Dear Joseph:
I will not be in the TAC meeting tomorrow, but I did want to send you my initial comments.
I do not have any issues with the waivers being asked far; I understand they are all in an effort to preserve trees.
With that in mind, I believe that most of the Section 25.04 bufferyard requirements can be fulfilled by existing
vegetation.
You may have to coordinate with. City Engineering and Duke Energy about the road widening and the possibility
of moving the power lines. I will need a tree Qreservation plan which shows substantial trees (over 12' dbh.
already on the primary plat) that are being affected.
As the property is being divided, lot lines. and drainage easements fall across substantial trees that will
be destroyed if the drainage easements are cleared. This should be looked at closely.

Does plan has a docket number associated with it? Js it the Primary Plat for Rosado Hill that is in TAC on Wednesday?
If so, I will not be there to give my comments on Wednesday, but I have been to the property.
I am also wailing on some tree preservation information from the plat. I assume the most of the required bufferyards will
be preserved existing plant material (See Section 26.04). But if the power lines are to be moved back during road
construction (you can check with City Engineering and Duke Energy), any tall maturing trees (spruces, London plane
trees, sycamores, etc) should be planted at least 40' back from the line. Within 30' of the line, only small maturing trees
should be planted, and native species seem to work the best (eastern redbud, American hornbeam, ete).

I am working with Bob Boeglin on the landscape plans for the property at 106th and Spring Mill. Per his request I have
attached a preliminary plan illustrating the proposed landscape development along the Spring Mill corridor. The plan is
based on the proposed City of Carmel right-of-way of 50' from the road centerline. At this point, I have also assumed the
existing overhead power lines will be relocated to just east of the proposed right-of-way line.
The City ordinance requires specific amounts of trees per 100 linear feet. With the power lines overhead, it will limit the
Owner's ability to plant large shade trees in the required front yard. r have shown a combination of flowering trees and
large flowering shrubs under the probable location of the power lines similar to the planting to the south at The Reserve.
Large evergreen trees have been used to the east of the possible power line location. We have not selected specific
species at this point and this plan is preliminary.
I will be meeting with the Owner's in early October to review an overall site landscape plan including this street frontage.
Based on their input, the plan will be revised and"should be ready for City review in mid to late October. The intent is to
leave as much of the site as possible undisturbed.
I will be recommending a basic exotic invasive control strategy for the existing woodland (i.e. removal of invasive
honeysuckle in favor of replanting areas with native woodland understory species.)
Please let me know if you have any comments or questions at this point. I can continue to coordinate with you as the plan

This letter serves to acknowledge receipt of a Primary/Secondary Plat received 08/23/07 for
review. After reviewing the Primary/Secondary Plat the Highway Department has the following
comments:
Primary Plat
1 . An Application for Project Review must be completed and the appropriate review fees
paid prior to any approvals from this office. The application is available on the County
Website.
2. Right-of-Way is required in accordance with the Hamilton County Thoroughfare Plan
dated 4/26/07. The R/W is as follows:

3. A 3' stone shoulder is needed along exterior roads.
4. Drainage improvements are needed along Spring Mill Road
5. The entrance should have a 50' acceleration taper and a 50' deceleration taper. Also
include 20' minimum radii on the entrance.
6. The pavement cross-section within the Right-of-Way should be a 14" stone base, 5"
H.M.A. Intermediate and 1" of H.M.A. Surface.
7. Show a sidewalk or multi-use path in accordance with the Carmel Alternative
Transportation Plan.
8. All ADA ramps are to be in accordance with INDOT standard specifications.

The following letter represents comments for this project specifically addressing the area of alternative
transportation. I have reviewed the drawings submitted for the September 19, 2007 Teclmical Advisory Committee
meeting and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) The Carmel Clay Alternative Transportation Plan requires the construction of 10' asphalt path along
1061h St and Spring Mill Rd. These paths should include ADA compliant ramps at all sidepath and
sidewalk crossings. Please revise these plans to renect these changes.
We request that all responses to our comments be provided in writing. Failure to provide written responses may
result in delay of the review process.
It is critical that tlus office be made aware of all modification made on the plans being re-submitted, particularly if
any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans
indicating all revisions. Please notify us of any changes and specifically state any changes, including changes
resulting from Plan Commission, Special Studies or other committee meetings.
The Department ofConmmnity Services reserves the right to provide additional comments based on subsequent
reVIews.
