I have reviewed the revised landscaping plans for Clayborne subdivision, and I am requesting some species changes.
They have substituted norway maple (Acer platanoides) for white oak (Quercus alba). They already have four other maple
species on the plant schedule (total 239 maple trees). We do not need another 50. maples here, they should be a species
of native oak tree (other than pin oak) for the "F" species on the plant schedule. For the "G" species they have substituted
pin oak for swamp white oak. Pin oaks do not generally grow well in this soil and suffer from chlorosis (yellowing and
stunting), are shorter lived, and present unique maintenance problems. Another native oak species needs to be selected
such as swamp white oak (Quercus bicolor), white oak (Quercus alba), red oak (Quercus rubra) or bur oak (Quercus
macrocarpa).
They have increased the total number of plants on the plant schedule by 156 trees.

Shelbourne Estates and Claybourne plats
Jon, I have executed the secondary plats for these subdivisions and submit them for your
department's signature. I strongly oppose the monumentation requirements that have
been imposed on this project. I would ask that you and Mike reconsider your desire to
strictly enforce the existing archaic ordinance or move to amend it If I install those
markers as denoted I will have to put each homeowner on notice that the markers should
not be trusted and should not be used as they can be easily dislodged. Before doing any
perimeter work, each homeowner should have his/her lot surveyed. This can be easily and
cheaply done as needed by using the street monumentation. I'll keep working on that one.
Also, I will forward to you immediately a commitment regarding the street improvements.

Revised Landscaping Plans
Dear Scott,
Two copies of the landscaping plans for Claybourne are enclosed for' your review. We
were asked by Carmel DOCS to update the mounding and entry walls on the south side
of 131 sl Street along with our latest plat revisions. As discussed with DOCS, We have
also relocated some ofthe perimeter trees to the common areas from points along the
perimeter where there were already existing trees.
Prior to these latest revisions we were preparing to record the plats and obtain building
pennits. Weare now waiting on your approval before we can do that. Therefore,
anything you can do to move this project forward quickly will be greatly appreciated.
Please approve the revised plans or call me if you have any questions.

Dear Mr. Crosby:
This letter is in response to your Secondary Plat application for Claybourne Estates. The
following issues must be resolved prior to signature ofthe plat by the director:
1. Please provide a copy of a revised primary layout so our department can see lot
numbering.
2. Submit a revised landscape plan to Scott Brewer, DOCS Urban Forester for
review. The secondary plat will not be signed prior to sign off ofthe landscape
plan.
Please submit a revised Secondary Plat with the above-mentioned changes. Once these changes
have been made and comments addressed, please produce a Mylar copy for signature by this
Department. Two paper copies of the plat must be filed with the Mylar prior to recording, and
three paper copies and a Mylar of the recorded plat must be submitted following recording. Our
approval of the secondary plat (signature) will be forthcoming upon revision ofthe plans
according to the items listed above.

project After reviewing the plans the Highway Department has the following comments:

1. Please remove the "Blocks" from the right of way of Donovan Boulevard. If an exclusive easement
is to be used, there must be 10' of right of way behind each curb to the easement line< Exclusive
easements are not permitted within the right of way. All indications of the blocks will need to be
removed from the plat and construction plans. .
2. Before any approvals are granted for the Secondary Plat, an Engineers Estimate broken into the
following categories will need to be submiUed, along with a Performance Bond or Letter of Credit
in the amount of 100% of the estimate:

3. Please correct Section A-A to show a lift of surface over the existing pavement. A note should also

of way will need 10 be acquired by Boomerang Development, LLC.
5. P~ease add the following Standard Plans to the detail sheet: U-8, and remove Standard Plan U-1. I
have included a copy of U-B.
6. Indicate that Stop .Bars are also required at the entrance on the entrance detail striping Plan.
7. The pipe under 131'1 Street that serves the present regulated drain will need to filled with f10wable
fill to prevent future failure in that area.
8. After the above mentioned items have been corrected and all of the issues with the Hamilton
County Surveyor have been properly addressed, seven sets of plans must be submitted to the

The Secondary Plat and Construction plans have been revised according to the T AC Comments from
February 20, 2001 and the review comment letters received afterward. Copies of specific response lettcr to
cach agency are enclosed, Revisions requested by Carmel DOCS are as follows:
Plat Com ments
1. The non-access easements terminate at the R/W line on each side of the main entrance drive. The lines
have been extended to the R/W, as they should bave been.
2. The monuments and markers have been added to the plat.
3. The plat docket numbers have been added to page] on the plats. The plats had to be separated for
Estate lots south of 131 5t Street and the standard lots on the north side of 13151 Street because of the
separate covenants.
4. The source oftit]c information has been completed.
5. Thc pond normal pool, I DO-year elevation and bottom elevation has been added to the plat for each
pond.
6. Copies of the review comments and the response letters to the County Highway, County Surveyor and
Carmel Utilities are enclosed.
7. The plat will be final checked and signed by the surveyor prior to having the plat signed by Carmel.
8. The Carmel Board of Works signature block has been replaced by the County Commissioners
signature block.
9. A copy of the covenants for each part of the site will be provided by the developer.
10. The perimeter road improvements cost estimates and agreements are being handled directly by the
Developer.

1. A rebar is shown at the comer of lot 42.
2. A key map has been added to the plat sheets
3. The regulated drain is identified on the plat and plans.
4. The sidewalk ramps are shown as concrete.

The Secondary Plat and Construction plans have been revised according to the TAC Comments from
February 20, 200 I and the review comment letters received afterward. Revisions requested by the
Hamilton County Highway are as follows:
Secondary Plat
I. The R!W for Lamana Place is no labeled.
2. The County Commissioners signature section has been added.
3. The landscaping easements have been removed from the islands in the boulevard.
4. Engineer's estimates will be provided along with the performance bonds.
5. To the best of my knowledge, none of these items are planned in the 50' R!W of the 131,j Street RfW.
6. To the best of my knowledge,nollc of these items except the trees, as noted in your letter, are planned
in the 75' or 85' R./W's.
Construction Plans
7. Opposing len turn lanes have been added in 131 st Street at the entrances.
8. The entrance plan, sheet C301, has bcen updated and shows the pavement cross-section, curb radii,
taper lengths, and stone shoulders. A pavement striping plans has also been added.
9. Lakes 2 and 3 have been pushed baek from the right-of-way.
10. SSD laterals are now shown to each lot.
II. Manhole 13 has been relocated as requested.
12. The sanitary sewer lateral granular backfill note has been added to all sanitary sewer plans.

I. Regulated Drain petition is complete.
2. Non-enforcement form and fee has been provided.
3. The construction costs will be provided along with the bonds.

6. Two feet of freeboard is shown for all the ponds.

Hamilton County Soil Conservation Service are as follows:
3A. Construction limits have been added.
38. No stockpiles are planned.
4A. Site sequencing notes have been added to the Erosion control plans.
a. Silt Fence has been added behind the lake berm for Lake I at the downstream end of the watershed.
All other areas drain through silt protection at inlets and through the lake system before discharging
to the regulated drain.
b. The temporary entrances are supposed to control where equipment leaves the site and reduce the
amount of dirt 011 the roads. They are also at relatively high points on the site for this project. lfthe
contractor does get dirt on the road, he is responsible for cleaning it up.
c. No landscaping mounds are proposed along the west property line to block runoff from existing
basins] land 12 where they currently sheet drain on to our site. We have a proposed swale, lower
than the existing grade at the property line, along our East property line, to collect the sheet flow
and direct it to inlets as it drains through the proposed trees. Trees have been removed trom in front
of stann structures 124 and 117. Per Steve Cash, we have also left spaces in the trees along the
south property 1 ine to insure Ihat the trees don't block the runoff from the South.
d. Sediment in runoff from the site is control1ed at each inlet and then must pass through up to four
lakes before it can be discharged at the southwest corner of the site.
4D. The entire lots are now shown to be seeded.

cnlis letter is in response to your Secondary Plat filing for Claybourne, Section I. The following issues must be
resolved prior to signature of the plat by the director:
I. Define non-access easement along 131 'I Street into the subdivision to the first cross-street. Plan does not
indicate where it (the nOll-access easement terminates).
2. The monuments and markers should be as required under Section 8.2 ofthe SCO.
a. Add concrete monuments at all corners that form the boundary ofpIat, as required under SCO
8.2.1 (2). (The corners ofllie area on the south side of 131.1 Street as example and perimeter of
section one on north side of 131 st.)
b. Add markers to corners of common areas, as required under SCO 8.2.4. (All blocks, note blocks
that create the boulevard.)
3. Provide Primary Plat (119-01 PP), and Secondary Plat (21-02 SP) docket numbers on page one of plat.
4. Add Source of title instrument number to page one.
5. Add ponds with bottom elevation, nom1al pool, and 100- YR flood elevation for pond(s) to plat.
6. Forward a copy of the final review letters from the following agencies:
a. County Highway (Latest is March 1.3, 2002)
b. Surveyor (Latest is October 16th)
c. Carmel Utilities Department
7. Have Mylar signed by property owner and surveyor (with R.L.S~sealrprior to signature by director.
8. Remove signature block for Cannel Board of Works. Add Hamilton County Commissioners.
9. Provide a copy of the covenants and restrictions.
10. Provide estimate of construction cost of Road Improvements per Commiiment made by owner at time of
Primary Plat. We will evaluate the estimate and determine the appropriate action in receiving the
improvements per the commitment.
Please submit a revised Secondary Plat with the above-mentioned changes. Once these changes have been made and
comments addressed, please produce a mylar copy for signature by this Department. Two paper copies of the plat
must be filed with the mylar prior to recording, and three paper copies and a mylar of the recorded plat must be
submitted following recording. Our approval of the secondary plat (signature) will be forthcoming upon revision of
the plans according to the items listed above.

This letter serves to acknowledge receipt af a transmittal containing the plans for the above-
mentioned project. After reviewing the plans the Highway Department has the following
comments:
Secondary Plat
1. Label the right of way radius in the cul-de-sac of Lamana Place.
2. A signature black is needed for the Board of Commissioners.
3. Please remove the landscaping easements from the right of way of Donovan Boulevard. If an
exclusive easement is to be used, there must be 10' of right of way behind each curb to the
easement line.
4. Before any approvals are granted for the Secondary Plat, an Engineers Estimate broken into
the following categories will need to be submitted, along with a Performance Bond or Letter of
Credit in the amount of 100% of the estimate:
* Stone Base
. HAC Binder
* HAC Surface
* Concrete Curbs

5. Please note that decorative signs, sprinkler systems, trees, landscaping mounds, light poles
or ather such amenities are not permitted in the right of way of the streets with a 50' wide
right of way as well as the 131 sl Street and Shelborne Road right of way.
6. Please note that decorative signs, spriili<:.Ier systems, landscaping mOunos, lignt pOles or
other such amenities are not permitted in the right of way where the 75' and 85' right of way
exists. Trees are permitted in the center median and behind the multi use paths. All species
of the trees used in the center median must be a species that has lim ited canopy and root
ball growth patterns.
Construction Plans
7. Opposing left turn lanes are needed on 131 sl Street at the entrance into Claybourne. The
section of road will need to be resurfaced and striped appropriately for the left turn lanes.
8. Please prepare a detail of the entrance into the subdivision. The detail should include a
pavement cross-section' and layout of the left turn lanes and the through lanes as well. Other
things which will need to be included will be the curb return radius, the pavement cross
section for 1313t Street (12" stone base, 4" HMA Intermediate course and 1" HMA surface
course), lengths of the tapers and lanes, 3 foot stone shoulder and a striping plan for the
passing blister plus any other pertinent information. All striping material must be

9. The top of the bank for Lake #2 must be a minimum of 15' from the right of way or an
appropriate barrier it:1stalled to impede any stray vehicles.

14. Please relocate san itary sewer structure 22 out of the right of way.
15. On all water main plans, the following notes need to be included: No water main valves will
be permitted between the curbs, and Full depth granular backfill is required at all street
crossings.
16. Please relocate all gate valves on the water main plans that are shown under pavement or
within the curb to areas behind the curbs.
17. Will the poly pipe be used for water distribution around the cul-de-sacs? The Highway
Department recommends the use of the pipe to eliminate the need for pipe under the road.

The District has not been provided with a copy of the plat and we will need to review the construction drawings when they
become available. Sewer service to the area of this project is dependent on the completion of the 126th Street
Interceptor whlch has not yet been constructed by the District but is under design.

been submitted to IDEM for state construction permits. Building permits should NOT be issued unless the District has
issued connection permits. In addition, sewer service will come from the 131st Street Interceptor which has not been
constructed as yet; a joint right-of-way and easement acquisition process is underway subject to an agreement between
the District and Hamilton County.
Please remind all TAG applicants to provide plans directly to the District at our main office address at:

We have reviewed the prints for Claybmrrne, Section I and have some corrections to your plans. Also,
listed are our standard specifications we the City Utility require. As-builts, which include both sewer
collection and water service measurements are due to be turned into the distribution and collection office at
the time the water is due to be turned on. We wiII also need 3 sets of as-builts. Posi-Caps or the equivalent
is now required on all water valve installations. You will need to call for an on site meet with the
inspector. You will also need to have an approved stamped set of prints before starting any construction.

Urban Forester comments T AC Agenda for Feb. 20, 2002
Pier One Imports - Property is zoned B-8 and is the 431 Overlay district. No landscape
plans received. Current ordinance requires buffering requirements ofD on the Keystone
and Carmel Drive perimeters, B on the west side, and A on the south side. Several
changes to the landscape' areas have been made since the 1987 approval, including
removal of some landscaping areas in front for parking. Though there is some
landscaping in place that needs to be preserved, but it does not meet current requirements.
Areas of concern: lack of trees in the 30' greenbelt along Keystone
Miller Auto Care - No landscape plans received. Property is zoned I-I and B-l.
Current ordinance requires side yards of at least 5 feet and buffering requirements of A or
B (3 shade trees, 3 or 2 ornamental trees, and 9 or 15 shrubs, per hundred linear feet). If
existing streets are to be disturbed by construction, a plan for their movement or
replacement must be submitted.
Forest Dale Elementary School- Surrounding properties zoned S-2 residential. Current
ordinance requires perimeter buffering standard D (5 shade trees, 5 ornamental trees, and
27 shrubs or 9 evergreens per 100 linear feet). There are no planting "notes" or
specifications on the plans. They must be submitted, including items such as the removal
of the stakes and wires within one year. Planting details must specify that the root flare
(not root ball) is to be planted at or slightly higher than grade. Root ball should not be
covered or mounded over with clay "topsoil". Crabapple variety "Snowdrift" should not
be used, approved alternative should be chosen. Along the north perimeter between the
property line and the parking lot, there is a storm sewer and an underground gas line
running parallel to the drainage swale. This may present a conflict to planting Ash trees
along the parking lot. Existing plants to remain should be marked on the plans as such.
Danbury Estates Plat vacation - No comments at this time.
Western Hills SubdiVIsion - Have not received landscape nor open space plans yet.
Village of West Clay and Se.ction 5001- Have been meeting with Park Pifer, landscape
