EXPLANATION OF REQUEST
The Applicant, Mike's Car Wash Inc., ("Mike's"), is the owner of a parcel oheal
estate that is located south of 106th Street and west of and adjacent to Michigan Road.
The real estate consists of approximately 1.07 acres and is an out-lot located in a platted
commercial/office development known as "Weston Commercial Park". Immediately
north of and adjacent to the property is aN ational Bank of Indianapolis branch office and
further north of the property across 1061h Street is the Pearson Ford car dealership. The
recently approved L.A. Fitness building will be located west of and adjacent to the site
and other retail, commercial and office uses surround the site.
Mike's currently has a facility on Rangeline Road in downtown Carmel and has
been an active participant in supporting the Carmel community. Mikes's desires to
construct on the Michigan Road property a full service car wash facility. The underlying
zoning for the real estate, which is I-I Industrial, permits by right a full service car wash
facility such as Mike's.
As part ofthe approval process for constructing the facility, Mike's requires
ADLS and Development Plan approval. Mike's will be appearing before the Plan
Commission on January 24th for final approval of their ADLS and Development Plan
application.
Due to the unique nature of a car wash facility, Mike's is also seeking certain
variances from the Board of Zoning Appeals. Below is a summary of the variances that
Mike's is seeking:
1. Docket No. 07110006 V. Mike's is seeking reduction of the front yard green-belt
buffer adjacent to Michigan Road from 30' to 10'. To mitigate this request Mike's
has obtained approval from the Indiana Department of Transportation (INDOT)
to encroach approximately 17' into their ROW to install a mound and additional
landscaping adjacent to Michigan Road in order to provide additional buffering.
Consequently, although Mike's is seeking a 20' reduction in the front yard green-
belt buffer adjacent to Michigan Road, they will be using an additional 1 T feet of
the INDOT ROW, so the net reduction of buffering is actually only 3'.
2. Docket No. 07110007. Mike's is seeking reduction in the required number of
parking spaces for the overall site. Due to the nature of a car wash use, the
customers do not park, but instead drive through the car wash. The only required
parking would be for the few employees working during a particular shift.
3. Docket No. 07110008. Mike's is seeking a reduction in the perimeter landscaping
requirements adjacent to the car wash building. Again, because a car wash
building is a "functioning" building, its desibl]1 is not conducive to landscape
plantings directly adjacent to certain portions of the building. For example, the
areas that customers drive into and out of the car wash facility are pavement and
Mike's can not install landscaping in these areas. However, the overall landscape
plantings for the entire site actually exceed the required number of plantings per
the Zoning Ordinance. Further, Mike's has agreed to re-locate a county drainage
easement that Was located in the northwestern p011ion of the site. Prior to the re-
location of this easement, Mike's was not able to install many landscape plantings

in this area. However, because Mike's will be re-locating this drainage easement
and its infrastructure into the adjacent roadway, Mike's will be able to plant the
required types of plantings in this northwestern comer of the site.
4. Docket No. 07110009. Mike's is seeking a variance to permit car stacking that
will be partially visible from Michigan Road. To mitigate this request, Mike's
will be installing a mound with landscaping and trees adjacent to Michigan Road
to create a buffer and screening.
5. Docket No. 07110010. Mike's is seeking a variance to permit an increase in the
permitted size of the wall sign. Michigan Road is a heavily travelled corridor and
the speed limit is such that Mike's desires to provide adequate notice of its
location to its customers. Consequently, Mike's is asking for a wall sign that is
larger than pemJitted.
6. Docket No. 0711011. Mike's is seeking a variance to permit 2 drive through
menu board signs on the site. These signs provide notice to Mike's customers of
its services and prices. These signs are well constructed and encased in brick.
7. Docket No. 07110012. Mike's is seeking a variance for partial relief from the
building fayade break requirement of the applicable overlay ordinance. Again, due
to the unique shape of the drive through car wash facility, the entrance and exit to
the facility does not provide "fayade" breaks. However, the building is still very
well designed and attractive and will be compatible with the other buildings in
this area.

January 28th meeting.

The approval of this variance will not be injurious to the public health, safety, morals and general
welfare of the community because:
Mike's is seeking reduction of the front yard green-belt buffer adjacent to Michigan Road from 30'
to 10'. To mitigate this request Mike's has obtained approval from the Indiana Department of
Transportation (lNDOT) to encroach approximately 17' into their ROW to install a mound and
additional landscaping adjacent to Mi.chigan Road in order to provide additional buffering.
Consequently, although Mike's is secking a 20' reduction in the front yard green-belt buffer
adjacent to Michigan Road, they will be using an additional 17' feet of the INDOT ROW, so the
net reduction of buffering is actually only 3'. As a result, thevariancc will not be injurious to the
public health, safety, morals and general welfare because the Applicant is mitigating the request by
providing buffering into the INDOT ROW.

in a substantially adverse manner because:
In addition to the rationale included in Response Numbered I above, the area adjacent to the site
and in the general area consists of many types of business, retail and office uses. Further, the site is

Mike's is seeking a reduction in the perimeter landscaping requirements adjacent to the car wash
building. Because a car wash building is a "functioning" building, its design is not conducive to
landscape plantings directly adjacent to certain portions of the building. For example, the areas
that customers drive into and out of the car wash facility are pavement and Mike's can not install
landscaping in these areas. However, the overall landscape plantings for the entire site actually
exceed the required nuni.ber of plantings per the Zoning Ordinance. Further, Mike's has agreed to
re-Iocate a county drainage easement that was located in the northwestern pOltion of the site. Prior
to the re-Iocation of this easement, Mike's was not able to install many landscape plantings. As a
result, the approval of this variance will not be injurious to the public health, safety, morals and
general welfare of the community because the site will actually exceed the required number of
landscape plantings required by the Zoning Ordinance.
