CRC-02-06-06 CRC Minutes. February 6. 2006 CARMEL REDEVELOPMENT COMMISSION Meeting, Monday, February 6, 2006 The meeting was called to order at 8 a.m. by President Ron Carter. Commission members Jerry Heniser, Rick Sharp and Bill Hammer were present, constituting a quorum. Also present were Bruce Donaldson, Loren Matthes, Bob Olson from CSO, William H. Culpepper from SEPRO, Jeremy Stephenson from REI and Judy Hagan. [Some bidders were present but didn't sign in.] Sherry Mielke and Phyllis Morrissey as support staff. Bid Opening for Demolitions Ms. Mielke and Mr. Olson opened and listed the bids received. The bids will be taken under advisement and a recommendation will be brought to the CRC February 21 meeting. Public Hearing Resolution 3-2006 of the City of Carmel Redevelopment Commission Approving.an Amendment to the Integrated Economic Development PlanJor the Integrated l26'h Street Corridor Economic Development Area Mr. Donaldson explained the amendment. The City has the authority to declare areas as either Economic Development Areas or Redevelopment Areas. The only redevelopment area in the City is the City Center Redevelopment Area. All other declared areas are economic development areas. The City also hasthe authority within an economic development area or a redevelopment. area to declare all or a portion of that as a tax increment finance allocation area. This resolution is doing two things. It is enlarging the I 26th Economic Development Area in three places and two of those places it is also declaring as an allocation area for purposes of tax increment finance. Ms. Matthes stated the first area being added is the east side of Range Line Road south of Carmel Drive, where the old Ponderosa was and where the new vet clinic is being builtso the area is going down to pick that up, too. The cconomic development area also goes east along the north side of I 16th Street a little ways. The TIF area only comes down the east side [of Range Line Road]. If there is future demolition and action that happens Ih along 116 Street that would get added as an allocation area later. The amendment also adds a parcel on Guilford Avenue just north of I 16th Street on the east side. It was left out earlier and something is supposed to be developed there. The other area is expanding the 126"h Street EDA down along the Pennsylvania Parkway to the very southern end to include the Lauth office building and the building going next to it. These are the three areas to be picked up with the 126th Street expansion. Mr. Sharp asked if the TIF which will be received from these new areas was included in the TIF calculations for the Performing Arts Center bond. Ms. Matthes replied that in a CRC Minutes. February 6. 2006 sense yes, because anticipated growth was included in the PAC bond calculations, but not necessarily these specific items. The Public Hearing for Resolution 3-2006 was opened at 8: 16 a.m. No one was present to speak in favor or opposition of the resolution. The Public Hearing was closed at 8: 16:30. Mr: Hammer moved for approval of Resolution 3-2006. Following a second by Mr. Heniser, the motion was unanimously approved. Public Hearin!! Resolution 4-2006 of the City of Carmel Redevelopment Commission Approving an Amendment to the Integrated Economic Development Plan fonhe Old Town Economic Development Area Mr. Donaldson stated this resolution adds certain areas to the existing Old Town Economic Development Area. These are listed by parcel number in the resolution. It also designates two existing areas in Old Town, the Lurie Tax Allocation Area and the Old Methodist Tax Allocation Area. Mr. Hammer asked if the Lurie T AA included the proposed parking behind the Lurie building. Ms. Matthes was not sure but will check and if not, irwill be added later: The Public Hearing for Resolution 4-2006 was opened at 8:20 a.m. No one was present to speak in favor or opposition of the resolution. Ms. Hagan, Clay Township Trustee asked that the Township be notified of all future amendments aboul.EDAs and RDAs, noting they have been in the past. Mr: Donaldson replied that when areas are originally established one of the requirements is that all overlapping taxing units be notified. That is not required when there are amendments to the areas. However, Mr. Donaldson will see that the Township is notified on all future amendments. The Public Hearing was closed at 8:22 a.m. Mr: Hammer moved for approval Of Resolution 4-2006. Following a second by Mr: Heniser, the motion was unanimously approved. Public Heario!! Resolution 5-2006 of the City of Carmel Redevelopment Commission Approving an Amendment to the Integrated Economic Development Plan for the Illinois Street Economic Development Area. Mr: Donaldson stated this is an expansion of the Illinois Street EDA. It does not declare either the expansion or any existing area as an additional tax allocation area. 2 CRC Minutes, February 6, 2006 Ms, Matthes stated the expansion at this time only adds some parcels, It is anticipated that the Sunrise Cafe will be demolished and replaced and some development will occur along Illinois Street. The Public Hearing for Resolution 5-2006 was opened at 8:25 a.m. No one was present to speak in favor or opposition of the resolution. The Public Hearing was closed at 8:25:30, Mr. Hammer moved for approval of Resolution 5-2006. Following a second by Mr. Heniser, the motion was unanimously approved, Public Hearinl! Resolution 6,2006 of the City of Carmel Redevelopment Com'mission Approving an Amendment to the Integrated Economic Development Plan for the Merchants Pointe Economic Development Area Mr. Donaldson explain this was an expansion of the Merchants' Pointe Economic Development Area to encompass the area on the northeast comer of I 16th and Keystone. It also declares it as a TlF allocation area. The Public Hearing for Resolution 6-2006 was opened at 8:27 a.m. No one was present to speak in favor or opposition of the resolution. The Public Hearing was closed at 8:27:30. Mr. Hammer moved for approval of Resolution 6-2006. Following a second by Mr. Heniser, the motion was unanimously approved. Public Hearinl! Resolution 7-2007 of the City of Carmel Redevelopment Commission Approving an Amendment to the Declaratory Resolution and the Amended Redevelopment Plan for the City Center Redevelopment Area Mr. Donaldson stated this is an amendment to the existing City Center Redevelopment Area. It does not involve an expansion but designates the Old Town Shoppes [Parcel 13, the southeast corner of Range Line and Main] as a Tax Allocation Area. The Public Hearing for Resolution 7-2007 was opened at 8:29 a.m. No one was present to speak in favor or opposition of the resolution. The Public Hearing was closed at 8:29:30. Mr. Hammer moved for approval of Resolution 7-2007. Seconded by Mr. Heniser. Mr. Sharp, noting an error in the resolUlionnumber, proposed the resolution be amended to read 7-2006. Seconded by Mr. Hammer and unanimously approved. The resolution as amended was unanimously approved. Old Business None 3 CReMinu'e,. February 6. 2006 New Business Ms. Hagan asked about the Monon Trail location in the City Center. Mr. Olson stated thatin the design there is no intent of building a parking garage on the foot trail. There will be no obstructions on the Monon Trail. There will likely be a bridge over the trail somewhere in City Center.
