The City has received your comment letter and drawings dated August 15,2006 based upon the City
review of June 16, 2006.
The comments from the City review have been satisfactorily addressed with the following exceptions:
PREVIOUS COMMENTS FROM JANUARY 31. 2006 PRIMARY PLAT REVIEW
14. We assume you have coordinatedconstroction with owners of the Marathon and Buckeye
Pipelines. Thank you for contacting the Marathon Ashland and Buckeye Pipeline
Companies and beginning eoordination oftlais proJeet with the.two eompllloies. We
understand that this concern bas not yet been resolved. As the plan relies on tbese to be
worked out, please understand that this needs to be resolved prior to drawilllg approval.

detail for extending the bridge. We understand per your statement that the West Road
drainage structure bas been discussed by Langston/Henderson and the Department of

COMMENTS - CONSTRUCTION PLANS
18. If it will be necessary to relocate existing utility poles, they must be relocated to within one foot of

21. The City has adopted a new curbing policy. Please revise any notes, specifications. and details to
accommodate this policy. The language ofthis policy must be added to a specification sheet on the
plans.
22. The information on Sheets C60S and C606 is blurred and the text C8DJ1ot be read. Please revise.
Based on additional review, the City provides additional comments:
1. Please remove the graphic. scales from aU sheets. The engineering scale (for example: 1"= 60' on
Sheet CIOl) by itselfis sufficient. For the vertical scales provided on various sheets, the scale
needs to be written in standard nomenclature with units. For example, the vertical scale on sheet
C202 should be rewritten 1"= 5'.

2. In the horizontal curve data for each horizontal curve, the same angle measurement is represented
by both the letter "0" and the letter "I." Please revise to be consistent.
These comments represent the Department of Engineering's second review of the construction plans for
this project. We request that all responses to our comments be provided in writing. Failure to provide
written responses may result in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being resubmitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based on subsequent reviews.

We-have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on June 7, 2006, for this project and have the following comments:
1. The proposed project falls in the incorporated area and MS4 jurisdiction of the
City of Carmel
2. The proposed project DOES NOT fall in a Cannel Wellhead Protection. Zone:.
3. The proposed proj ect is located in the Lion Creek Watershed and has Lion Creek
running through the proposed project.
4. This project will be a Hamilton County Regulated Drain Subdivision.
5. Please .submit the following procedural1terns to this office~ engineer's estimate,
and all associated bonds for 120% of construction. cost. The applications are
available on ourwebsite at http://www.co.hamilton.in.us. go to Departments,
Surveyor, and Forms.
6. Please submit a copy of the required Lion Creek Floodplain Study to our office

7. Please label the BFE on the development plan sheets of the construction plans.
8. Please label the orifices that will be installed with thisprojeet on the development
plans and the P & P sheets.
9. No swales or proposed grades are shown on the development plan. How will the
builder know what elevation to grade the lot to or how not to block the drainage
from other lots? For example, how does the storm water runoff make it from Str.
766 to Str. 765 and from Str. 764 to Lion Creek?
lO. Please remove any '.generic" or non-applicable details for this sitfJ from the detail
sheets.
11. Please darken the curbIine SSD and laterals so they can be seen on the plans.
12. Lots 31 and 32 will need to have SSD lateral provided. These laterals will need to
be solid HDPE to detention pond SM-N-N and the Last 20' will need to be eMP
with an. animal guard. .per HCSO Standard Details 0-1 and 0-2.
13. ALL lots need to have a MFPG established and labeled on the development plan.
This MFPG will need to be 2' higher then the highest adjacent 100 year flooding
source. These will be checked by HCSO to ensure compliance with NFIP
requirements.
14; Please label the pond data for each pond, i.e. N.P '. 2 year, 10 year, 100 year, and
TOB.
15. Please provide more existing and proposed topa data on the development plan.
How can theconst:tuction plans be reviewed when YQU can not tell what: way the
water is and will drain?
16. Based on proposed slope and a general pipe drainage calculator, some ofthc:
velocities in the drainage calculations ate suspicious. For example, pipe ron 719
to 718 bas a slope of 7.08% and my calculations put the velocity around 13+ fps,
not 4.06. Velocities are not allowed to exceed 10 jps per the HCSTSM.
17. Are there any post developed direct run.offa.reaswith this development? The
drainage calculations talk about them but the develOped basin map does not show
any direct basins.
18. The drainage calculations also talk about mechanical separation units for Stonn
Water Quality, but none are shown in the plans or SWPPP. Are they being used?
19. HCSTSM rcquirescach manhole to have 0.1 feet of fall across the structure from
the lowest inlet pipe to the outlet pipe, see Section 501.03.

20. Due to the length of the SSD mains on the cul-de-sacs, HCSO will require SSD
risers be set at the back of the cul-de-sac~ or a 2' x 2' curb inlet box with a roll
curb casting set at the high point of the. curbline. TItis is to allow for maintenance
access to the SSD in the future.
21. The minimum easement allowed on an open regulated drain per Indiana Code 36-
9~27-33 is 25' from the top of bank in each direction. The construction plans do
not show a top of bank and a few areas look to be leSs then 25 feet, i.e. Lot 31, 28,
and 6. Please verify 25' and make any necessary adjustments.
22. Please submit a complete copy of the subdivision covenants for review by this
office. The covenants but clearly callout common areas as drainage easements
and a general note shDuld be on the plat that all C.A. are drainage
easements/regulated drainage easements/floodplain easements.
23. What M;mning ~n"values were used for the stann sewers?
24. Was Table 201-3 of the HCSTSM used for the rainfall data in the drainage
calculations?
25. An existing culvert drains under West Road about 200 feet south ofthe north
boundary of this site. How is this pipe being addressed with the: road widening
and the drainage being accounted for?

Based on the; span of 28', this wo1ildbe clas;ified as a Hamilton County Bridge
and will need to be reviewed by Matt Knight at HCHD.

We have reviewed the construction plans submitted for this project for review for the June 21, 2006
Technical Advisory Committee. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Cannel Corporate Limits.
2. Jurisdictions:

We request that all comments and comment letters generated by this office be answered in writing

County Surveyor's Office issues have been resolved. The design engineer must certify all
drawings submitted for final approval. Because of the dual jurisdiction between the City of
Carmel and the Hamilton County Surveyor, we will require a minimum of eight-sets of drawings
for approval after all issues have been resolved. The drawings will be stamped as approved and
will be signed by the City Engineer and by Carmel Utilities. The eight-sets will then be sent to the
Hamilton County Surveyor's Office for approval and signatures. Three approved sets are to be
returned to the City of Carmel. The Hamilton County Surveyor's Office will retain two-sets. The
Developer, the Engineer and the Contractor will each receive one-set.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel UtilitiesfWater Distribution should be provided copies of all drawings and revisions for
review of water issues. They will provide a separate review regarding these issues.
7. Carmel Utilities does subscribe to "Holey Moley" and they should be contacted directly for all
water main locations.

BONDING REQUIREMENTS
9. Upon initial review, it appears the following bonding requirements may apply to this project:

Individual Performance Guarantees will be required for the following subdivision improvements:

. Street Name Signs (do not include traffic control signage)
. Interior Sidewalks (builder's lot sidewalks in right of way)
CI Exterior Sidewalks/Asphalt Paths (concrete sidewalks/asphalt paths in right of way adjacent
to common areas and/or perimeter streets)
" Perimeter Street Right of Way Improvements if applicable (right of way pavement including
accel/decellanes, passing blister, pavement widenIng, milLing and re-surfacing, stone
shoulders, thermoplastic striping, etc.)
If applicable, Storm SewerlDrainage and Monument & Marker bonding will be under the
jurisdiction of the Hamilton County Surveyor's Office. Erosion Control bonding will be posted
with the Hamilton County Surveyor's Office unless otherwise noted. Sanitary sewers are under
the jurisdiction ofthe Clay Township Regional Waste District.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost oflabor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures. A performance guarantee will be
required for the cost onabor and materials to construct the West Road bridge.

Contact Amanda Foley, City of Carmel Storm Water Administrator regarding bonding
requirements for erosion control.
Right of Way Permit and Bonding
Any work in the dedicated right of way of West Road will require a Right of Way Permit. If the
work is included in the scope of work of a posted Performance Guarantee, the Performance
Guarantee may be used to satisfy the Right of Way Permit bonding requirements and no additional
bonding will be required. If it is not included, a License & Permit type Right of Way bond will be
required in the amount of $2,000.00 per instance of work in the right of way. Any open cut in the
pavement of West Road will require separate Board of Public Works and Safety approval.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's conunents as they are received. If
you have not already done so, please provide one set of plans and calculations to the Department
of Engineering and one set to Crossroad Engineers, PC. Please contact Crossroad Engineers to
obtain drainage review checklist for consideration in developing secondary plat and that design
effort.
AVAILABILITY AND CONNECTION FEES
11. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to the start of construction activities. A vaiIability Fees are based
upon total platted acreage for the development at the current rate of$1,010.00 per acre (Water
A vailability Fee). Based upon the primary plats indicated acreage, the following Water
Availability Fees would apply:
59.057 Acres @ $1 ,0 I O.OO/Acre = $59,648.00
Connection Fees are currently $1,310.00 for water per single-family residence. COJUlection Fees
are paid when the infrastructure has been complete, satisfactory test results obtained and the
subdivision has been released for permits. Water Connection Fees are paid on a per-lot basis.
. If an irrigation system b planned for this deyelopment, additional Water Connection
Fees will be assessed based upon the recommendation of the Director of Carmel
Utilities.
PREVIOUS COMMENTS FROM JANUARY 31. 2006 PRIMARY PLAT REVIEW
12. A seven-page Plan Certification form is enclosed with this letter. This form was created with the
desire to streamline the plan review process. We request that you please complete this form and
return it to the Department of Engineering as soon as possible. In your letter dated April I",
2006, you stated tbat a completed seven-page Plan Certification form would be submitted
with the complete construction set and Secondary Plat submission at a later date. The Plan
Certification form was not submitted with the construction plans submitted for the June 21,
2006 TAC meeting. Please submit the completed Plan Certification form. Comments will be
generated after the Certification Form is returned. Please treat each item on the form as 8
requirement ofthe Department of Engineering. Providing 8 "no" or "N/A" response to any
of the items does Dot relieve the Developer of the responsiblIity of meetiog tbe requirements
of the Department of Engineering. The Department of Engineering will make the final
determination as to tbe acceptability of aoy "no" or "N/A" responses.
14. We assume you have coordinated construction with owners of the Marathon and Buckeye

acceptability orthe proposed bridge design.
16. On the proposed primary plat, a break is shown in the asphalt path. On the construction plans, the
asphalt path will be expected to continue along the full length of the West Road frontage. On tbe
construction plans submitted June 7, 2006 for the June 21, 2006 T AC meeting, the break in
the asphalt path is still shown.
COMMENTS - CONSTRUCTION PLANS
17. Please do not include a landscape plan in sets of plans submitted for approval by the Department
of Engineering. The Department of Engineering does not approve the landscape plan.
18. If it will be necessary to relocate existing utility poles, they must be relocated to within one foot of
the proposed right-of-way.
19. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made. The digital files must be submitted to the Department of
Engineering prior to approval of the construction plans.
20. The City has adopted a new paving policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on
the plans.
21. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on the
plans.
22. The information on Sheets C605 and C606 is blurred and the text cannot be read. Please revise.
