Docket No. 07070024 Z: SW Old Town C-2 Rezoning The applicant seeks approval to rezone 57 parcels frori. R-2/Residence, B-l/Business, B- 2lBusiness, B-3/Business and 1-I/IndustriaJ to C-2/01d Town. The sites are located in Old Town and along Third A venue SW. Filed by the Department of Community Services The City of Carmel is petitioning to rezone several parcels in Old Town and along Third Avenue SW to the C-2/0Id Town District, as established in Chapter 20P of the Carmel Zoning Ordinance. Cun'entJy, the subject properties are zoned R-2/Residence, H-lIBusilless, B-2/Business, B-3/Busilless and 1- If Industrial. In requesting this rezoning, the City is considering the following: Land Use. Allows residential and business to co-exist in a mixed use environment. The current zoning would not allow residential uses in many of these areas. Approval Process. So that review efforts are not duplicated between the Plan Commission and Carmel Redevelopment Commission, the C-2/0Id Town District establishes the Carmel Redevelopment Commission as the lead the review and approval body. The CRC npproval is then subject to Plan Commission approval at a hearing facilitated by the PC Hearing Officcr. Request. Only the City of Carmel can petition for a C-2/0Id Town Rezoning, not a property owner. A majority of the area is either owned by the City of Carmel, Carmel Redevelopment Commission or busincss landowners whom have requested this designation. Aerial Map At thc Sept 4 Subdivision committee meeting, The Committee voted to send a favorable recommendation tot the Full Plan Commission with the following conditions: A.) 3 parcels were removed from the list of affected parcels to be rezoned, and B.) that sections for privacy and sun rights will be prepared for each project/site, The Department of Community Services recommends the Plan Commission forward this item the City Council with a positive recommendation.
