I will need to check my last recommendation for committee; but I recall that we supported
PP approval provided that it was acknowledged that the SP and the CD's would not be
approved until their is a drainage outlet. There are other issues related to the DOE
review of the PP that must be addressed prior to the meeting.

Re: Chesterton Subdivision Tree Preservation Planning
I apologize that I will not be able to attend the Subdivision Committee Meeting next
week but I will be attending the American Society of Consulting Arborists annual
meeting in Nashville Tennessee.
I would like to update the committee on our progress. The trees were inventoried for
trees over the size of 24 inches. To inventory trees 16 inches or greater would have
been very difficult as it was hard to triangulate the GPS system in the woods due to leaf
cover. The 24 inch size does give a feel for what is there.
To me the more important issue is the commitments which the developers are making in
regards to tree preservation. Quite frankly this is where the process has broken down in
the past. With cOl1,1mitments written that promise to work with a Registered Consulting
Arborist the developers show their commitment to quality and their desire to produce a
project with the best planning possible. These commitments show integrity and intention
and will keep a set of eyes on the project throughout, instead of just in the planning
phase.
I have intentionally requested that they use a Registered Consulting Arborist because
this is the designation that shows the highest level of expertise in the arboricultural
industry. I have also left the option for the developers to seek competitive bids for other
Registered Consulting Arborists but am in hope that I will be chosen to provide the
service.
All in all the project proceeds well. We have spoken with Scott Brewer about our
preservation plans at length and will continue to tweak the plans to provide for the best
possible retention of trees.
I like the plan because it allows for large sections of trees to remain undisturbed. We
will look at individual sites to see if trees are good candidates for preservation but it is
the large expanses of undisturbed areas that make this plan most appealing.

As I walked the property with Mark Humphrey and Ric Huffman we made notes of areas
we need to address to better preserve trees. Some of these are
1- Where the preservation is shown being close to the back and sides of buildings.
2- In the s.w. corner where the sewer line goes between two nice trees.
3- In the s.w. corner where the path needs to be re-routed.
4- On the east side of the existing home there is a large area of trees that should
be shown as a preservation area.
5- The dry detention area may be altered to preserve a few trees.

work on this project.

Engineering is willing to support Committee approval of the Primary Plat provided that the petitioner
acknowledges that the Department will not approve the construction plans unless the an adequate outfall per the
Storm Water Technical Standards has been established or approved by Engineering and that any downstream
restrictions are remedied by the petitioner or accounted for in the design of the on-site detention facility. The
petitioner shall also acknowledge that in satisfying these conditions, the final detention facility configuration may
have a negative impact on the proposed land plan in terms of lot size or number of lots.

I cannot recall the specifics of our last conversation related to this project as it
relates to the drainage outlet. But I know that we did talk about connecting to the
proposed Aramore system. I did have concerns with flood routing even in this case.
Section 302.12 of the Storm Water Manual addresses acceptable outlets and Section 302.03
addresses downstream restrictions. Has the capacity of the system to which the detention
facility is proposed to discharge been analyzed? I do not believe that there are any storm
sewers in this area. An inlet is indicated on the Primary Plat in the right-of-way of the
street to the south but I am unsure where it goes.
The reason that drainage would hold up approval of the Primary Plat is that in the event
that: the downstream system in the short term is inadequate to receive the runoff
generated, the City may request more detention-which may have an immediate affect on the
lot size and layout
Did we agree to not approve construction plans until the off-site sewer work is complete?
If this is the case, we can work something out.

Dear Angie:
The Blue text is from an email explaining the base course of alternative trail materials. I have talked to Jud Scott and the
Mr. Huffman about using "dusty 12s" which Jud is familiar with. But since the trail/path was going to go over the sewer
pipe installation, Idid not see any problem with the being asphalt for Chesterton' Woods.
The problem with using sand as a base course is that all the particles are about the same size, therefore they don't realfy
compact well. It stays together when wet, but when it dries out, it falfs apart This is just about the time the concrete
mixer will be driving over it, leaving big ruts.
What most people want for the base course is something that is pretty evenly graded, kind of like the diagrams that you
see for concrete aggregate, where you have smaller aggregates filling the voids between the larger aggregate. This
helps it to compact nicely, rather than act as ball bearings. There are various names used for the material used for base
courses - M1 Os,r;I/!$ty_1Z;;, (these refer to sieve size) crusher run, etc.
Sometimes, people use matedal with fairly large aggregate for the base course, then they spread a layer of finer
aggregate on top to lower the coefficient of friction. Doing this makes a slightly better capillary break.
You do need about a four in. layer of this material though, a two in. layer will not compact really welf.

I do not think a subdivision waiver for "not facing the street" will be required. This requirement only applies to streets
designated as a collector, arterial, or parkway, and 99th Street is only designated as a residential street, on the
Thoroughfare plan. However, if it comes up at the PC meeting tomorrow night, a subdivision waiver mayor may not be
needed for not extending the platted streets south of your site (refer to the department report)..... so please stay tuned.

Subject: Chesterton woods, woodland evaluation and removal
Hi, Matt: in a quick review of your primary plat application and site plan, you will most likely have to submit a woodland
evaluation, per chapter 7.07 of the subdivision control ordinance, and also let us know the percent of woodlands are being
removed, per chapter 7.05.07 of the subdivision control ordinance, You mayor may not need a subdivision waiver request
for the percent of woodlands being cleared. Please let me know when I can expect this info,
I might go ahead and assign a docket no. for the subdivision waiver request for percentage of woodland clearing, and you
can always withdraw that do'cket no, should you not need it.
(As a side note, Scott Brewer, city forester, will be out of the office until August 6)
