DEPARTMENT REPORT
June 6, 2006
7. Docket No. 06040017 PUD: Townhomes at Central Park
The applicant seeks to create 110 townhomes on 8.8 acres.
The site is located at 11400 Westfield Blvd. and is zoned Rl Residential
Filed by Mary Salada of Bingham McHale for Mann Properties.
The applicant is requesting approval of a Planned Unit Development to allow the construction of
110 townhouses on 8.8 acres, adjacent to Central Park. Please see the updated informational
packet for details.
The public hearing was held at the May 16th Plan Commission meeting. Concerns raised
included site drainage, increased traffic, and size, style, and placement of the proposed
residences. The petitioner has redesigned the site in response to many of the comments made at
the public hearing (see tab 1 of the updated packet).
The following questions were asked of staff at the Plan Commission meeting:
What is the density of Creekside? 2.47 units/acre
lVhat is the long tenn plan for Range Line Road? Range Line is planned to have 2 lanes of travel
with a central planted median, as well as parallel on street parking along both sides.
As requested, a current site plan of Central Park is attached.
Environmental Planner Comments:
The landscape plan and PUD language have unresolved issues.
Carmel Engineering Comments:
The Petitioner has not responded to the March 24, 2006 T AC review comments from the
Department of Engineering and to the best of our knowledge, has not addressed the concerns
raised at that time.
Petitioner will present the following to the Committee meeting:
1. Update on landscape plan and engineering approvals.
2. Update on proposed elevations, including four-sided elevations, proposed materials,
and colors.
Due to unresolved issues, staff recommends this item be continued to the June 29th
Subdivision Committee Meeting.
