HomeMy WebLinkAboutCRC-01-21-97;r, , EII, MINUTES CARMEL REDEVELOPMENT COMMISSION January 21, 1997 The meeting of the Carmel Redevelopment Commission was called to order at 6:35 p.m. by President Rick Roesch. Members present were Amy -Boldt, Megan Boschini, Ron Carter, and Susan Westermeier. Mayor Brainard and Clerk-Treasurer Diana Cordray were also in attendance. Minutes from the December 10 meeting were distributed and reviewed. Following a spelling correction, the minutes were unanimously approved Under Old Business, Mr. Roesch asked Ms. Cordray if City Attorney Deb Grisham had talked with her about being the treasurer of the Commission. To date no contact has been made; however, Ms. Cordray indicated her willingness to assist and run the commission activities through the city. She asked if Mr. Roesch would like to be co-signer, and Mr. Roesch felt it might be easier to leave it within the Clerk's office, which is bonded, etc. Ms. Boldt indicated her intent to contact Faye Graham of Carmel Main Street to see the various documents, an offer made at the time of Ms. Graham's visit with the Commission last month. Adch Under New Business, Mr. Roesch introduced the possibility of the commission having a liaison MR person to keep up with various groups, such as Main Street and the Monon Corridor. The Mayor suggested the need of a liaison with residents adjoining the Carmel Motel, and •the possibility that he may call an emergency meeting to involve the commission in some action on this situation. He shared some statistics provided by the Carmel Police Department. Continuing his presentation, the Mayor.shared the feeling that the city has special challenges and problems regarding developing a center for the City of Carmel. The retail corridor is basically Range Line Road from 116th to the old downtown area. The Mayor has asked CSO Architects for their input on the extension of 126th St. to the west of Range Line Rd. and for a city squareJcenter. The city might declare the area for redevelopment. Underground parking might be provided. The goal would be to use private funds, although it may be advantageous for the city to own have ownership and lease it out. There maybe a need to rezone some property along Range Line Road, and it is felt that high quality development in this area would spill up to Main Street. The city has been putting together a plan, and we also realize the importance of retaining the values in older residential areas; i.e. First Ave. NW, where recent infrastructure roadwork was completed, and new street lights are being installed. We want to be proactive and not allow blighted areas to form. ® The Linder Group seems willing to work with us, and the Mayor said he maybe back in a month or so, as the city needs to set standards for what we want. Architectural and traffic controls are Carmel Redevelopment Commission U% IY97 page 2 important., The Mayor realizes1inkages will be important for our own citizens to have ready access to the Motion, and the city needs to be.ready>forspillover. from the Linder project at Merchams' Square. We will need to have ordinances and plans;in place. The Commission may be asked to approve TIF funding in'the near future,,whereby the Linder Group will purchase bonds, the city can issue the bonds,-yef not be responsible to repay the.lender. Thus far; the development,community is responding very well already. The city hasverbal c©mmitments from employers who may be willing to develop,in.an area behind the former Kroger site. Mr. Roesch asked fora timetable on projects. The'Mayor indicated'the.TTF project could be within 60 days (itneeds to be done prior to-the end of March, according. to Mr. Roesch),, he antiapates the motel situation at about 30 days, and within 60-70 days we.should have information°about the Civic Center plans. Mayor Brainarcfpromised to provide information-to members-so-there3ME be sufficient back ound to-make decisions: W. Roesch expressed appreciation-for the Mayor sharing his vision with the commission this evening. 'Mr: Carter volunteered to be the commission liaison with the Monon' and Main Street, and Ms. Boschini offered to work with the Carmel'Motel group.
