Background:
The Lakes at Hazel Dell is a 280 lot, single-family residential development, consisting ofthree (3)
subdivisions on approximately 147.8 acres in Carmel, Indiana. It is located south of 126th Street, west of
the Plum Creek development and east of the Waterstone development. Hazel Dell Parkway bisects the
development (see attached Area Map).
Petition Filing:
Applicant requests ADLS approval (per Section 25.7.02-1., i., of Sign Ordinance Z-302, as amended), to
permit a permanent subdivision ground sign located at one of the entrances to The Lakes at Hazel Dell
development.
An Application for Variances of Development Standards has been filed contemporaneously with this
Application to permit the permanent subdivision ground sign.
In October, 2000, The Carmel/Clay Board of Zoning Appeals granted Variances of Development
Standards for the location of permanent suspended subdivision signs at two of the entrances to The Lakes
of Hazel Dell development:
V -138-00 - Dellifield Boulevard West and Hazel Dell Parkway/Section 1, Common Area 2.
Variances were required to permit suspended signs which are not a permitted sign type within
the S-l/Residence District.
Petitioner desires to locate the pennanent subdivision ground sign on the existing brick wall at
the entrance to The Lakes of Hazel Dell development noted above. The existing brick wall is
illuminated by spot lights. Section 25.7.02-1 (i) of the Zoning Ordinance for Carmel and Clay
Township provides that all permanent subdivision ground signs must be approved by the Plan
Commission.
Specific ADLS Request:
Per Section 25.7.02-1.., i., of Sign Ordinance Z-302, as amended, Petitioner requests ADLS approval of
the following:
l. Permanent Subdivision Ground Sign to be located at tbe intersection of Dellifield Boulevard West

As of August, 2000. Sections One and Two of the Lakes at Hazel Dell have been developed, consisting of 152
lots. Numerous homes are completed or under construction. Amenities. such as the pool house and
landscaping. also are completed.
Petition Filing:
Recently, it was brought to the attention of the developer that the signs currently constructed at the
development have not received formal approval or permits from the City of Carmel. The developer desires to
obtain all necessary approvals and pennits required to legally establish the existing signs.
This Petition requests the requisite ADLS approval (per Section 25.7.02-1., i., of Sign Ordinance Z-302, as
amended), to legally establish four permanent subdivision signs located within the Lakes at Hazel Dell
development.
In addition:
1. a variance of use Petition has been filed contemporaneously with this request to properly establish
temporary Model Homes I Sales Offices I Design Gallery located within the community; and,
2. a Petition for variances of development standards has been filed contemporaneously with this request to
properly establish the existing permanent and temporary signs within the community.
Specific ADLS Request:
Per Section 25.7.02-1., i., of Sign Ordinance Z-302, as amended, Petitioner requests ADLS approval for the
following:
1. Permanent Subdivision Suspended Sign (noted as Sign A in the detailed subdivision map and sign details
attached to this Detailed Description of Requestand incorporated herein), located at the intersection of
Autumn Gate Way and 126m Street;
2. Permanent Subdivision Suspended Sign (noted as Sign B in the detailed subdivision map and sign details
attached to this Detailed Description of Request and incorporated herein), located at the intersection of
DeHifield Boulevard East and Hazel Dell Parkway;
