Amendments to the Carmel/Clay Zoning Ordinance-
Use Table Adoption & Definitions Amendment (Text Amendments)
The petitioner seeks to make amendments to the structure of the Ordinance relating to
uses, add definitions and group all definitions into Chapter three of the Ordinance.

The Department has been working for some time to develop a table that will relocate and replace
the use information contained within the entire ordinance. This will make the process of
identifying uses pennitted i-vithin the different zones much more simple. In addition it will allow
the Plan Conunission and Department to conduct further review and revision to the table to
assure the appropriate uses are pemlitted within each zone. At this point we have identified all
uses, grouped redundant uses into fewer categories, and ensured that there are clear definitions
for each and every use category. Few changes have been made to the uses permitted under the
current ordinance other than housekeeping related to the grouping of uses and the creation of
definitions. In addition to providing definitions for each use, we propose to move all definitions
within the ordinance to the Definitions Chapter. The following summary provides a brief
overview of each of the three documents that has been provided.
The first land use table is the final version that will appear in the Ordinance. It is broken down
with all of the uses along the left hand side, and all of the zones along the top ofthe tab Ie. A key
is provided at the top next to the title of the table. The intent of the table is to organize all of the
uses from the Ordinance into one location that is easy to use and understand, and also to
eliminate redundant uses that can be categorized into one single use. The table also eliminates
the need to search through the entire Ordinance to find where a specific use is permitted.
Another copy of the land use table is provided to show all of the changes that were made leading
up to the fmal version. Every use that has been grouped has been stricken through, and there is
an acronym immediately following the eliminated use to show what single use has replaced it.
An example is an insurance office. It is being eliminated and replaced with general office (GO).
A list of the acronyms is being provided with the table.
A copy of the revised Definitions chapter is provided to show all of the new defmitions created
from the land use table and the relocation of those definitions found elsewhere in the Ordinance.
Any new definition is highlighted in bold, and the source is in parentheses after the definition.
Any definition that has been relocated from another chapter has the source chapter in parentheses
after the definition.
The Department recommends that this item be forwarded to the Subdivision Committee on
July 211 for further discussion.
