9. Docket No. .07090015 DP/ADLS: West Carmel Dr. Retail (Meijer Outlot A)
The applicant seeks site plan and design approval for a multi-tehaiit retaitbui:ldiilg.
The site is located at the northeast comer of Carmel Dr. & Pennsylvania St. and is zoned
OM/M - Old Meridian DistrictJMeijer Zone. Filed by Paul Reis of Bose McKinney &
Evans for Thomas English Retail Real Estate, LLC.
The applicant seeks site plan and design approval for a multi-tenant retail building of 10,600 square feet
on approximately 1.73 acres. While the Old Meridian District Plan does not show any additional
buildings on the Meijer parcel, the petitioner is still being considerate of that fact that the site is located
within the Old Meridian District. The applicant is currently seeking development standards variance
approvals from the Board of Zoning Appeals on Nov. 26. Please see the petitioner's informational packet
for more detail.
DOCS outstanding comment'ilconcerns:
1. The City Forester received the revised landscape plan un 11/14/2007 and will need sume time to
re-review the plan. Some concerns are: a.) Larger parking lot islands are needed (or use
structural/engineered soils) to support healthy tree growth, b. Try to save the existing green space,
and c.) Possibly relocated sume of the existing trees that would otherwise be removed closer to
the intersection.
2. The City Engineering Dept has not commented on this project yet, because it was indicated that
the plan was changing; they were asked to hold off on the review. At a glance, the project will
need some stormwater quality treatments. A review letter will be forthcoming, and DOE asks
that this item remain at the committee review level.
3. Parking spaces, interior, shall be 9' x 20' or 10' x 18'. Petitioner could shrink aisle widths to gain
length in parking stalls.
4. Show mechanical equipment locations and how they are screened from view.
5. From the Alternative Transportation Coordinator: provide a LO' asphalt path (orconsider
contributing to the Non-Reverting Thoroughfare Fund, since there is already a 5' sidewalk in
place), and show ADA compliance at all crosswalks.
The following questions/comments came from the Nov. 20 Plan Commission meeting:
t. Provide sight line drawings to show the rooftop equipment is screened.
2. Provide more detail on how signs are mounted on glass; concern with. the look of sign raceways.
3. Look at traffic flow, especially where the drive just south of the building and the Me~ier entry
drive meet.
4. Provide an exhibit to show that there is enough parking for all buildings, including Meijer.
The Department of Community Services recommends the committee briefly discuss and
then continue this item to the January 8, 2008 committee meeting for further review and to
allow the petitioner time to address all issues/concerns.
