CARMEL PLAN COMMISSION
DEPARTMENT REPORT
August 21, 2007
I H. Docket No. 07070024 Z: SW Old Town C-2 Rezoning
The applicant seeks approval to rezone 57 parcels from R-2/Residencc, B-l/Business, B-
2/Business, B-3/Business and I-l/Industrial to C-2/0Id Town. The sites are located in Old
Town and along Third Avenue SW. Filed by the Department of Community Services.
The City of Cannel is petitioning to rezone several parcels in Old Town and along Third Avcnue SW to
the C-2/0Id Town District, as established in Chapter 20P of the Carmel Zoning Ordinance. Currently,
the subject properties are zoned R-2/Residence, B-lIBusiness, B-2/Business, B-3/Business and 1-
1I1ndustrial.
In requesting this rezoning, the City is considering the following:
Land Use. Allows residential and business to co-exist in a mixed use environment. The current
zoning would not allow residential uses in many of these areas.
Approval Process. So that review efforts are not duplicatcd between the Plan Commission and
Carmel Redevelopment Commission, the C-2/0Id Town District establishes the Camlel
Redevelopment Commission as the lead the review and approval body. The CRC approval is then
subject to Plan Commission approval at a hearing facilitated by the PC Hearing Officer.
Request_ Only the City of Carmel can petition for a C-2/0Id Town Rezoning, not a property owner.
A majority of the area is either owned by the City of Carmel, Carmel Redevelopment Commission or
business landowners whom have requested this designation.
Please see the informational packet for additional detailed information. Enclosed in the informational
packets are:

its rules and vote on this item tonight, forwarding this rezone to City Council with a favorable
recommendation.
