All practices recommended in this report should be evaluated as to their feasibility by a qualified individual WIth structural practices designed by a qualified engineer. My comments on the subdivision are as follows: 1. An engineered site plan showing all required and proposed landscaping needs to be submitted. This plan must include perimeter bufferyard requirements found in Chapter 26.4 of the Carmel/Clay Zoning Ordinance. A table should be included that shows required plant totals and totals provided on the proposed plan. A designated landscaping easement should be established for these plantings to avoid conflict with drainage and utility easements. 2. These plans must include a plant schedule with totals, and planting notes and graphic planting details. 3. Landscaping in the medians on Lincolnshire Boulevard should include shade trees, low-growing shrubs and plants and ground covers. Turf should be eliminated if possible to avoid the need to mow weekly. 4. Species comments: Two-needle pines such as Austrian Pine (Pinus nigra) should be avoided because of long-term health and pest concerns. Spruce (Picea) species, deciduous evergreens such as Dawn Redwood (Metasequoia glyptostroboides), or Fir (Abies) Species are much better alternatives. Crabapple species should be chosen from the Indiana Urban Forest Council's recommended list (see attached). 'floribunda' variety is acceptable; 'Profusion' and 'Snowdrift' are not. Please choose an alternative ornamental tree species. To others they are a maintenance headache with constant base sprouting; Some crabapples can be : plagued with diseases like apple scab and also be defoliated by Japanese beetles. But by choosing your crabapple cultivars wisely, you can be assured of healthy trees. A 1997 pubHcation of Purdue Cooperative Extension by CIi ff Sadof, Department of Entomology and Paul peckno ld, Department of Botany and Plant Pathology outlined crabapptes resistant to apple scab and Japanese beetles in fndiana a.nd also those species not recommended. Note that some of the popular street tree species like Snowdrift crabapple are on the latter list. Keep in mind, also. that cfOlbapples come in all shapes and sizes. They are ideal under power lines and in narrow grow spaces. 'When choosing a crabapple species, use the list below to assure plant health and note the eventual width of the tree you plant. The following conunents need to be addressed and plans updated accordingly: 1. Provide Commitment concerning required road improvements and an estimate of construction cost of Road Improvements per the Commitment. We will evaluate the estimate and determine the appropriate action in receiving the improvements per the commitment. 2. Landscape Plan: a. The allowable discharge rate for this watershed is 0.24 cfs per acre. 3. The plat shows a combined detention area \'lith SheLboume Park. Both the fmal drainage reports for Sedgwick and Shelboume Park will need to reflect the combined pond. 4, What offsite drainage al,*el\ flows onto this site and how will it be handled? 5. West Carmel Center Block B The plans received by the District only showed a sewer connection for one building; each building needs to have its own individual connection to the District's sewer so the plans will need to be revised to show how the whol~ site will be served. West Carmel Center Block D The District has no comments on the re-plat unless it effects the sanitary sewers in development. of Sedgwick Subdivision The District has no comments on the plat but will need to review and approve construction plans when they are completed. The petitioner should contact the District's engineering 1 u u consultant relative to plans for this development and several others in a revised submission to IDEM. Key West subdivision The District has no comments on the plat but will need to review and approve construction plans when they are completed. The petitioner should contact the District's engineering consultant relative to plans for this development and several others in a revised submission to IDEM. New 126th Street Middle School plans have been received by the District and reviewed by the District's engineering consultant and will be ready for submittal to IDEM for state construction permits once the District's construction specifications are added to the plans. The School Corporation also needs to consider dedicating the sewers to the District for maintenance once they are completed. The District is also negotiating with the School Corporation for easement rights for a future force main. through the property; if they remain private, no other users besides the School Corporation will be allowed to connect. Building permits should NOT be issued unless the District has issued connection permits. Saddle Creek Sections 10 & 11 A comment letter was sent by the District's engineering consultant to Cripe in July 2001 but the District has not received any revised plans for review since that time. Please have the petitioner provide plans for review. Building permits should NOT be issued unless the District has issued connection permits. Cox Hall Park Maintenance Facility The plans received by the District do not indicate how the facility proposes to receive sanitary sewer service. District specifications need to be added to the plans. Building permits should NOT be issued unless the District has issued connection permits. Little Farms Lot 46 (Primary plat Amendment) The petitioner will need to contact the District to discuss the proposed sanitary sewer connection; for an existing active line, connection via a manhole core drill is preferred. Other requirements may also apply at the time the District issues its connection permit. Building permits should NOT be issued unless the District has issued connection permits.
