WHEREAS, the City of Carmel.Redevelopmenr Commission ("CRC') is:promoting and
facilitating redevelopment of the City Center Project Site as 'a city center thafwill,provide•a
balanced mixture of retail and restaurant facilities; a corporate office campus, single-family
,residences, and mule-family residential facili ties (the "CityCenter Project),
WHEREAS; CRC'is promoting: and facllitating-redevelopment of the Old Towii Project
Site as a complex of m xed use residential and retail buildings with cn :site parking (the "Old
Town Project")
WHEREAS, there remain blighted areas'(the "Blighted Areas") rhat are locatil- (a)
north of the City Center Project site, particularly depicted on Exhi6ie;A; and (b) east of Range
LineRoad, particularly depicted,onExhibit B (the "Affected Areas");
WHEREAS, the members 'of the CRChave:determined that it is in the hest interests of
the-City of Cannel, Indiana (the City" ),'zhe Old Town Project, and the city Center: Project to
address the Affected Areas:by promoting;and'Eac litating redevelopment of Blighted Areas within
the Affected Areas' to provide 'eontinuitybetween>the Old Town Project am the City; Centel:
Project:,
WHEREAS, the CRC desires to: (a) specifically identify the Blighted Areas; and,(B),take':
such action'as is necessary and in the bestirr&ests of the City, the Old Town Prdject,and the
City Center Project'to promote and facilitate redevelopment of those`Bhghied;Areas;
NOW, THEREFORE, BEFIT RESOLVED THAT'
CRC (a) shallcake:such action as is necessary to identify and designate the Blighted
Areas; and (b) requests that the CarmellClay Plan Cornmissionsupport thrrezoning of the
Affected Areas (as shown onE:dubits A and-B) to &I/City Center and C=2/Old I own' by
forwarding-J. favorable rec'oinmendation to the Carmel City Council on rhesematters.,
