Docket No. 06100023 Z: 2555 W 131 Sl Street (Trillium) The applicant seeks a change in zoning from S 1 to S2. The site is located at 2555 W 13 1 st Street and is zoned S 1. Represented by Baker and Daniels LLP for Adams and Marshall. This item '.vas on the February agenda, but due to inconect notice, it was continued to this meeting. Since that time the petitioner has revised the proposal in several ways. The following report is based upon the most recent proposal. The applicant seeks to rezone property from S 1 to 82 for the purpose of platting a residential subdivision. See the applicant's updated information packet for full details. The proposed 82 zonmg permits a density of 2.4 units per acre. The existing 81 zoning allows for 1 unit per acre. As proposed, thIS project has 60 lots on 32.45 acres, which is 1.85 units per acre. Both S 1 and 82 only allow single family detached residences. This request is for the rezoning only. This parcel would need to return to the Plan Commission for its primary plat process. During the primary plat process engineered plans would be required. Several of our issues have been resol ved by the reVIsed plans. The petitioner has now requested a more appropriate zoning (appropriate in the sense that it accommodates the proposed subdivision), east/west connectivity has been provided, the southern entry point has been shifted to align with vacant property to the south, and the petitioner is now proposing a series of commitments for architecture, layout, and landscaping. If this rezone were to get approved, the proj ect would return for primary plat approval (a public hearing). All subdivisions are required to meet the City's tree preservation standards. While the petitioner is committing to tree preservation in certain areas, a fully approved preservation and landscaping plan will be required at the primary plat phase. Staff does not generally support garage dominated houses. From the palette of homes provided in the information packet most place the garage in front of the living space. In these scenarios the front door of the home seems hidden - as opposed to celebrated. Staff does not support a single material front fa9ade that differs from the rest of the structure (the brick mask). A 11 facades should be clad in a balanced way - whether it is done by using a single material, or a combination of elements equally on each fayade.
