RE: Comment Letter for St. Peters United Church of Christ Landscape Plan
In reference to your review comments of May 9,2002, the following responses have been made to the same.
1. We have added one shade tree to each of the parking lot islands. If there is not one shade tree, there are at least two
ornamental trees located in the island; this is due to the proximity of the island to the building.
2. We have replaced Camus tlorida with Camus alternifolia (Pagoda Dogwood).
3. We have replaced Winter King Hawthorn with Cercis canadensis (Redbud).
4. We have replaced the Red Maples with Liriodendron tulipifera (Tulip Tree) and Fagus grandifloria (American Beech).

Dear Dave:
My comments on the St Peters landscape plans are as follows:
1. At least one shade tree should be planted in each new parking lot island.
2. In the tree and shrub graphic details, the note that states "Place root ball 1"-2" higher
than finished grade" should be changed to read "root flare". This helps to prevent
planting the tree too deep in case the plant arrives from the nursery too deep within the
root ball, a fairly common problem. If the root flare is placed at grade, the plant will be at
the proper planting height.
3. Species considerations: Camus florida, Flowering Dogwood should be replaced with a
more disease resistant variety such as Camus kousa or Comus alternifloria, Pagoda
Dogwood.
Because of disease pressures (fungal Rust passed by Juniper species) and thorns, an
alternative should be chosen for the Winter King Hawthorns along the parking lot.
Alternatives could include Redbud (Cercis Canadensis), Yellowwood (Cladrastis
kentukea), Tri-color Beech (Fagus slyvatica 'Purpurea Tri-color"), or American Smoke
Tree (Cotinus obovatus).
Because Red Maples (Acer rubrum) are extremely over planted and suffer several plant
health care issues (thin bark tends to be injured and the infected by fungal canker,
chlorosis-yellowing, etc.), alternatives should be chosen for the two Red Maple species.

Dear Mr. Barnes:
We apologize for the delay in submission of our conunents for this project. We have reviewed the plans (original plans
received 3/18/02, not the set received on 4115/02) submitted for this project and offer the following comments:
1. Is this request and review for Phase I 4I1d Phase II site development only at this time?
2. Please detail what construction is to be included in Phase I and in Phase II.
3. Please give an estimated time fiame for COilltruction of the follo",ing:
. Phase I Parking
o Phase IT Parking
o Dry Detention and Storm Sewers
. Relocated Carmel Drive Entrance
. Church Expansion
4. On Sheet 2, are the balded squares/rectangles in the NE corner of the site all existing sheds? If so, are they
all to be removed?
5. Please label all Keystone Avenue right of way lines on all applicable sheets.
6. Please label and dimension Carmel Drive right of way lines on all applicable sheets. Our 20 Year
Thoroughfare Plan, dated October 1,2001, requires the dedication of a 40-foot half right of way for collector
streets. Cannel Drive, adjacent to the south boundary of the site, is classified as a collector street. If there is
not an existing 40-foot half right of way at this site, we request that the Owner dedicate additional right of
way to meet this requirement.
7. The Thoroughfare Plan also requires a 10-foot wide multi-use path in the right of way of Cannel Drive, If I
recall correctly Jon Dobasiewicz's TAC. comments, the portion of the path west from the relocated entrance
will not be constructed at this time. Instead, provision will be made in the curbs on the west side of the
relocated entrance to accommodate the future path and handicap ramp.
8. Identify the drive/street on the south side ofCanncl Drive, opposite the future entrance to the church, on all
applicable sheets. I believe it is the entrance to the Waterford Subdivision and the street name is Waterford
Lane.
9. If any of the proposed 12-inch storm (@0.20%, adjacent to the north side of Carmel Drive) is propose be
accepted by the City, the pipe is too flat for approval. 0.200/0 slope is too flat. Velocity equals 2.03 fps @
full capacity.
10. The eastern portion of this pipe crosses the right oLway line of Carmel Drive. We will not accept this in the
right of way. If the pipe is to be private, it must be removed from the right of way.
II. The 8" pve pipe (that is indicated to be removed ",ith phase two construction em Sheet 3) must be removed
\vith Phase one construction. We need more detail (including elevational information) on the emergency
overflow).
12. II appears there are trees planted over the underground stann outlet pipe that is to be installed. Arc these
existing trees or proposed trees? We assume they exist sinee they are indicated on Sheet 2, Existing
Conditions. However, tl1e same five trees appear on the remaining sheets 3, 3A and 4,
13. Show all trees to be removed (due to the installatiou of stonn sewers). It appears numerous trees at
emergency overflow and along outlet pipe are in confliet ",ilh existing trees.

14. On Sheet 4, Landscape Plan, there are two trees that appear to be planted in the flow line of the emergency
spillway from the dry detention pond.
15. Please provide eleva.tions at the north end of the 2-foot concrete swale in the dry detention area and at various
locations along the sw'ale to assure that positive drainage is being achieved
16. Relocated Carmel Drive Entrance:
. Please indicate the lane widths, median widths and overall width on the plans. Additionally, please
add traffic directional arrows (pavement markings) on the drawings for the entrance (left, right,
Ihrough, etc.).
. It appears that the entire site does not currently drain to the southeast corner, and the proposed
detention system will cause the re-direction of the natural direction of drainage of the western 2.0
acres. We will require fmiher infornlation regarding the down stream storm sewer and/or S\vales to
determine if this re-ctirection will have any adverse impacts to the offsite, downstream properties.
. Please locate the church entrance so that the opposing left turn lanes (at the church and Waterford
Lane) are aligned. Wc would request that acceleration/deceleration lanes be included on Cannel
Drive at the entrance. The drawing submitted appears to accommodate this request The standard
for accel'decellanes for collector streets is as follows:
a) Accel- 100 feel taper
b) Decel - 100 feet plus 100 feet taper
c) Width-12 feet
Please indicate these dimensions on the drawings
17. Please include a right of way pavement section for that portion of the entrance that is located in the Carmel
Drive right of way. Our standard for collector streets is 1 Y, inches H.A Surface, 4 inches H.A. Binder and 9
inches compacted stone base.
18. Board of Public Works and Safety Approval Requirements:
. Possibly additional Water and Sanitary Sewer Availability for the church addition. lbis will be a
Carmel Utilities decision. Please provide detail 8S to the intended use of the proposed addition to the
church.
. Commercial Curb Cut (Modified Curb Cut). When approval is requested from the Board, we will
require an exhibit that shows the location of the existing curb cut, proposed curb cut, existing opposing
curb cut" and accel'decellanes. The exhibit should include all applicable dimensions including lane
widths, overall widths, acceVdecel lengths and widths, elc. The exhibit should be 8J.S x 11 or of a size
that can be reduced to 8\1, x 11 such as &\1, x 14 or 11 x 17.
. Temporary Construction Entrance. This basically requires the same information as for the curb cut.
. A Consent to Encroach Agreement will be required for any permanent improvcment to be installed
within dedicated right of way and/or easements, If an irrigation system is planned for this project,
additional Water and Sanitary Sewer Availability approval will be required from the Board.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines [or your
use, Please use the Engineering Department deadlines for submissions to the Board.
AlIY submission to the Board requires prior final appro~'(J1 by tire Carmel Chly Plan Commi".sion and/or
the Board of Zoning Appeals and completion of rel-iew by the Tee/mica/Advisory Committee. All written
req~ts to be placed 'on the Board's agenda must include tile appropriate Docket Numbers and the date
(or dates) of approval by the Plmt Conunission and/or the BZA
19. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main and
sanitary sewer locations.
20, Carmel Utilities will provide a separntc review of this project for water and sanitary sewer issues,

Right of Way Pennit and Bonding Requirements
Any work in the dedicated right of\vay of Carmel Drive ....ill require aRight of Way Pemut and a License &
Permit type Right of Way Bond. The bond amount will be determined by the number of instances of work in
the right of way @ $2,000.00 per instance. From the drawings submitted, it appears a bond in the amount of
$4,000.00 would be appropriate (Entrance work and storm sewer installation).
These comments are based upon review of the original dra....ing submitted to this office on March 28, 2002, not the
most recent submission of April 15, 2002. Please share these comments v.ith all persons to be associated with this
project including the Owner!Developer, Contractors, etc.
The above comments are based upon the Engineering Department's initial review. Plea<;e provide our office with a
follow-up letter and revised plans that addrcss our review comments. Second and subsequent reviews will focus only
on revised items. It is critical that our office be made aware of all modifications made 011 the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our initial review. If you have questions, please

Soils Information:
Miami silt loam, 2-6 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and well drained with moderate permeability. It has moderate available water
for plant growth and a medium organic matter content. It has compact till starting at a depth
between 20- 40 inches. The main soil features that adversely affect urban development uses are
moderate potential frost action, moderate shrink-swell potential, moderately slow permeability,
low strength and erosion during construction.
Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional uplands.
It is deep and very poorly drained with moderate permeability. It has. high available water for
plant growth and high organic matter content. It has compact till starting at a depth of 40 to 60
inches. The majn soil features that affect the urban development uses are seasonal high water
table, high potential frost action, moderate shrink-swell potential, moderate permeability and
ponded surface water.
