact. This is normally in-line witrl the row of
trees, and out of the main sidewalk area. The
same fixture locations should also be applied
to building columns, locating them In-line with,
and.close to the columns. See Caution below.
Canopies and Overhangs
Overhanging building structures and canopies
are also excellent applications for the 6360.
To minimize contact ,-,,,ilh the fixtures, they
should be located close to the wall or glass
line where pedestrian traffic is not normal.
For free-standing canopies supported by
columns, fixtures should be located close to
Ihe columns. See Cautioll below.
Wall Grazing
The 6360 is excellent for creating a dramatic
grazing-light effect on building walls that have
reliefs and prOJections. As With canopies and
overhangs, fixtures should be located close to
the wall where pedestrian traffic is not normal.

CAUTION:
Two important factors should be conSidered IJihen locating below-
grade luminaires in pedestrian areas where the potential exists that
human skin might come In contact With the glass lenses: 1) Potenflal
frequency of contact. 2) Potential duration of contact There are no
universal guidelines for the application of belov.'-grade luminaires ill
pedestrian areas, Numerous studies exist on "recommended
maximum temperatures for touchable surfaces", and healthy adult
human skin is known to burn if it reaches a temperature of 43'C
(109"F). The key word is "reaches". because duration of contact is a
key faclor. For example, If you louch a surface.lhat is 200<C. the burn
will be Instant before reflex actions cause you to pull away. On the other
hand, if you touch a surface Ihat is 430C, It may take hours for a burn
to OCCUI. Kim Ligtlting has takerl the position that we must set the
application standards for this product based on our extensi\ie

Select and specify the correct Lamp/Lens/Fixture Position to achieve

After cOflsidering the Cautions stated on page 1, select
the appropriate Lamp/Lens/Fixture Position ior the
applicalion, basecJ on the Temperalure Chan al right.
Specifiers must cOflsider aflY local codes that may apply
to this type of fixture application, and O'.vners should
consider factors such as maintenance. For example, If
the pnmary lens is allowed to accumulate dirt or any
ot~ler film ttlat restricts light traflsmisslon, heat will build
and the lens temperature will rise above slated levels. In
generJI, Kim Lighting suggests Ihe following guidelines
for Lens Temperature
1. 550C Maximum. Use for applications that meet all
condilions slated ifl the "CAUTION' on page1,and meet
the guidelines above.
2. 430C Maximum, Use for applications where there is any
degree of uncertainly about meeting the conditions stated
in the "CAUTION" on page 1, or the guidelines above.
3. Do Not Use. If you have any apprehensions about
using a fixture of this type in a pedestrian area,
Kim LighlirlQ recommends that you consider using one of
the lTiany above-grade products in HIe Kim line.
