Thanks for the pdf. I have attached an article that helps to explain the scientific reasons of tree biology behind leaving the
larger parking lot islands the site already has. It has produced large growing shade trees in the parking tot, and I would
advise keeping them. If you cut the island, it is likely you will put the existing tree into decline and possibly death. The
large green trees are a definite advantage to the new tenants of the commercial building you are choosing to build at this
location. Dr Kathy Wolf of the University of Washington has a large website filled with research thaI explains consumer

She was just here in Indiana, and will be back in January at the Indiana Arborists Association Conference to speak again,
but study her fact sheets. Consumers will came mare often, stay langer, and spend more money in commercial areas that
have large green shade trees.
I would suggest that you keep the large island that you have, and possibly plan to utilize the existing trees that are there
(transplant them). and plan the parking and drive aisles around them. I would be glad to meet you on site if you would like
next week to show you where I think the important points to look at are.
I would also suggest replacing the crabapple on the plan with other medium growing ornamental trees, such as
yellowwood, Japanese tree lilac, redbud, or tri-color beech. Even American hornbeam or smoketree would be good,
crabapples just seem to be the wrong growing shape for parking lots, and need constant maintenance because of how
fast they grciw. Let me know when you would like to met.

1. The proposed project falls in the incorporated area and MS4 jurisdiction of the
City ofCanne1
2. The proposed project DOES NOT fall in a Cannel Wellhead Protection Zone.
3. Tbe proposed project falls in the W.R. Fertig Regulated. Drain Water5hed,
4. Tbe provided drainage calculation show a decrease in impervious atea over what is
existing pre--development, tbereby reducing the ronoff coming foml. the site. With
these given facts, the detention for this site is already accounted for with the

Dear Mr. Cross:
The following letter represents comments for this project specifically addressing the area of
alternative transportation. I have reviewed the revised drawings submitted on October 17, 2007
and offel the following conUllents:
AL TE.RN A TIVE. TRANSPORTATION REVIEW COMMENTS
1) The City of Cannel Parking Ordinance requires that all commercial and retail venues
include bicycle parking. Bicycle parking spaces are required at a rate of five (5) bicycle
parking spaces per one hundred (100) automobile parking spaces with a minimum of four
(4) spaces. Please revise your plans to show the required bicycle parking spaces on your
site. Please see the City of Carmel's Parking Ordinance in order to determine appropriate
locations, specifications and construction details for the above.
2) The Alternative Transportation Plan requires the construction of a 10' asphalt path along
Carmel Dr. and Pennsylvania St. Please revise the plans to include and label this path.
3) Please indicate ADA ramps at all sidewalk crossings and near the parking locations.
We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our previolls
reviews. Pleflse provide revised plans indicating all revisions. Please notifY us of any changes
and specifically state any changes, including changes resulting from Plan Commission, Special
Studies or other committee meetings.
The Department of Community Services reserves the right to provide additional comments based
on subsequent reviews.

This letter is in response to your DP/ADLS Applications for West Carmel Dr. Retail (Meijer Outlot A).
Members at the T AC Meeting will make additional comments on October 17. Please complete the following
items:
Remember to include the DP application Findings of Fact sheet in your info packets.
Provide the filled out and notarized affidavit of notice of public hearing page of the application.
Provide the filled out Notice of Public Heanng page of the application.
Provide the tl11ed out and notarized Public Notice Sign Placement affidavit page of the application.
Provide a copy of the Official List of Adjacent Property Owners frotn the Hamilton County Auditor's Office.
Please provide copies of your correspondence with T AC members.
Please provide a digital copy or your plans via email or CD.
Bring material/color samples to the Plan Conunission meeting.
Please provide to-scale plans.
Show/label easements on the site plan.
Please provide a copy of your drainage calculations.
Please consider usingLEED or 'green' building practices.
Signage: provide more detail and limit the colors to three, at most.
The sign oriented east will require variance approval from the Board of Zoning Appeals, for not facing a
public road frontage.
Please provide the bike parking details.
Per Chapter 20G.04.05 .B, parking shall be located at the rear or side of buildings and be screened;
variance approval from the Board of Zoning Appeals may be required.
Parking spaces shall be 9' x 20' or 10' x 18', including 2-ft for bumper overhang. Please revise yours.

North elevation: provide brick soldier coursing midway or higher to break up the building height.
Please provide an exhibit or calculation showing that at least 60% of the total area of the first floor facade
is transparent vision glass, per chapter 20G.05.07.C.3(c).
