MINUTES
July 7, 1997
President Rick Roesch called the meeting to order?at 5:30 p.m. Members present were Amy Boldt,
Megan Boschini, and Susan Westermeier. Loren Rooney of Umbaugh & Associates was in
attendance, as was Bruce Donaldson of Barnes & Thornburg. Mayor Brainard joined members for
part of the meeting.
Ms. Westermeier made a motion to approve the minutes of the June 16th meeting. After Ms.
Boshini's second, the minutes were unanimously approved. Thanks were extended to Ms. Boldt for
the preparation of these minutes.
The public hearing on the lease between the Carmel Redevelopment Commission and the Carmel
Redevelopment Authority was opened at 5:34 p.m. No members of the public came forward. The
public hearing was closed at 5:36 p.m. Mr. Donaldson indicated the Carmel Redevelopment
Authority members will sign the lease at their meeting on 7/8 at 5:30 p.m, and will publish notice of
the intent to issue bonds. The Redevelopment Commission members should sign and notarize the
lease after City Council meets this evening.
Under Old Business, Ms. Boldt reported that she received a call from IACT, indicating taht some
legislation was enacted in a late hour session of the legislature. It is Bill 15-42 covering various local
government matters -35G - Dennis Maloy indicated this legislation might affect our group in the area
of a per diem salary plus expenses. This legislation became effective on July 1, 1997.
Mr. Roesch explained Resolution 12-1997 which authorizes the execution of a lease between the City
of Carmel Redevelopment Authority and the City of Carmel Redevelopment Commission. He noted
that the Redevelopment Authority will be the owner, and will lease same back to the Redevelopment
Commission. We need to remember that we are approving the resolution, and only the Hazeldell
plans are being approved this evening. Per Mr. Donaldson, these are ready to go out for bid right
away.
Our part in this is complete, except for approving other plans as they come along. The City will do
the remainder of the projects directly, and Mr. Donaldson stated there is no need for a public hearing
to approve plans and specifications on other projects. Pennsylvania Street is the only other project
that the Redevelopment Commission will need to approve, as it is subject to this lease.
According to Ms. Rooney and Mr. Roesch, there is no late word on Merchants Square.
Ms. Boldt expressed concern with an incentive for completion of the projects by a certain date, and
hoped this would be included in agreements.
?® Ms. Boschini made a motion to dispense with reading Resolution 12-1997. Unanimous approval
0 followed the second by Ms. Westermeier.
Ms. Westermeier made a motion to approve Resolution 12-1997, Ms. Boldt seconded same.
Approval was unanimous.
Mr. Roesch reported he had a conversation with.Ron Carter and Amy Boldt about uncompleted
homes which are a detriment to neighborhoods and unsafe as well. Mr. Haney of the City Legal
Department is researching the possibility of our group perhaps helping move along the process. Two
homes are currently under protection of bankruptcy of the builder and have been untouched for over
a year.. The Mayor indicated to Ms. Boldt that this might require a special meeting.
Mr. Donaldson said the commission can only condemn in redevelopment areas, which means the
commission would need to go through all the findings for declaring blight conditions.
It is possible that the Redevelopment Commission may take a look at locations on Guilford and in
Ashton. Mr. Roesch said there is a trustee involved in condemnation processes.
The next meeting of the commission is scheduled for August 12 at 6:30 p.m.
Ms. Boschini announced her family plans to move to Bloomington Normal, Illinois, where her
husband has accepted a position with Illinois State University. We are sorry to lose her.
Ms. Westermeier made a motion to adjourn the meeting at 6:15 p.m. Approval was unanimous. .
