The applicant seeks to create to rezone property from S 1 Residential to PUD for the purpose of creating a single family detached residential subdivision. The site is located at 2000 West 136th Street and is zoned S 1. Filed by Charlie Frankenberger of Nelson and Frankenbeger for Platinum Properties LLC and Pittman Partners Inc. The applicant seeks to rezone 135 acres from S 1 to PUD for the purpose of creating a single family detached residential community. See the information packet for full details. As proposed in the PUD, this process will also act as the Primary Plat. If approved as proposed, there will not be further public hearings for this project. Portions of this will return for administrative Secondary Plat approval only. This project includes 43 acres of open space (31.5%). The standard open space requirement for S 1 is 15%, and S2 is 20%. This project was heard at the March 20th Plan Commission meeting. Several people spoke with concerns and questions about buffering, layout, and density.- Since that time the applicant has altered their design, as well as eliminated a portion of the proposed project. The proposed Section 4 (Crook Property) is no longer part of this rezone. The appLicant will present the new layout and materials at this meeting. Department concerns and suggestions are as follow: 1. With some slight adjustments to the proposed layout, the open space component of this plan could be better coordinated and a more successful defining element of this community. Staff has suggested the applicant consider some revisions to allow massing of the open spaces, the introduction of a trail system through those open spaces, and making the isolated ponds accessible feahlres for the entire community. A centralized greenspace would also be a desirable location for the proposed amenity center. 2. How will emergency vehicles maneuver the two stub streets going west? Is there a way to connect these, at least temporari Iy for access and circulation? This should be resolved in the site redesign. 3. PUD Section 4: Please label the exhibits accordingly and place the exhibits behind the correct tabs. 4. PUD Section 6.1 C2: The applicant will need to anticipate the necessary easements prior to approval of a preservation and landscape plan. Staff does not support language that in essence can eliminate preservation areas after approval. 5. PUD Section 6.1 D: Please remove this section. Trees in conservation areas are to be preserved. Any change to a conservation plan will require formal review. 6. Petitioner must provide updates on Landscape and Engineering approvals. This item should be discussed and any new materials sbould be presented at tbis meeting. . The Department recommends that this item be continued to the May 1st Committee for further review and consideration.
