The applicant seeks primary plat approval for 57 residential lots on 32.447 acres.
The site is located at 2555 W 13151 St. and is zoned S-2/Residence-ROSO.
Filed by Dennis Olmstead of Stoeppelwetih & Assoc, Inc.
The site was recently rezoned to S-I from S-2/Residence by City Council in May 2007, after receiving a
unanimous negative recommendation from the Plan Commission. Commitments and architectural
standards were attached to the rezone approval. The primary plat conforms to the rezone and
commitments. The petitioner has also agreed to comply with the Draft Residential Architectural
Standards, but needs to check to see if he can comply with the standard regarding garages not
exceeding 30% of the front elevation. Please sce the petitioner's information packet for full details.
Per the City Engineering Department, the 13151 Street improvements between Towne & Shelborne Roads
will likely occur with the start of good weather in 2008, and the 1261h Street improvements will likely
occur during Summer 2009C"vhile school is out); but may begin in 2008, if there is time.
At the August 21 Plan Commission meeting, the following comments were voiced:
I. Some members of the public had concerns about the passing blister, landscaped berms, and
architectural compatibi lity.
2. Buffering could be enhanced by planting 12-ft Norway Spruces, or other conifer.
3. The open ground/parks will have walking paths and benches.
4. A request was made to slighlly modify the building elevations.
At the Oct. 2 committee meeting, the petitioner stated that they will match up their west stub street with
the Village of WestClay primary plat's (Docket nos. 04060035 & 040600306) street (to the west of the
site). Also at the Oct. 2 committee meeting, the committee discussed and then continued the item to the
Nav I meeting with several items requested to be secn/reviewed at that time:
]) ]2-ft Norway Spruces, or other conifer within the middle common area,
2) A rendering from the street, to see what the common area will look like, regarding screening of
the homes west of it, and
3) Provide examples of enhanced garage doors for front loading garages.
DOCS concerns/comments:
I. City Forester comments: The tree preservation plan has been tentatively approved. The landscape
architect is working 011 final izing the plan with some changes that Scott requested.
2. Engineering Dep't comments: Givcn the pending road projects, DOE is still identifying necessary
short term road improvements and road construction commitments. DOE still has many
outstanding issues: Commitments need to be formalized prior to moving out of committee;
please contactthe Engineering Dept. The entrance width exceeds city standards. Confirm that
Grafton St. is consistent with the Village of West Clay to the east. The petitioner has not provided
any storm water quality information. DOE needs assurance that the land plan provides and
accommodates storm water quality, and they cannot wait for construction documents.
The Department of Community Services recommends the Committee table this item to the
November 29 Committee meeting to allow time to address all comments & concerns.
