Dear Mr. Rismiller:
We have reviewed the plans submitted for review at the August 15,2007 Technical Advisory Committee
meeting. While the Department understands that the Primary Plat has already been approved, the
Department is still offering comments for consideration in the development of the Secondary Plat and the
Construction Drawings. Based on the review, the submittal was lacking information typically provided on
the Primary Plat such that when approved, the Primary Plat is an appropriate document to use as the project
moves forward into the development of more detailed design drawings. The fact that the Primary Plat was
approved without this information does not provide relief from compliance with the requirements outlined
below. The Department offers the following comments for incorporation into subsequent submittals:
GENERAL INFORMATION
I. The project site is located within current City of Cannel Corporate Limits.
2. Jurisdictions:
" Streets and Right of Way - City of Cannel (99th Street, Interior Street)
e Water - City of Cannel Utilities
. Sanitary Sewers - Clay Township Regional Waste District
e Stonn Sewers/Drainage - City of Carmel.
o Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Water Availability approval from the Board is based upon the total number of single-family
residential lots. Reference item #1 I below for a more detailed explanation. If a community
swimming pool or bathhouse is planned, additional Water Availability approval from the
Board will be required and additional Water Connection Fees will be assessed. If entryway or
other community irrigation systems are planned, these will also require additional Water
Availability approval from the Board and additional Water Connection Fees will be assessed
based upon the size and usage of the system.
. Commercial Curb Cut Approval - If applicable, provide a letter to this office requesting
BPWS Commercial Curb Cut approval. Provide an 8 'l2 x 11 exhibit or exhibits detailing the
requested curb cut(s) with all appropriate dimensional data including width, radii,
ace1/deceUpassing blister dimensions, existing and opposing streets or drives, etc. Platted
s.ingle-family lot subdivisions do not require commercial curb cut approval from the Board.
. Temporary Construction Entrance approval is required if the location is at a site other than the
location of the proposed permanent entrances to the development. This is applicable to
platted residential subdivisions.
. Any permanent improvement to be installed within dedicated right of way or dedicated
easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.

. Secondary Plat approval if applicable. Please note that placement of secondary plats on the
Board's agenda for approval requires that all required Performance Guarantees be posted with
this office.
. Dedication of Right of Way ifnot platted. I am also enclosing a schedule for Board of Public
Works and Safety meeting dates and agenda deadlines for your use. Please use the
Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior approval by the CarmeL CLay PLan Commission
and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (if applicable).
4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department issues have
been resolved. The design engineer must certifY all drawings submitted for final approval. A total
of 6-sets of plans will be required for approval after all issues have been resolved. The drawings
will be stamped as approved and will be signed by the City Engineer and Director of Carmel
Utilities. Final distribution will be 2-sets to Carmel Engineering, I-set to Carmel Utilities and 3-
sets to the Developer.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel. This agreement, with the exception of irrigation systems, requires BPWS approval.
The City Engineer may approve irrigation system agreements.
6. Carmel Utilities wiII provide separate reviews of this project for water issues. Please assure that
copies of all drawinl!s are sent to:

· Right of Way Improvements may be bonded separately. This could include accel/decellanes,
passing blister, pavement widening, thermoplastic striping, stone shoulders, curbs, etc.
. Erosion control. Please contact Amanda Foley, Engineering Department Stormwater
Administrator, for details regarding engineer's estimates/performance guarantee requirements
for Erosion Control.
Please note that sanitary sewers are not City of Carmel jurisdiction and are not bonded with the
City. The amoWlt of the Performance Guarantee is based upon a Certified Engineer's Estimate for
100% of the cost of lahar and materials to construct the individual improvements, to be provided
by the design engineer. Please provide detailed Engineer's Estimates for each improvement
including quantities, unit costs, pipe sizes and materials, etc.. Co Dies of Certified Enl!ineer's
Estimates are to be provided to the Enl!ineerinl! Deoartment at tbe same.time they are
provided to the Developer. Upon completion and release of individual Performance Guarantees,
a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is
based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance
amount for all other improvements. Performance Guarantees may be Performance or Subdivision
Bonds or Irrevocable Letters of Credit. Please reference Engineering Department Requirements
for more detailed explanation of our procedures.
Rigbt of Way Permit and Bonding
Any work in the dedicated right of way of991h Street will require an approved Right of Way
Permit and a License & Permit Bond. The bond amount is determined by the number of instances
of work in the right of way at $2,000.00 per instance. However, if the work is included in the
scope of work of a required and posted Performance Guarantee, the Performance Guarantee may
be used to satisi)' the bond requirements of the Right of Way Permit. Please contact our Right of
Way Manager, Fred Glaser, to arrange right of way permitting and bonding.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
When construction plans are submitted for review for this development, please provide a set of
drawings and drainage calculations directly to Crossroad.
A V AILABILITY AND CONNECTION FEES
II. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to approval and start of construction activities. Availability Fees are
based upon total platted acreage or legal description acreage for the development at the current
rate of$l,O]O.OO per acre for Water Availability. Based on the legal description on Sheet #1, the
preliminary Water Availability Fee calculation would be:

As of July 2, 2007, an additional Development Application Review Fee, to be paid with
Availability Fees, will be applicable to this project. This fee is $300.00 for developments with
more than one customer requiring a water connection.
Connection Fees-Based on the drawings submitted, there appear to be 14 residential lots or ]4.0
E.D.U.s. The current Water Connection Fee is $1,396.00 per EDU. This includes a Tap
Inspection Fee of $86.00IEDU. This fee became effective July 2, 2007 and will be applicable to
this project. Connection Fees are paid when the infrastructure has been completed, satisfactory
test results obtained and the development has been released for building permits. Connection Fees
are paid on an individual-lot basis. The Availability and Connections Fees are current as of this
date but are subject to future revisions.
If an Irrigation system, swimming pool or clubhouse is plannedfor this development, additional
Water Connection Fees will be assessed based upon the recommendations of the Director of
Carmel Vt/IUles.
PROJECT COMMENTS
13. Street Name Signs-By virtue of City of Carmel Ordinance No. 0-1457-00, we require the type of
green reflective type street name signage, posts and brackets as indicated in the Subdivision

Signage'Requirements document included with these comments. If the development adheres to
these requirements, the developer may order and pay for the signs and have them shipped directly
to our Street Department, along with a copy of the recorded secondary plat of the development,
and the Street Department will install the signs. Once installed, our Board of Public Works and
Safety may release the Developer's Performance Guarantee. After release, the Developer is
required to post a 3.year Maintenance Guarantee in the amount of 10% of the Performance
Guarantee or $]00.00, whichever is greater. At the end of the 3-year maintenance period, it
becomes the City's responsibility for the maintenance and replacement of street signs. If it is the
Developer's intention not to adhere to the above requirements and to install decorative style street
name signs, these signs must conform to the City of Carmel Decorative Street Signage Detail
included with these comments. However, it will be the Developer's responsibility to instaU
decorative posts, brackets and street name blades. Once installed, the Performance Guarantee may
be requested to be released. Once released, 3-year maintenance guarantees will not be required
and maintenance and/or replll.cement of decorative street name signage will be the responsibility of
the Developer and/or the Homeowners Association.
Regulatory Signs-All regulatory signs require City of Carmel Ordinances to he legal. Please
provide a street name sign and regulatory sign plan for review and approval. We request that all
regulatory signs installed to be standard signage, not decorative. However, if the Developer
intends to install decorative type regulatory signs andlor street name signs, please designate this on
the signage plan. All regulatory signs must meet all legal requirements as outlined in the Indiana
Manual on Uniform Traffic Control Devices (MUTCD).
Installation of street name signs and regulatory signs are included as one of the requirements
for building permit approvaL
14. Compliance with the Thoroughfare Plan requires construction of half of the improvements
prescribed by the Plan across the frontage. In this case, the Plan requires the construction of a 30-
foot wide roadway with curb and gutter and sidewalk or path per the Alternative Transportation
Plan. The Department requests:
a. Removal of the existing pavement south of the centerline across the frontage.
b. Reconstruction ofthe south half of the roadway across the frontage to a 15-foot travel
lane with a pavement section per Item 66 of this letter; tapering back into the existing
roadway an appropriate distance back from the property line per INDOT lane width
reduction standards for the design speed.
c. Installation of City Standard chairback curb and gutter across the frontage to the high
point of the existing roadway at the intersection of Holaday Drive West.
d. Installation of a gravel shoulder with sub-surface drain per Item 69 of this letter.
e. Extension of the piping system along the eastern property line to the existing roadside
swa]e to intercept off-site, upstream road drainage. This piping shall continue under 99th
Street and an inlet shall be placed within the right-of-way on the north side of the
roadway.
f. Eliminate to the greatest extent possible the proposed roadside swale across the property
by grading out to the back edge of the proposed curb. A swale will need to be
reestablished going west from where the curb will stop.
g. Extension of the piping between Lots 14 and 11 to intercept road drainage in the curb.
This piping shall continue under 991h Street and an inlet shall be placed within the right-
of-way on the north side of the roadway.
h. Install other curb inlets as needed if curbed area warrants additional inlets.
15. Please provide ADA ramps at all interior/perimeter street intersections.
] 6. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made. The digital files must be submitted to the Department of
Engineering prior to the approval of the construction plans. Please contact the City GIS
Department for the requirements.

38. This project is subject to the Carmel Stormwater Management Ordinance, which was adopted
February 6,2006. The Primary Plat shall accommodate any requirements ofthis ordinance such
that the Secondary Plat effort does not require significant changes.
39. Please review storm water quality requirements for this project with Amanda Foley at (317) 571-
2441.
40. We request that you share all comment letters and enclosures with the OwnerlDeveloper and
eventually with any Contractors chosen to work on the development.
41. Please include the names of the Project Manager, the Project Engineer or Architect, and the
Project Surveyor and provide email addresses for the same. Please also include the email address
of the developer.
42. Please indicate the design speed of the local roadway on the cover sheet.
43. The Department cannot fully assess if any internal easement conflicts exist. Are there any planned
Landscaping or Tree Preservation Easements? Such easements cannot be overlapped by drainage,
utility or other easements.
44. The Secondary Plat shall indicate monuments at the external comers of the subdivision.
45. Please verify that the locations of all existing utilities are indicated on the plans. The locations of
all water mains, sanitary sewer mains, storm drainage infrastructure, electrical power vaults,
transformers, power lines, gas lines, television cable, and telephone lines shall be shown. Such
information shall include top of curb and invert elevations, pipe sizes, and flow direction. All
existing culverts, pipes and bridges under the roadway or under driveways shall also be shown
indicating size, type, and invert elevations.
46. Please indicate all subsurface drains on the development plan. A subsurface drain is required
under all curbing, all gravel shoulders and all swales.
47. It does not appear that the easements indicated satisfy eh requirements of the Stonn Water
Technical Standards Manual. Section 302.06 (10), 306.01, 306.02, and others, establishes
easement requirements around detention ponds. Easements containiilg pipes shall conform to the
requirements of Section 306.02. Buildings are required to be setback from the 1 OO-year elevation
of the pond per Section 302.06. Section 306.02 requires access easements to the ponds. The flood
route from the area between Lots 11-14 as well as from the smaller pond to the west needs to be
protected in an easement.
48. Are there any external easements that cross the proposed development? Is the location of the
existing Marathon Pipeline and easement indicated on the plan? Does this easement encroach on
the property?
49. Please number all sanitary and storm structures on the Primary Plat.
50. All technical information required by Section 100 of the Storm Water Technical Standards Manual
shall be indicated on the Primary Plat.
51. The Primary Plat shall be stamped "Approval Pending- Not for Construction"
52. .If any off-site easements are required for utilities, drainageandJor flood routing, such an easement
shall be indicated on the plans and shall be obtained prior to approval of the construction
drawings. Copies ofsuch easement agreements shall be provided to the City.
53. Please verify if any unnecessary easements on-site have been vacated.
54. Please verify that there are no direct storm water runoff discharge areas.
55. Please provide complete horizontal curve data for all horizontal curves.
56. The radius of each horizontal curve shall be a minimum of 150 feet. The centerline curves of the
local street are indicated to be ]00 feet. Please verify that a proper development standards waiver
was obtained.
57. Please verify that the corner intersection sight distance is a minimum of 300 feet or that the sight
distance required for vehicles traveling on 99th Street per the INDOT standards to see vehicles
exiting the development is provided, whichever is greater.
The curb return radii were not labeled. Please verify that the curb return radii are a minimum of20
feet. Please verify that all lots adjacent to side yard easements are wide enough to accommodate
the anticipated house and any planned driveways such that there is no encroachment into the
easements.

58. The size and location of all existing and proposed fire hydrants within the development or within
300 feet of the proposed development shall be indicated. The Department could not confl11tl from
the plans submitted that such existing or proposed fire hydrants were indicated as required.
59. Thank you for indicating the auxiliary lanes and passing blisters for the local street intersections.
The City will not require these to be constructed due to the fact that these are local street-local
street intersections.
60. Since the Department is requesting reconstruction of the south half of the roadway across the
frontage to comply with the Thoroughfare Plan, the Department is not requesting widening of the
existing pavement.
61. Since the Department is requesting reconstruction of the south half of the roadway across the
frontage to comply with the Thoroughfare Plan and since the City recently resurfaced the existing
roadway, the Department is not requesting milling and resurfacing of the existing pavement north
of the centerline across the frontage.
62. Please include a cross section that indicates all improvements to the 99th Street right-of-way
(pavement reconstruction and City standard chairback curhing) across the frontage.
63. Thank you for indicating a 5-foot sidewalk across the frontage. The Department requests that the
same be indicated, but that the 5-foot sidewalk be indicated within the existing right-of-way,
1Ofoot from the back edge of the right-of-way.
64. Please verifY that the detention volume for the fully developed right-of-way for the 99th Street
frontage is provided. Adequately sized pipes to carry water from the road to the proposed ponds
are provided.
65. New pavement construction shall be indicated with hatching on an appropriate legend.
66. The pavement section for the new pavement within the 99th Street right-of-way (including any
portion of the local street within the 99th Street right-of-way) shall be the following: 1.5 inches
HMA # II surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone
on 4 inches #2 stone. This cross section shall be indicated on the Primary Plat.
67. A typical cross section for the local street shall be provided and shall indicate city standard curbs,
sub-surface drains, 5-foot wide sidewalks I-foot from the back edge of the right-of-way, and
pavements. All typical dimensions shall be indicated.
68. Please verify that all existing main road improvements (curbs, sidewalks, pavements, etc.) are
indicated on the plans.
69. A 3-foot #73 stone shoulder shall be indicated adjacent to the pavement reconstruction from where
the proposed curbing stops at the intersection of 99th Street and Holaday Drive West to the
western property line. The stone shall be a minimum depth of6 inches. A City standard sub-
surface drain shall be provided under this stone shoulder.
70. If it will be necessary to relocate existing utilities, the cost for such relocation shall be borne solely
by the Developer. IfutiIity poles must be relocated, they must be relocated to within one foot of
the proposed right-of-way.
71. Please verifY that all existing perimeter road drainage structures and bridges across the frontage of
this development are indicated on the plans and that all provisions have been made to improve or
replace any drainage structures and bridges as necessary to accommodate the pavement widening,
auxiliary lanes, multi-use path, and any other required improvements to the property or the
roadway. The cost to improve or replace any drainage structures and bridges shall be borne solely
by the developer.
72. The local street pavement section is the following: 1.5 inches HMA #11 swiace on 2 inches
HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone. This cross-section shall be
indicated on the plans.
73. The following note shall be included on the plans in the vicinity ofthe local street pavement
section: "ALL PAVING IS TO BE COMPLETED IN ONE PAVING SEASON."
74. The City of Cannel standard roll curb detail shall be included on the Primary Plat.
75. The City of Carmel standard 5-foot sidewalk detail shall be included on the Primary Plat and shall
indicate that the spacing of transverse control joints is to be no greater that 1.25 times the width
(6.25 feet); the minimum thickness of the sidewalk is 4 inches; joints are tooled or sawed joints

one-fourth the thickness of the sidewalk; and that sidewalk built with driveways shall have a
minimum thickness of6 inches or thickness of driveway, whichever is greater.
76. The City of Carmel standard subsurface drain detail shall be included on the Primary Plat and
shall require all SSD to be double wall Hancor Hi-Q or equivalent.
77. The standard City of Cannel Reinforced Concrete Pipe Trench Detail shall be included on the
Primary Plat.
78. Please verifY that a drainage report and calculations have been submitted to Crossroad Engineers.
79. Please add a note to the plans that states: "No earth disturbing activity may commence without an
approved Stonn Water Management Pennit"
80. MFPG and building pad elevations shall be indicated on the construction drawings.
81. Please indicate if there are expected to be any issues with the street alignment causing lights to
shine north and into the existing homes? Was this ever a concern of remonstrators against the
project?
82. The proposed street cut for the sanitary sewer shall be indicated on the construction drawings for
saw cut, removal, and replacement. Board of Public Works and Safety approval is required for
such a street cut.
83. Per 302.06 (10), no part of a residential lot shall be used for any part of the detention basins,
assumed full to the overflow weir.
84. The Construction drawings shall indicate demolition of the portions of any existing driveways
within the right-of-way to be in accordance with Carmel City Code Section 6-227 (h) (10).
85. The Department is surprised to see no cOlUlections to the road stubs to the south. Please verifY that
this was discussed at Plan Commission and sub-committee groups.
86. The building setback from the ponds per Section 302.06 of the Storm Water Technical Standards
Manual shall be indicated on the plat.
87. The proposed road swale exceeds the maximum length allowed by the Storm Water Technical
Standards Manual; however the requested reconstruction of the south half of 99th Street will likely
negate the need for such a swale.
88. As indicated in my email dated October 2, 2007, the Department will not approve the final
construction drawings until an acceptable outlet per 302.12 is identified. The proposed outlet is
not acceptable. The em ail dated October 2, 2007 indicated the following: "Engineering is willing
to support Committee approval of the Primary Plat provided that the petitioner acknowledges that
the Department will not approve the construction plans unless the an adequate outfall per the
Stonn Water Technical Standards has been established or approved by Engineering and that any
dO'Wnstream restrictions are remedied by the petitioner or accounted for in the design of the on-site
detention facility. The petitioner shall also acknowledge that in satisfYing these conditions, the
final detention facility configuration may have a negative impact on the proposed land plan in
terms ofIot size or number oflots."
89. Minimum pipe cover shall be provided for pipe crossings under the public street for the roadside
swale; however the requested reconstruction of the south half of 99th Street will likely negate the
need for such a swale.
These comments represent the Department of Engineering's initial review of the primary plat for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
We reserve the right to provide additional review and comments when detailed construction plans are
submitted for this project.
It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.

All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Board of Public Works and Safety approvals and any other governing agency approvals
(if required) must be obtained prior to Engineering Department approval. All performance guarantees must
be posted prior to submission of secondary plats for Board of Public Works and Safety approval.
The Department reserves the right to provide additional comments based upon subsequent reviews and on
the grading and drainage system upon receipt of drainage calculations and more detailed construction
drawings that provide grading elevations, pipe sizing and invert elevations. These conunents may affect
the drainage system layout presented on the primary plat.

We have reviewed the primary plat submitted to the Hamilton County Surveyor's Office on
July 31,2007, for this project and have the following comments:
I. The proposed project fans in the incorporated area and MS4 jurisdiction of the
City of Carmel
2. The proposed project DOES NOT faIl in a Cannel Wellhead Prote;(:tion Zone.
3. The proposed project does not fa.ll in, a regulated drain watershed.
4, Based on the primary plat~ it appears the drainage outlet for this site is being
proposed to a roadside ditch. HCSO recommends against this, as the area south
ofthis development has a known history of drainage problems dating back to the
1970's and roadside ditches are not designed for the constant trickle flow from a
residential subdivision. Please coordinate with Cannel Engineering in regards to
an adequate outlet point for this project.
5. HCSO has plans for a proposed regulated drain that was never completed because
of remonstrance. which would have helped provided better drainage south of this
project and wo.uld have given an outlet point for the parcel where your proposed
project is being plans. The proposed drain was called the Chesterton Drain and
was design in 1981. Another developm.~t in this area has looked at cC:lI1structing
part of this drain to get adequate outlet points for their project. Please contact me
if you would like additional information about the Chesterton Drain.

I have revicwed the drawings submitted for the August 15,2007 Techmcal Advisory Committee meeting and offer the
following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1)
The Subdivision Control Ordinance and the Alternative Transportation Plan requires a 5' sidewalk on each
side of internal streets. Please revise your plans to include this change.
2)
Please provide better connectivity throughout the site and include an 8' asphaltpath instead of as' crushed
stone path in order to better accommodate bicyclists and pedestrians:-

Please indicate ADA compliant handicap ramps at all crosswalks.
