Docket No. 07070040 PP: Chesterton Woods Subdivision The applicant seeks primary plat approvallDr 14 lots on 9 acres and also seeks the following subdivision waiver approval: Docket No. 07070042 SW SCO Chapter 6.03.15 street curvature radius The site is located at 2405 E 991h Street. near Haverstick Rd. and is zoned S-2/Residence- ROSO. Filed by Matt Skelton of Baker & Dani~ls LLP for 561h Development, LLC. The petitili11er seeks primary plat and subdivision waiver approvals tor 14 residential lots on 9 acres. This is a density of 1.55 units per acre, and so, the development is subject to the req uirements of the Open Space Ordinance. The minimum open space requirement is 20% and the petitioner proposes 22.5%. This parcel is heavily wooded, and tree preservation is key. The site may be mostly young woodlands. The proposed 'pond' is a dry retention collection basin to remain dry most of the time. The Department does not have any issues with the subdivision waiver request for street curvature radius; the street radius is 100 feet, whl Ie the ordinance requires a minimum of a 150-fi radius. The Department does have slight concern with the subdivision waiver request tDr the percent of woodland clearing; the percent of woodland clearing allowed, about 30%, is based on the maturity of the trees. The petitioner is proposing to remove approximately 72%. (The subdivision waiver request for tree clearing remains at the committee level for further review on Nov. 1.) At the Oct. 2 committee meeting, the committee voted 3-2 to move this primary plat item and street curvature radius waiver to the full plan commission with a favorable recommendation with the following conditions: 1) agrees to work with a registered consulting arborist, 2) driveways will be 16-ft wide or less and any additional driveway with will be composed of pervious pavers, and 3) the pedestrian path will be comprised of crushed stone. (The subdivision waiver request for tree clearing remains at the committee level for further review on Nov. I. The vote was 3-2 to keep this item in committee and to have a tree inventory of trees 16 inches or greater in the non-hatched areas of the tree preservation plan, excluding ponds.) DOCS conillcnts/concerns: I) The City forester is almost finished reviewing the landscape plan, tree preservation plan, and woodland analysis. An update on the tree preservation plan approval status will be given at the Oct. 16 meeting. 2) The Engineering Dept is comfortable with approval of this plat & waiver with the condition that no construction or secondary plat approval will occur without a drainage outlet. 3) Is it possible to do offsite tree remediation? The Department of Community Services recommends the Plan Commission approve these two items with the condition that no construction or secondary plat approval will occur without a drainage outlet.
