A. Proiect Title
Meijer #130 - Retail Outlot "Aft (1424 West Carmel Drive)
B. Project Description
This project is located on the northeast corner of the intersection of West Carmel
Drive and Pennsylvania Street within the City limits of Carmel. The overall site is
approximately 1.73 acres in size; however, the proposed construction will be
disturbing significantly less as much of the existing pavement will be saved. The
site is currently used as auxiliary parking for the existing Meijer store. The
proposed improvements will consist of a 10,600 square foot retail building with
the associated parking and utility infrastructure. These plans and calculations
analyze the existing and proposed drainage patterns and will show that the
proposed improvements will have no negative effect on drainage conditions In
the area.

c. DesiQn Method and Criteria
1. Soil Tvpe: Soil maps from the United States Department of Agriculture, Soil
Conservation Service, identify Brookston Silty Clay Loam (Br - 40% Site) and
Crosby Silt Loam (CrA - 60% Site).
2. DesiQn Storm: The 2, 10 and 100-year storm events have been analyzed for
both the existing and proposed overall conditions. The Rational Method was
used to analyze the site.
3. Overall Watershed: Existing storm inlets on-site intercept the surface runoff
and route it to an existing dry detention facility located along the southern
boundary of the site. That detention pond then outlets into a much larger
detention pond on the south side of West Carmel Drive. The larger pond outlets
into the WR Fertig Regulated Drain.

E. ExistinQ Conditions
The existing property drains via overland flow where surface runoff is intercepted
by existing storm inlets on-site and routed to an existing dry detention facility
located along the southern boundary of the site. The detention facility outlets into
a much larger facility south of Carmel Drive where the stormwater then drains
into the WR Fertig Regulated Drain. The existing site is currently used as
auxiliary parking for the existing Meijer store. The site is covered mainly with
asphalt for parking and a small amount of green space and landscaping. The
Rational Method was used to analyze the site in the existing conditions.
The following table summarizes the existing discharge rates for the existing site
during 2-year, 1 O-year and 1 DO-year storm events:

F. Proposed Conditions
The proposed drainage patterns for the site will remain identical to the existing
conditions. The proposed building will be constructed over existing asphalt.
Additional green space and landscaping will be added; therefore resulting in a
slight reduction in the overall runoff coefficient for the site. The maximum 100-
year discharge from the improved site was effectively reduced from 12.62 cfs to
12.31 cfs. The release rates from the improved site will be slightly less than in
the existing condition; therefore, there will be no negative effects on drainage
conditions in the area.
The following table summarizes the existing discharge rates for the improved site
during 2-year, 1 O-year and 1 DO-year storm events:
