This letter serves to acknowledge receipt of atransmitlal received 5/02102 containing the revised
plans for the above-mentioned project. After reviewing the plans the Highway Department has the
following comments:
1. The Application for Project Review has not been received. Approval for this project will not
be issued untH the fees have been received.
2. A variance will be needed from the Hamil!on County Board of Commissioners for the reduced
centerline radius. Notice will need to be sent to the Board of Commissioners asking for the
variance. please copy the Highway Department on the request. You will need to contact the
Hamilton County Auditor's Office to request your placement on the agenda for the next Board
of Commissioners meeting.

RE: Sedgewick Subdivision, Primary Plat Landscape Plans
Dear Mr. Warshauer:
After our phone conversation today, I reviewed the entrance and common area
landscape plans for Plan Commission submission. My comments on the
subdivision are as follows:
1. An engineered site plan showing all required and proposed landscaping
needs to be submitted. This plan must include perimeter bufferyard
requirements found in Chapter 26.4 of the Carmel/Clay Zoning Ordinance.
A table should be included that shows required plant totals and totals
provided on the proposed plan. A designated landscaping easement
should be established for these plantings to avoid conflict with drainage
and utility easements.
2. These plans must include a plant schedule with totals, and planting notes
and graphic planting details.
3. Landscaping in the medians on Lincolnshire Boulevard should include
shade trees, low-growing shrubs and plants and ground covers. Turf
should be eliminated if possible to avoid the need to mow weekly.
4. Species comments: Two-needle pines such as Austrian Pine (Pinus
nigra) should be avoided because of long-term health and pest concerns.
Spruce (Picea) species, deciduous evergreens such as Dawn Redwood
(Metasequoia glyptostroboides), or Fir (Abies) Species are much better
alternatives.
Crabapple species should be chosen from the Indiana Urban Forest
Council's recommended list (see attached). 'floribunda' variety is
acceptable; 'Profusion' and 'Snowdrift' are not.

Cross-pollination between ornamental pear species of the "callery" family
is becoming an invasive problem. Please choose an alternative
ornamental tree species. Such species could include Yellowwood
(C/adrastis kentukea), Hornbeam (Carpinus), Hop Hornbeam (Ostrya
virginiana), Tri-color Beech (Fagus sylvatica 'Purpurea Tri-color't Pagoda
Dogwood (Camus a/temifo/ia), or Redbud (Cercis canadensis).

. ou~slanding flower display. To others they are a maintenance headache with constant base sprouting; Some crabapples can be :
plagued with diseases like apple scab and also be defoliated by Japanese beetles. But by choosing your crabapple cultivars wisely,
you can be assured of healthy trees.
A 1997 pubHcation of Purdue Cooperative Extension by CIi ff Sadof, Department of Entomology and Paul peckno ld, Department
of Botany and Plant Pathology outlined crabapptes resistant to apple scab and Japanese beetles in fndiana a.nd also those species
not recommended. Note that some of the popular street tree species like Snowdrift crabapple are on the latter list.
Keep in mind, also. that cfOlbapples come in all shapes and sizes. They are ideal under power lines and in narrow grow spaces.
'When choosing a crabapple species, use the list below to assure plant health and note the eventual width of the tree you plant. If

We have received and reviewed your comment letter date May 3, 2002 and would like to respond at this
time.
1. I have forward a copy of you letter to David Warshaure of Batnes & Thornburg and he will be
handling the Road Improvement cost.
2. I have discussed this issue with the developer and his landscaper will be forwarding you a
response and revised plans.
3. I have copied the developer on this issue.
4. We will finalize the common area with the plat at recordation
5. We will finalize with the plat recordation.
6. We have revised the sidewalks to be 5' wide and added the 10' wide asphalt path along the
frontage and a 6' wide asphalt path within our subdivision.
Please find enclosed two full size sets of revised plans and 2 reduced copies for your use. David
Warshaure will be forwarding you the packet infortnation you requested.

Dear Mr. Ferrell:
This letter is in response to your Primary Plat filing for Sedgwick Subdivision. The following conunents
need to be addressed and plans updated accordingly:
1. Provide Commitment concerning required road improvements and an estimate of
construction cost of Road Improvements per the Commitment. We will evaluate the estimate
and determine the appropriate action in receiving the improvements per the commitment.
2. Landscape Plan:
a. Provide analysis of frontage & required plantings per that frontage for review and
approval by Scott Brewer, DOCS Urban Forester.
b. Please provide landscaping in median on Lincolnshire Boulevard.
c. What is proposed for all of the evergreens on the east and west perimeter of the site?
3. Be advised of the requirements of Chapter 26.2.7 (existing and proposed) of the Zoning
Ordinance regarding setbacks.
4. The landscaped area within Sedgwick Lane needs to be a cornmon area.
5. Identify other common areas as variable drainage and utility easements.
6. Alternative transportation plan: sidewalks required at 5', asphalt path along West 13151
Street required at 10', and asphalt paths within subdivision required at 6'.
Please submit a revised Primary Plat with the above-mentioned changes for further consideration.

I have reviewed the primary plat for this project and have the following comments.
1. The storm sewers for this project will be petitioned to become Regulated Drain.
2. This project is located within watershed ofthc: JW Brendle R<::gulated Drain. The
allowable discharge rate for this watershed is 0.24 cfs per acre.
3. The plat shows a combined detention area \'lith SheLboume Park. Both the fmal
drainage reports for Sedgwick and Shelboume Park will need to reflect the combined
pond.
4, What offsite drainage al,*el\ flows onto this site and how will it be handled?
5. Will this be developed in phases or as one single phase?
6. The Hamilton COU11ty Surveyorls Office standard details will be required on the

Hello everyone:
Following are CTRWD comments on the agenda items effecting our sanitary sewers or service
area for the April 17 TAC meeting. Please feel free to copy and distribute this email or
attach it to your meeting minutes. We have also created a new page on our website linked
to the "Construction" page where we have posted all CTRWD TAC comments from 2001 and 2002
meetings held to date. We will continue to add to this page every month so please let
everyone know they can view our comments online now too.
West Carmel Center Block B
The plans received by the District only showed a sewer connection for one building; each
building needs to have its own individual connection to the District's sewer so the plans
will need to be revised to show how the whol~ site will be served.
West Carmel Center Block D
The District has no comments on the re-plat unless it effects the sanitary sewers in
development.
of Sedgwick Subdivision
The District has no comments on the plat but will need to review and approve construction
plans when they are completed. The petitioner should contact the District's engineering

consultant relative to plans for this development and several others in a revised
submission to IDEM.
Key West subdivision
The District has no comments on the plat but will need to review and approve construction
plans when they are completed. The petitioner should contact the District's engineering
consultant relative to plans for this development and several others in a revised
submission to IDEM.
New 126th Street Middle School
plans have been received by the District and reviewed by the District's engineering
consultant and will be ready for submittal to IDEM for state construction permits once the
District's construction specifications are added to the plans. The School Corporation also
needs to consider dedicating the sewers to the District for maintenance once they are
completed. The District is also negotiating with the School Corporation for easement
rights for a future force main. through the property; if they remain private, no other
users besides the School Corporation will be allowed to connect. Building permits should
NOT be issued unless the District has issued connection permits.
Saddle Creek Sections 10 & 11
A comment letter was sent by the District's engineering consultant to Cripe in July 2001
but the District has not received any revised plans for review since that time. Please
have the petitioner provide plans for review. Building permits should NOT be issued unless
the District has issued connection permits.
Cox Hall Park Maintenance Facility
The plans received by the District do not indicate how the facility proposes to receive
sanitary sewer service. District specifications need to be added to the plans. Building
permits should NOT be issued unless the District has issued connection permits.
Little Farms Lot 46 (Primary plat Amendment)
The petitioner will need to contact the District to discuss the proposed sanitary sewer
connection; for an existing active line, connection via a manhole core drill is preferred.
Other requirements may also apply at the time the District issues its connection permit.
Building permits should NOT be issued unless the District has issued connection permits.
Little Farms Lot 26 (Primary Plat Amendment)
The District has not received any plans for this proposal. Building permits should NOT be
issued unless the District has issued connection permits.
Village of West Clay Commercial Building 2
District specifications should be added to the plans. The plans are not clear as to the
location of the sewer connection. Building permits should NOT be issued unless the
District has issued connection permits.
103rd Street Office Building Addition
All work on relocating the existing sanitary lateral will need to be inspected. Additional
permit and inspection fees will be due the District. Building permits should NOT be issued
unless the District has issued connection permits.

for the above-mentioned project After reviewing the plans the Highway Department has the
following comments:
1. An Application fer Project Review needs to I)e completed ancl the appropriate review fees
for a Primary Plat paid, before any approvals will be granted from this office, I have enclosed
a blank form for your use.
2. The westbound lane of 131 It Street will need to be widened 3 feet across the frontage of the
property. This includes acquiring additional rrght of way from the Goold property to install the
widenlng across thai!' frontage. The widening will consist of a 14" stone base, 5" HAC blndel'
i!!lI'ld 1" HAC surface, plus a 3' stone shoulder.
3. The center medIans on Lincolnshire Boulevard Will need to match the medians instafled at the
east and west ends. r have [neluded a copy of the median layout.
4. Please verify that the centerline radii of Sedgwick Court and Sedgw'Ck Circle meet the
required minimum of 150', Include all of thra curb information in table form on tile Primary
Plat.
5. Please note that decorative signs, sprinkler systems, trees, landscaping mounds, light poles
or other such amenities are not permitted in the right of way.
6. A 15'.DU&E is needed along the north and south side of Lincolnshire Boulevard.
7. Additional comments may be necessary after the revisions have been made.

Dear Service Provider & T AC Member:
We are proposing a 27 lot residential subdivision located on 33 acres more or less. The proposed tract
lies west of The villages of West Clay and is on the north side of 13151 Street The main entrance into us
will be through the Shellboume Park Subdivision entry on 1315t Street This approved residential
subdivision is just now being constructed in the field. With the proposed Sedgwick we are plmming on
connecting up all our utilities through them and the approved The Lakes @ Hayden Run.
Enclosed please find a preliminary layout of our site for your review. Weare scheduled to go to the April
17th T AC meeting and would like to get a letter prior, or at that meeting with any concems or comments
that you might have. We look forward to working together to make this subdivision a very nice addition
to the Cannel! Hamilton County area.
