Carter (3) Gray Road, from its intersection with East 14611 Street south to its intersection with 13151 Street. (4) Rohrer Road, from its intersection with West 136 ' Street north to its intersection with 1460, Street. (5) Keystone Avenue (formerly S.R. 431) from its southern terminus at the southern boundary of 961" Street north to its northern terminus approximately three thousand four hundred (3,400) feet north of 1361h Street. (6) [Reserved]" (b) This Section shall not apply to those vehicles and under those circumstances as are set forth in Section 8- 56, as the'same may be amended from time to time. (c) This Section shall not apply to Keystone Avenue during the period of time in which the Indiana Department of Transportation's planned major reconstruction of U.S. Route 31 is taking place thereon between the intersections of 96th Street and 1-465 and the intersections of 16151 Street andU.S. 31. (d) Any person who violates"this Section shall be subject to a fine of up to Five Hundred Dollars ($500.00) for each such offense:' Section 3. The Carmel Street Department shall post appropriate signs and markings on the above- described public roadways. Section 4. Chapter 8, Article 6, Section 8-56 of the Carmel City Code should be and the same is hereby amended to include Code Section 8-58 in its introductory sentence, which shall now read as follows: "Sections 8-56. Sections 8-55 and 8-58 shall not apply to vehicles under the following circumstances:" Section 5. The remaining provisions of Carmel City Code Chapter 8, Article 6, are not affected by this Ordinance and remain in full force and effect. Section 6. All prior ordinances or parts thereof inconsistent with any provision of this Ordinance are hereby repealed, to the extent of such inconsistency only, as of the effective date of this Ordinance. However, the repeal or amendment by this Ordinance of any other ordinance does not affect any rights or liabilities accrued, penalties incurred or proceedings begun prior to the effective date of this Ordinance. Those rights, liabilities and proceedings are continued and penalties shall be imposed and enforced under such repealed or amended ordinance as if this Ordinance had not been adopted. Section 7. If any portion of this Ordinance is for any reason declared to be unconstitutional or invalid, such decision shall not affect the validity of the, remaining portions of this Ordinance so long as enforcement of same can be given the same effect. Section 8. This Ordinance shall bein full force and effect from and after its passage and signing by the Mayor and such publication as is required by law.
