The applicant seeks primary plat approval for 57 residential lots on 32.447 acres.
The site is located at 2555 W 131 st S1. and is zoned S-2/Residence-ROSO.
Filed by Dennis Olmstead of Stoeppelwerth & Assoc, Inc.
The site was recently rezoned to $-1 from S-2/Residence by City Council in May 2007, after receiving a
unanimous negative recommendation from the Plan Commission. Commitments and architectural
standards were attached to the rezone approval. The primary plat conforms to the rezone and
commitments, and there are no subdivision waiver requests associated with this pial. The petitioner has
also agreed to comply with most of the Draft Residential Architectural Standards, but cannot comply with
the standard regarding garages not exceeding 30% of the front elevation, due to the lot width. Please see

Per the Engineering Department, the 1315t Street improvements between Towne & Shelborne Roads will
likely occur with the start of good weather in 2008, and the 126th Street improvements will likely occur
during Summer 2009(while school is out); but may begin in 2008, if there is time.
At the Nov. I committee meeting, the item was discussed but there were a few unresolved issues:
1. The common area still shows 7-8-ft tall conifers, and the committee has requested 12-[1.
2. The common area does not have enough evergreens to screen the view to the homes on lots
19-26 in the winter.
3. Redo the rendering to show 1 story homes, rather than 2-story homes.
4. Submit more examples of enhanced garage doors for front loading garages and garage door
details a<; to what exactly the options will be for homeowners.
DOCS concerns/comments:
1. City Forester comments: The tree preservation plan ha<; been tentatively approved, and it meets
the ordinance requirements for number and type of plantings. Scott generally agrees with the petitioner's
comment about tree height at planting, but notes that the difference in a 7 -ft tree height vs. a 12-ft tree
height, at planting, can be noticed, regardless.
2. Engineering Dep't comments: There are no other issues. DOE supports the committee moving
this item to the full plan commission, with the condition that the petitioner agrees to commitments.
3. The November 19 info packet addresses al1 issues. DOCS has no further issues.
The Department of Community Services recommends the Committee forward this item to the
December 18 Plan Commission meeting with the condition that the petitioner agrees to DOE
commitments, after all comments & concerns are addressed,
