The City has received your comment letter and drawings dated April ] 0, 2007 based upon the City review
of March 2,2007.
The comments from the City review have been satisfactorily addressed with the following exception:
COMMENTS-CONSTRUCTION PLANS
1. Per my e-mail today, Engineering is attempting to resolve the mining and resurfacing issue, which
may require further plan edits to various sheets of the plan set.
These comments represent the Department of Engineering's fifth review of the construction plans for this
project. We request that all responses to our conunents be provided in writing. Failure to provide written
responses my result in the delay ofthe review process.
It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Board of Public Works and Safety approvals and any other governing agency approvals
(if required) must be obtained prior to Engineering Department approval. All performance guarantees must
be posted prior to submission of secondary plats for Board of Public Works and Safety approval.
The Department reserves the right to provide additional conunents based upon subsequent reviews and on
the grading and drainage system upon receipt of drainage calculations and detailed construction drawings.

review of February 6, 2007.
The comments from the City review have been satisfactorily addressed with the folJowing exceptions:
COMMENTS-CONSTRUCTION PLANS
23. The City typically requires 1" miHing with 1.5" H.A.C. # 11 resurfacing for the entire width of the
existing roadway across the property frontage. The roadway would then also need to be restriped
with thermoplastic striping. Please develop a plan for the restriping. Please add a note to this plan
that all striping shaH be thermoplastic. Please delineate the milling aild resurfacing areas with
hatching on the plans and appropriate reference in the legend. Thank you for making the
requested revisions. Per previous comments, the mill and resurface must be indicated across
the entire width of the existing Towne Road and 141"' Street frontages. The 4" yellow single
dashed line indicated on C404 must be a double solid yellow.

16. Any new pavement placed in the 141st Street and Towne Street rights-of-way for widening, for
auxiliary lanes and for each entrance up to the mainline right-of-way limit shall meet the following
section: 1.5 inches HMA # II surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on
7 inches #53 stone on 4 inches #2 stone or match existing, whichever is greater. Please delineate
this section with hatching on the plans and appropriate reference. in the legend. Please indicate
widening on the road cross-section. Please revise the legend on Sheet C403 such tbat tbe
hatching indicates required widening.
17. Please revise the curb joint detail to provide a maximum distance of 50 feet between transverse
expansion joints and a maximum of 10 feet between transverse contraction joints. Please indicate
that the transverse contraction joint spacings are maximum spacings.

The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS-CONSTRUCTION PLANS

27. Please be aware that it is the petitioner's responsibility to extend or replace existing road culverts
as necessary to accommodate road improvements. The Department of Engineering will make the
final determination of whether the culverts may be extended or if they must be replaced. Please
indicate on the plans, any culverts or other drainage structures beneath 14181 Street and Towne
Road that need to be extended due to the widening work. Are there Bny culverts beneath 141"
Street or Towne Road that are not shown on the plans?

We have reviewed the construction plans submitted for the September 20, 2006 Technical Advisory
Committee meeting. We offer the following comments:
GENERALINFO~ATION
1. The project site is located within current City of Carmel COJporate Limits.
2. Jurisdictions:
· Streets and Right of Way- City of Carmel (14 lot Street, Towne Road)
o Water - City of Carmel.
o Sanitary Sewers - Clay Township Regional Waste District
· Storm SewerslDrainage - Hamilton County Surveyor's Office I City of Carmel.
· Regulated! Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
· Water Availability approval from the Board is based upon total residential lots within the
subdivision @ 1.0 EDUlLot/Single Family Residence. Reference item # 12 below for a more
detailed explanation. [f a community swimming pool or bathhouse is planned for this section,
additional Water Availability approval from the Board will be required and additional water
Connection Fees will be assessed. If entryway or other community irrigation systems are
plamted, these will also require additional Water Availability approval from the Board and
additional Water Connection Fees will be assessed based upon the size and usage of the
system.
o Temporary Construction Entrance (if applicable and iflocated at a location other than planned
permanent entrances)
e Please be advised that any open cuts of dedicated streets wlll require separate Board of
Public Works and Salety approval.
D Any permanent improvement (including irrigation systems) to be installed within dedicated
right of way or dedicated easements. This approval would require a Consent to Encroach
Agreement between the Owner and the City of Carmel.
. Secondary Plat approval.
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commls~io"
and/or the Board of Zoning Appeals (If applicable) and completion of review by the Technical
Advisory Conunltlee. All written requests to be placed on the Board's agenda must Include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (II applicable).

4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until aU Engineering Department, Utility Department and Hamilton
County Surveyor issues have been resolved. The design engineer must certify all drawings
submitted for final approval. Since there is dual jurisdiction with the Hamilton County Surveyor's
Office, the coordination of approval between the two agencies will be:
o Provide 8-sets of Drawings to Carmel Engineering for approval after all issues have been
resolved and you have received notification of drawing approval.
Q Cannel Engineering and Carmel Utilities will sign the 8-sets.
. The Developer or the Developer's Engineer will deliver the gwsets to the Hamilton
County Surveyor's Office for approval.
· Distribution of the 8-sets will be 2-sets to the Hamilton County Surveyor, I-set to each of
the Developer, the Engineer and the Contractor and 3-sets to Carmel Engineering.
CI We also require the submission of a CD of tile approved construction drawings, per City
of Cannel standards.
After distribution of the drawings, a pre-construction meeting may be scheduled with the
appropriate agencies including Carmel Engineering and Utilities and the Surveyor's Office.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel Utilities should be provided drawings for review of water issues. They will provide a
separate review regarding these issues. Please assure that Carmel Utilities is on the distribution
list for all drawings and drawing revisions. Please send the drawings to:

BONDING REOUIREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets
l!l Curbs
" Water Mains
" Street Signs
· Interior Sidewalks (builders lot right of way concrete sidewalks)
· Exterior Sidewalks/Asphalt Paths (right of way concrete sidewalks andlor asphalt paths
adjacent to perimeter roads and right of way concrete sidewalks and/or asphalt paths adjacent
to common areas.
· Perimeter Road Improvements if applicable.
" Erosion Control. Contact Amanda Foley, Storm Water Administrator for the Department of
Engineering, regarding erosion control requirements.
The amount of the Performance Guarantee is based upon a Certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates fOf each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
It is our understanding that the Hamilton County Surveyor's Office will require performance
guarantees for Storm Sewers/Storm Drainage and Monuments & Markers. Sanitary Sewers are
under the jurisdiction of the Clay Township Regional Waste District.
10. The performance guarantees for streets for Lakeside Park, Sections 3 and 4, have not been
released. The guarantees have been posted since March of2005. Please advise this office as to
the status of completion of these improvements and when release of the performance guarantees
might be requested. It is also our understanding that the performance guarantees for streets, curbs
and street signs for Lakeside Park, Sections 1 and 2 are still posted with the Hamilton County
Highway Department. Please give us an update on the status of these performance guarantees as
well. The procedure we have followed with Hamilton County regarding release of their
performance guarantees for developments annexed by the City of Carmel is as follows. Hamilton
County normally will notifY us that they have inspected the improvement and it is ready for
release. The Developer is notified that they need to post a 3-year, 15% maintenance bond with the
City. When the bond is received, we notify Hamilton County and they release the performance
through the Board of Hamilton County Commissioners.
11. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
Please provide a set of drawings and drainage calculations directly to Crossroad.
AVAILABILITY AND CONNECTION FEES
12. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to start of construction activities. Availability Fees are based upon
total platted acreage for the development at the current rate of$1,01O.00 per acre for Water
Availability. Based upon the secondary plat's indicated acreage, the following Availability Fees
would apply to Section 5:
Water -24.135 Acres@ $1,OIO.OO/Acre = $ 24,376.00
Connection Fees (current) are $1,310.00 for water per single-family residence. Connection Fees
are paid when the infrastructure has been completed, satisfactory test results obtained and the
subdivision has been released for permits. Connection Fees are paid on a ~ basis.

COMMENTS-CONSTRUCTION PLANS
13. Please remove the landscape plan, Sheet C803, from plans submitted for approval by the
Department of Engineering. Also please remove the landscape plan title from the index on the
cover sheet.
14. On Sheet C200 is the note "WIDEN SOUTH SIDE OF 141 ST STREET AND THE WEST SIDE
OF TOWNE ROAD TO 15'-0" FROM THE EXISTING CENTER OF PAVEMENT WITH A 3'-
0" STONE SHOlll.DER ACROSS THE ENTIRE FRONTAGE." Please provide a typical cross-
section on Sheet C802 illustrating this work. This cross-section should contain complete details,
including but not limited to, the existing pavement centerline, the right-of-way pavement section,
the stone shoulder and subsurface drain, and the asphalt path.
IS. Please provide a Maintenance of Traffic plan.
16. Any new pavement placed in the 141st Street and Towne Street rights-of-way for widening, for
auxiliary lanes and for each entrance up to the mainline right-of-way limit shall meet the following
section: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on
7 inches #53 stone on 4 inches #2 stone or match existing, whichever is greater. Please delineate
this section with hatching on the plans and appropriate reference in the legend. Please indicate
widening on the road cross-section.
17. Please revise the curb joint detail to provide a maximum distance of 50 feet between transverse

18. Revise "Residential Streets Only" detail on C802 to reference City backfill standards. Also, the
City has a road cut patch detail for cuts into existing pavement.
19. On the typical cross-section on Sheet C802, please indicate the outside edge of the subsurface
drain trench aligned with the back of the curb. This would be compatible with the City of Cannel
subsurface drain standard.
20. On the typical cross-section on Sheet C802, on the right side of the drawing some of the
information is out of place. The leader for the note "4" MIN. GRANULAR MATERIAL" is in
the wrong location. The rectangle depicting the ground between the sidewalk and the right-of-way
line is out of place.
21. Sheet C801, SheetC802, and any other place indicated in the drawing set - Please revise the note
"THE CITY OF CARMEL AND THE HAMIL TON COUNTY SURVEYORS OFFICE
REQUIRES DOUBLE WALL HANCOR HI-Q SSD PIPE OR EQUAL TO BE USED" to "THE
CITY OF CARMEL AND THE HAMILTON COUNTY SURVEYOR'S OFFICE REQUIRE

23. The City typically requires 1" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the
existing roadway across the property frontage. The roadway would then also need to be restriped
with thermoplastic striping. Please develop a plan for the restriping. Please add a note to this plan
that all striping shall be thermoplastic. Please delineate the milling and resurfacing areas with
hatching on the plans and appropriate reference in the legend.
24. The City has adopted a new paving policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on
the plans and delete note on C802 related to paving requirements.
25. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on the
plans.
26. All utility poles must be within one foot of the right-of-way. If it will be necessary to relocate
existing utility poles, the cost of the relocation shall be borne by the Developer.
27. Please be aware that it is the petitioner's responsibility to extend or replace existing road culverts
as necessary to accommodate road improvements. The Department of Engineering will make the
final determination of whether the culverts may be extended or if they must be replaced. Please
indicate on the plans, any culverts or other drainage structures beneath 141 &1 Street and Towne
Road that need to be extended due to the widening work.
28. The grading of Twin Lakes Circle West seems very flat. Will this drain properly? The slope from
the center of the roundabout north to the high point in the curb is only 0.6%.
29. Was detention of the road right-of-way anticipated in the master planning of the storm water
management system?
These comments represent the Department of Engineering's initial review of the construction plans for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses my result in the delay of the review process.
It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please

to prevent $ediment entering the old tile. HCSO is contacting the contractor to get
the location where these tiles were encountered and that information will be
forwarded once received.
10. No landscape planting will be permitted or allowed within the proposed regulated
drainage ea.c::ements per Indiana Code 36-9~27.33(d). The landsc:ape plans look
pretty good but a few changes are being requested. The ~s around Lake #5, I
would like to see no lower then the 909 contour line. The tree near Str. l8DB
needs to be push 5' north. The 5 trees along the western end ofthe 14151 ROW. I
would like to seepu.shed to the back of the 25' D.U. & L.M.E. (in line with the
e3$terrl ones) since they are an encroachment into an existing R.D.E.

addressing the areas ofstortn watet' quality. We have l'eviewed the construction drawings submitted for
this project for the September 20, 2006 Tec1mical Advisory Committee meeting and offer the following
COIlUnents:
BONDING REQUIREMENTS

A drawing demonstrating measureS needed during grading and a drawin'g demonstrating measures
needed after streets and utilities are in and homes are being constructed would be preferable to
"Temporary" and "Permanent" sheets currently included.
The sequences on C300 and C302 should match.
Changc all refercnces onhe Hamilton County Soil and Water Conservation District to the City of
Carmel.
The referenced filters and traps arc not shown in the plans.
Include building and home construction.
Include a regular street s\veeping schedule.
Rear-yard swales and the p'ond should be stabilized with erosion COlltrol blankets and seeded as soon
as they are built. Silt fence should be installed around all of the rear-yard swales before home
constl1lction begins.
All post construction BMPs should be cleaned at the end of construction of homes in the
subdivisioll.

Specify that streets along lot frontage shall be cleaned at the end of every work day.
Petiineter protection should be installed before excavation of basement/foundation has begun.
Perimeter protection on lots shall remain in place until the lot is stabilized with at least 70% cover.
All trash and construction debris shall be disposed properly into an enclosed waste receptacle.
C2. Sequence describing stormwater quality measure implementation
If the landscaping is to serve as a water quality BMP for this project, a detailed explanation of how
the plants and design selected are in excess of that required by Scott Brewer and how these will
reduce runoff and enhance stormwater quality.
C3. Description of proposed post construction stormwater quality measures
All stormwatet leaving a site, post construction, shall be treated by at least two BMPs. Refer to
Chapter 700 of the City of Carmel Stormwater Tec1mical Standards Manual for details. There are
guidelines for certain BMPs (swales) to be considered for water quality purposes.

An O&M manual specifying information regarding maintenance of ALL of the water quality BMPs
is needed. An owner acknowledgement agreement for the BMPs has been included and should be
