HomeMy WebLinkAboutCRC-06-2000 Purchase/Lease/ Acquisition ProceduresCITY OF CARMEL REDEVELOPMENT COMMISSION RESOLUTION No. 6-2000 RESOLUTION OF THE CITY OF CARMEL REDEVELOPMENT COMMISSION ESTABLISHING PROCEDURES FOR THE PURCHASE, LEASE OR ACQUISITION OF ALL SUPPLIES, SERVICES, AND INTERESTS IN PROPERTY WHEREAS, the City of Carmel Redevelopment Commission (the "CRC") authorized the issuance of the City of Carmel, Indiana Redevelopment District Taxable County Option Income Tax Revenue Bonds of 1998 (City Center Redevelopment Project), pursuant to Indiana Code Section 36-7-14-25.1 and Resolution No.4-1998 adopted by the CRC on January 15, 1998 (the "Resolution"); and WHEREAS, the Common Council of the City of Carmel has designated certain purchasing agencies for the City including the Carmel Redevelopment Commission as the Purchasing Agency for all activities and establishments within its control and authority (Chapter 2, Article 5, Sec.2-131 (a)(5); NOW, THEREFORE, BE IT RESOLVED: That the CRC does hereby establish the following procedures for the purchase, lease or acquisition of all supplies, services or interests in real or personal property including, without limitation, any option for an interest in property; 1). All requests for purchases; leases or acquisition of supplies, services or interests in real or personal property including, without limitation, any option for an interest in property-must be submitted to the CRC in memorandum and placed on the agenda of the next public meeting of the CRC; 2). All requests for purchases, leases, or acquisition of supplies, services or interests in real or personal property including, without limitation, any option for an interest in property must be approved by a majority vote of those members of the CRC in attendance at a public meeting where the President of the CRC or, if he is unavailable, the Vice President shall sign a purchase order or other appropriate document upon affirmation of the request by the CRC. Agenda requests for purchases, leases, or acquisition of supplies, services or interests in real or personal property including, without limitation, any option for an interest in property not receiving a majority vote shall not be considered to be an authorized expenditure or obligation of the CRC. The Treasurer of the CRC and the Trustee shall not be authorized to pay any invoices that have not received CRC approval and a purchase.order or other appropriate document signed by the President or his designated representative. r r? 3). All purchase orders approved by the CRC shall be forwarded to the Treasurer who will notify the Mayor or his designee that funds have been encumbered for the specified supplies and/or services. 4). These procedures shall apply to all expenditures applicable to existing and future agreements or projects Passed by the Carmel Redevelopment Commission of the City of Carmel, Indiana, and effective this day of April,2000.
